SIGNATURE AND INCUMBENCY OF THE CITY AND AUTHORITY
We, the undersigned officers of the City of Redlands and the Redlands Financing Authority (the
"City"), as indicated by the titles opposite our respective signatures, DO HEREBY CERTIFY as follows:
1. The City is a general law city duly organized and validly existing under the Constitution and
laws of the State of California.
