WHEREAS, the City of Redlands participated in the Department of Housing and Urban
Development's (HUD) Community Development Block Grant (CDBG) Program as a direct
CDBG Entitlement City from July 1, 2009 through June 30, 2015; and
WHEREAS, HUD requires the City to prepare and submit a Final Consolidated Annual
Performance and Evaluation Report (CAPER) for its CDBG program; and
WHEREAS, on November 18, 2016, the City published a public notice in the Redlands
Daily Facts newspaper indicating that the Final CAPER would be available to the public for review
and cormnent from November 21, 2016 through December 5, 2016; and
WHEREAS, on December 6, 2016, the City Council reviewed the Final CAPER and
approved the report, including any comments and response to the comments that are accepted at
the hearing;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows:
Section 1. The facts set forth above in this Resolution are true and correct.
Section 2. The Final Consolidated Annual Performance and Evaluation Report
(CAPER) is hereby adopted and the City Council does hereby authorize the City Manager, or his
designee, to be the official representative of City of Redlands to submit the Final Consolidated
Annual Performance and Evaluation Report to HUD.
Section 3. This Resolution shall take effect upon the date of its adoption.
ADOPTED AND APPROVED this 6th day of December, 2016.
