A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RELATIVE TO AN APPLICATION TO THE LOCAL AGENCY FORMATION
COMMISSION FOR SAN BERNARDINO COUNTY ("LAFCO") TO INITIATE
PROCEEDINGS FOR THE ANNEXATION OF CERTAIN UNINHABITED
TERRITORY (ANNEXATION NO. 92) TO THE CITY OF REDLANDS AND
DETATCHMENT FROM THE SAN BERNARDINO COUNTY FIRE PROTECTION
DISTRICT AND ITS VALLEY SERVICE ZONE, AND COUNTY SERVICE AREA
70 AND ITS ZONE P-7 GENERALLY LOCATED EAST OF WABASH AVENUE,
NORTH OF HIGHLAND AVENUE AND SOUTH OF CITRUS AVENUE
WHEREAS, the City of Redlands ("City") has received an application from Larry Jacinto for
the reorganization of approximately 18.54 acres of land designated as County of San Bernardino
Assessor's Parcel Nos. 0299-101-01, 04 (the "Jacinto Property") to be annexed into the City of
Redlands and detached from the San. Bernardino County Fire Protection District and its Valley
Service Zone, and Country Service Area 70 and its Zone P-7, more specifically shown on the attached
Exhibit "A" and by this reference incorporated herein; and
WHEREAS, it is the desire of the City Council that the proposed reorganization be subject to
the following terms and conditions:
1. The Jacinto Property, proposed for annexation to the City, is proposed to be
subdivided into forty (40) single family residential lots and two (2) lettered lots, in
accordance with City law. An ordinance pre -zoning the Jacinto Property to R -E
(Residential Estate) District, General Plan Amendment to amend the General Plan
designation to Very Low Density Residential, and a Tentative Tract Map is
anticipated to be approved on December 20, 2016. The owner of the Jacinto
Property has requested this annexation by the City.
2. The proposed annexation shall be subject to all standard tenors and conditions required
by LAFCO; and
WHEREAS, an initial study was prepared under the California Environmental Quality Act
("CEQA") for this proposed annexation, the general plan amendment, the pre -zoning of the
properties that are the subject of this auncxation, and Tentative Tract Map No. 19956; and
WHEREAS, the initial study was reviewed by the City's Environ nental Review Committee a,
mitigated negative declaration was recommended for annexation of the properties, general plan
amendment, zone change, and subdivision, and on December 20, 2016, the City Council aopted the
mitigated negative declaration and directed that star file and post a "Notice of Determination" it
accordance with the City's CEQA Guidelines; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as

follows:
Section 1. The City Council of the City of Redlands ("this City Council"), for the reasons
hereinafter mentioned, intends to file an application with LAFCO to initiate proceedings to annex to
the City certain uninhabitable territory, hereinafter described, pursuant to the Cortese -Knox -
Hertzberg Local Government Reorganization Act of 2000, Division 3, commencing with Section
56000 of the Government Code of the State of California.
Section 2. That this City Council's reasons for initiating the annexation proceedings are as
follows: This annexation of the hereinafter described territory will contribute to the orderly growth of
the City, provide the proper control of street layout, drainage and sanitary sewer design, ensure the
proper use of the territory in conformity with the overall plan of the City, and the owner of the
Jacinto Property and LAGCO have requested that the Jacinto Property that is the subject of this
Resolution be annexed to the City of order to receive City municipal services and facilitate the
development of such property.
Section 3. That this reorganization proposal is consistent with the City's General Plan
governing the Sphere of Influence of the City.
Section 4. That the territory which this City Council proposes to annex is hereby
identified as City of Redlands Annexation No. 92, and consists of that real property situated in the
County of San Bernardino, State of California, as shown on the map attached hereto as Exhibit "A".
Section 5. This City Council acknowledges and agrees to the LAGCO requirement for
imposing legal indemnification as outlined in Policies 10 and 11 of LAFCO's Accounting and
Financial Division of its Policy and Procedure Manual adopted June 2012.
Section 6. That the City Clerk of the City of Redlands is hereby directed to file with
LAFCO a copy of this Resolution to initiate annexation proceedings for the territory described herein
to the City, to request a report by the LAFCO provided for by the Cortese -Knox -Hertzberg Local
Government Reorganization Act of 2000, and to submit and execute such other application materials
including the Application and Annexation Supplement Form, which includes the certified Plan for
Service and Fiscal Impact Analysis and other reports as may be required by law in such annexation
proceedings.
