PRESENT: Paul Foster, Mayor Pat Gilbreath, Councilmember Paul Barich, Councilmember John James, Councilmember ABSENT: Jon Harrison, Mayor Pro Tem STAFF: Enrique Martinez, City Manager; Janice McConnell, Assistant to the City Manager, Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Jeff Frazier, Fire Chief; Mark Garcia, Police Chief; Danielle Garcia, Chief Innovation Officer; Chris Diggs, Municipal Utilities and Engineering Director; Chris Boatman, Quality of Life Director; Farrah Jenner, Assistant Finance Director; James Troyer, Interim Development Services Director; and Amy Martin, Human Resources Director Mayor Foster called the meeting to order at 5:00 P.M. and offered those present the opportunity to provide public comment on any item on the agenda for the session. PUBLIC COMMENT: None forthcoming. PLANNING WORKSHOP: Strategic Plan Progress Report – Mayor Foster explained the purpose of this workshop is to provide a review and update as necessary for the City of Redlands 2014-2017 Strategic Plan. Priority Focus Area Review – To provide structure for the discussion, Assistant to the City Manager Janice McConnell asked each department director to highlight the focus area objectives for which they have primary responsibility. Fiscal Accountability was discussed by Farrah Jenner, Economic Development by James Troyer, Infrastructure by Chris Diggs, Land Resource Management by Chris Boatman, and Safety and Community Services by both Fire Chief Jeff Frazier and Police Chief Mark Garcia. Suggestions - Discussion resulted in two suggested areas for further consideration and possible inclusion in the Plan: parking requirements associated with the Redlands Passenger Rail Project and the use of quiet zones along other rail lines within the City of Redlands sphere of influence. Although not an item for the Strategic Plan, the Municipal Utilities and Engineering Department was tasked with providing more information to the public on the use of grey water to aid in conservation efforts. September 29, 2016 Page 2 ADJOURNMENT: There being no further business, this meeting was adjourned at 5:25 P.M. The Council will meet next at their regular meeting scheduled at 5:00 P.M., October 4, 2016.
