MINUTES: of a regular meeting of the City Council of the City of Redlands held in the Council
Chambers, Civic Center, 35 Cajon Street, on September 20, 2016 at 5:00 P.M.

Mayor Foster called the meeting to order and offered those present the opportunity to
provide public comment on any item on the agenda for the closed session.

CLOSED SESSION:
The meeting recessed to a closed session to discuss the following:
1. Conference with real property negotiator – Government Code §54956.8

The meeting reconvened at 6:00 P.M. with an invocation by Councilmember James
and the pledge of allegiance to the American flag.

City Attorney McHugh announced that no reportable action was taken by the City
Council during the closed session.

PRESENTATIONS:
RUDY Pet Adoptions – Animal Control Officer Bill Miller introduced “Link”, a
nine-year old male Chihuahua/Pug mix, who is available for adoption along with
twenty-four other dogs and ninety-four cats at the Redlands Animal Shelter. Officer
Miller announced that thirty-two dogs, thirty cats and one fish were adopted since the
last City Council meeting.
Police Officer Recognition - Mayor Foster, assisted by Police Chief Mark Garcia,
recognized Police Officer Joseph Aguilar for receiving the State of California's
highest award, the Governor's Public Safety Officer Medal of Valor, for his actions
against terrorists on December 2, 2015, in the City of San Bernardino.
PUBLIC COMMENTS:
CERT - Carolyn Hays complimented the City Staff and Safety employees for the
Community Emergency Response Team (CERT) training program and encouraged
other residents to look into participating for their own good and the good of the
community.
Give BIG – Gayle Covey, of County Supervisor James Ramos' office, encouraged
any charitable non-profit organization to participate in Give BIG, an on-line
fundraising event running now through November 29, 2016.
Olio – Greg Brittain expressed his opposition to the Redlands Passenger Rail Project
and high density housing. He criticized the City Manager for rescheduling to a date
after the upcoming election, a public hearing on fee schedule increases and local
event planners for scheduling the Redlands candidate forum at the same time as the
national presidential debate. He noted that refugees from the war in Syria continue to
enter the United States and invited everyone to attend a presentation on terrorists in
this country to be held at a Redlands Town Hall meeting at the American Legion Post
106, 814 West Colton Avenue, at 6:00 P.M., on September 29, 2016.
Resources – Carol Lohoefer thanked Councilmember James for attending meetings of
the Redlands Charitable Resource Coalition and providing City Council level
attention to the efforts of this organization. She also inquired as to the source of
water to be used by residents in new housing being built within the City of Redlands.
CONSENT CALENDAR:
Minutes – On motion of Councilmember Gilbreath, seconded by Councilmember
Barich, the City Council approved the minutes of the regular meeting of September 6,
2016.
Proclamation – On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved a proclamation honoring Moore
Middle School for its 50 years of commitment to public education.

Conservation Camp – On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved a Memorandum of Understanding
between the City of Redlands and the California Department of Forestry and Fire
Protection for participation in the Conservation Camp Program.
Alcohol Consumption Permit – On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved a request for permission to
consume alcoholic beverages in Ed Hales Park for the Downtown Redlands Art Walk
to be held on October 23, 2016.
Fee Waiver – On motion of Councilmember Gilbreath, seconded by Councilmember
Barich, the City Council approved a request from the Redlands Chamber of
Commerce for the waiver of fees related to the inaugural Chamber Dog Jog 5K event
to be held on November 5, 2016.
Park Use - On motion of Councilmember Gilbreath, seconded by Councilmember
Barich, the City Council approved Field Use Agreement agreement between the City
of Redlands and Pateadores Soccer Club for the use of Crafton Park Fields.
Antenna Installation - On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved a License Agreement between the
City of Redlands and MGH Investment Group LLC for the installation of an antenna
on private property and determined that approval of the project is exempt from review
in accordance with Section 15301(b) of the California Environmental Quality Act
guidelines.
Aerial Display Authorization - On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved issuance of landing, flyby, and
aerial display authorizations for the Royal Canadian Air Force for the 2017 Hangar
24 Airfest.
Work Study Program - On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved an agreement between the City of
Redlands and the University of Redlands to participate in the 2016-2017 Work Study
Program.
Resolution No. 7673 – Traffic Regulation – On motion of Councilmember Gilbreath,
seconded by Councilmember Barich, the City Council approved Resolution No. 7673
establishing a no parking zone at 100 Tennessee Street and determining that the
project is exempt from review in accordance with Section 15061 of the California
Environmental Quality Act guidelines.
Resolution No. 7674 – Traffic Regulation – On motion of Councilmember Gilbreath,
seconded by Councilmember Barich, the City Council approved Resolution No. 7674
establishing 2-hour parking zones at 500 West Redlands Boulevard and determining
that the project is exempt from review in accordance with Section 15061(b)(3) of the
California Environmental Quality Act guidelines.

Ordinance No. 2837 - FEMA Flood Insurance Study – On motion of Councilmember
Gilbreath, seconded by Councilmember Barich, the City Council approved the
adoption of Ordinance No. 2837 amending Chapter 15.32 of the Redlands Municipal
Code to adopt the updated Federal Emergency Management Agency Flood Insurance
Study, Flood Insurance Rate Map and regulations.
Water Monitoring Wells - On motion of Councilmember Gilbreath, seconded by
Councilmember Barich, the City Council approved a Land Lease Agreement between
the City of Redlands and Yucaipa Valley Water District for installation of ground
water monitoring wells and determined the lease and installation of wells are
categorically exempt from review in accordance with Section 15306 of the California
Environmental Quality Act guidelines.
Ordinance No. 2839 - Zone Change No. 455 - On motions of Councilmember
Gilbreath, seconded by Councilmember Barich, the City Council approved the
adoption of Ordinance No. 2839 (Zone Change No. 455) to change the zoning
designation of approximately 0.35 acres of a split-zoned parcel from R-S (Suburban
Residential) District to C-1 (Neighborhood Stores) District located at the southeast
corner of Lakeside Avenue and Brookside Avenue.
COMMUNICATIONS:
Tina Recognition - Mayor Foster presented retiring Finance Director Tina Kundig
with a bouquet and words of extreme gratitude for her 21 years of service to the City
of Redlands. Tina thanked the Mayor, City Council and staff for their support over
the years.
PUBLIC HEARINGS:
Resolution No. 7670 – Bond Financing - Mayor Foster opened the public hearing and
called upon Finance Director Tina Kundig for details on a financing plan for the
hospital. On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council approved Resolution No. 7670 approving a tax-exempt bond
financing to be issued by the California Statewide Communities Development
Authority to benefit Redlands Community Hospital and certain affiliates.
NEW BUSINESS:
Park Benches - Quality of Life Director Chris Boatman described details of a
designated gift for Prospect Park and introduced Margie Gifford and Ryan Johnson,
of the Friends of Prospect Park (FOPP), who presented a check to the City. On
motion of Councilmember Gilbreath, seconded by Councilmember James, the City
Council approved the acceptance of a donation, in the amount of $2,069.00, from
FOPP for the purchase of six sitting benches and an additional appropriation in the
same amount.
CAD/RMS Maintenance Payment – Chief Innovation Officer Danielle Garcia
explained the funding arrangement for the Computer Aided Dispatch/ Records
Management System (CAD/RMS) for the Redlands Police Department. On motion

of Councilmember Gilbreath, seconded by Councilmember James, the City Council
approved the annual CAD/RMS maintenance payment to Spillman Technologies,
Inc., in the amount of $84,685.00.
Sewer Infestation Treatment – Municipal Utilities and Engineering Director Chris
Diggs explained a sewer manhole recurring maintenance requirement. As public
comment, Dennis Bell questioned the priority of roach infestation of sewer manholes
vis-à-vis rats, raccoons or feral cats in the downtown business area. On motion of
Councilmember Gilbreath, seconded by Councilmember James, the City Council
approved an agreement, in the amount of $90,300.00, between the City of Redlands
and Golden Bell Products, Inc. to provide sewer manhole roach treatment services.
PARIS 2015 Paving – Municipal Utilities and Engineering Director Chris Diggs
presented a brief history of the Pavement Accelerated Repair Implementation
Strategy (PARIS) and introduced Goutam Dobey, of the Municipal Utilities and
Engineering Department, who provided an overview of the next phase of PARIS. On
motions of Councilmember Gilbreath, seconded by Councilmember James, the City
Council agreed that the PARIS 2015 Resurfacing Project (1029-14900), Project 4160,
is categorically exempt from further review in accordance with Section 15301 of the
California Environmental Quality Act guidelines; approved plans and specifications
for the Project; and awarded a contract between the City of Redlands and Matich
Corporation, in the amount of $8,739,532.00, for the work.
Alley Improvements – Risa Jones, of the Municipal Utilities and Engineering
Department, provided an overview of a program to address maintenance and repair
needs for City alleys. On motions of Councilmember Gilbreath, seconded by
Councilmember James, the City Council agreed that alley paving improvements are
categorically exempt from further review in accordance with Section 15301 of the
California Environmental Quality Act guidelines and 24 CFR Part 58, Subpart D of
the Code of Federal Regulations.; approved the plans and specifications for the
Community Development Block Grant Alley Paving Improvements, Project No.
43060; and awarded a contract between the City of Redlands and EBS General
Engineering, Inc., in the amount of $132,235.00, for the work.
COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES:
Councilmembers James and Gilbreath attended the Youth Hope fundraiser event at
Sylvan Park on September 10, 2016. Councilmember Gilbreath gave away books
from the Redlands Sunrise Rotary Read for Life trailer at the event.
Councilmembers James and Gilbreath attended the Coffee with Council at Cuca's
Restaurant on September 17, 2016. A good exchange of ideas was enjoyed by the
Councilmembers and four citizens in attendance.
Councilmembers James and Barich attended the Redlands K-9 fundraiser event at
Gerrard's Market also on Saturday, September 17, 2016.
Councilmember Gilbreath attended meetings of the Healthy Redlands Committee,
San Bernardino Associated Governments and Omnitrans.

Mayor Foster has been on vacation in Hawaii and Mayor Pro Tem Harrison is having
similar activities in Wisconsin.
City Manager Martinez introduced James Troyer as the Interim Director of the
Development Services Department.
ADJOURNMENT:
There being no further business to address Mayor Foster adjourned the meeting at
6:37 P.M. The next regular meeting of the Redlands City Council is scheduled on
October 4, 2016.
