HomeMy WebLinkAbout7688 RESOLUTION NO. 7688 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE SUBDIVISION OF APPROXIMATELY 18 54 ACRES INTO FORTY SINGLE FAMILY RESIDENTIAL LOTS AND TWO LETTERED LOTS WHEREAS, Larry Jacinto has filed applications for Armcxation No 92, General Plan Amendment No 134, Zone Change No 450 and Tentative Tract Map No 19956 with the City of Redlands for the annexation and subdivision of approxunately 18 54 acres into forty(40) single- family residential lots and two (2) lettered lots located on the east side of Wabash Avenue, north of Highland Avenue, south of Citrus Avenue, m the unincorporated San Bernardino County RL- 5 (Rural Living — 5 Acre Minimum) (Proposed change to R-E, Residential Estate District upon annexation ("the Project"), and WHEREAS, on November 22, 2016, the City of Redlands' Planning Coimimission held a noticed public hearing at which interested persons had an opportunity to testify in support of, or m opposition to, the Conditional Use Permit and at which the Planning Commission considered the Conditional Use Permit, and WHEREAS, a copy of the Socio-Economic Cost/Benefit Study and related materials for the Project that were reviewed by the City of Redlands' Planning Commission in making its recommendation of the approval have been forwarded to the City Council, and WHEREAS, the City Council held a duly noticed public hearing on December 20, 2016, at which City staff and members of the public had the opportunity to provide verbal and written testimony on the Socio-Economic Cost/Benefit Study for the Project, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS SECTION 1 The City Council of the City of Redlands herby approved the Socio- Economic Cost/Benefit Study for the Project based upon the following findings A THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT WITHIN THE CITY OR OVERBURDEN PUBLIC SERVICES INCLUDING, WITHOUT LIMITATION, THE SUFFICIENCY OF POLICE AND FIRE PROTECTION SERVICES The Project will not create significant uninitigatable physical blight in the City of Redlands ("City") or overburden public services, including without limitation police and fire protection services, because the mitigation measures for environmental impacts, described in the study, have been added to the project as Conditions of Approval The Project consists of Annexation No 92, General Plan Amendment No 134, Zone Change No 450, and Tentative Tract Map No 19956 for the subdivision of approximately 18 54 acres consisting of forty (40) single-family residential lots and two (2) lettered lots I lcclerk\ResolutionslRes 7600-769917688_SECB Study 12 20 16 doe-1- The Project will not create physical blight The Project's design enhances the surrounding neighborhood, provides 1 66 acres of open space that serves as landscaping buffers along Wabash Avenue and Citrus Avenue The Project does not conflict with the predominant uses present in the surrounding areas, as the Project site abuts established residential developments to the north, west, and south, and provides improvements that blend in with and enhance the surrounding conununity through the use of landscaped buffers along the public right-of-way, the maintenance of open space, the preservation and relocation of Canary Island Date Palin trees within the site, and the planting of new trees on the Project site The Project developer will make improvements to facilitate implementation of the Project, including the widening of roads along the project for Wabash Avenue, Highland Avenue, and Citrus Avenue The Project would upgrade water, sewer, and stone drain infrastructure and provide comnections to existing City infrastructure Utilities will be placed underground The Project developer is required to fund its fair share allocation of any necessary public infrastructure associated with development of the Project As determined i1 the Socio-Economic Cost/Benefit Study, annually, the Project will provide an annual "new net" revenue of 580,637 to the City upon occupancy, and annual ongoing costs of approximately 550,720 This equates to a revenue/cost ratio of a positive factor of 1 59 For every dollar it spends, the City will receive 51 59 m revenue Because the Project will expand the City's economic base by increasing property tax revenues, and provide for the development of new housing within the City, provide the infrastructure necessary to meet Project needs in an efficient and cost effective manner, and place an emphasis on design and landscaping, the City finds that the Project will not create unimitigatable physical blight within the City or overburden public services, including without limitation police and fire protection services B THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT The Socio-Economic Cost/Benefit Study demonstrates that, annually, the Project will generate "new net" revenues of approximately $80,637 and approximately $50,720 in cost and have a positive balance of$29,916 For every dollar the City spends in providing services to the Project, the City will receive $1 59 in "new net" revenue The Project would provide for the development of forty (40) residential lots and landscaped buffers along the public right-of-way Schools will be enhanced with the payment of school fees Further, with the additional revenue provided to the City through increased property tax assessment, and the payment of development impact fees, direct and indirect funding will be provided for cultural enhancements, downtown district enhancements, park
