Mayor Foster called the meeting to order and offered those present the opportunity to
provide public comment on any item on the agenda for the closed session

and the pledge of allegiance to the American flag

City Attorney McHugh announced that no reportable action was taken by the City
Council during the closed session
PRESENTATIONS
RUDY Pet Adoptions — Animal Control volunteer Sentil Chinnachamy introduced
"Toby", a seven year old male pure bred Shih Tzu, who is available for adoption at
the Redlands Animal Shelter Officer Miller announced that thirty dogs and thirty-
five cats were adopted since the last City Council meeting Twenty-six dogs and two
cats were returned to their owners after the thunderstorms of the previous week
PUBLIC COMMENTS
Ouiet Zone - Tandy Hill, Kimberly Perna and Andy Hoder expressed their support for
a railroad crossing quiet zone at the intersection of Alessandro and San Timoteo
Canyon Roads
Traffic Safetv—Richard Bledsoe and Gary Wollner relayed observations of speeding
traffic on Nordma Street between Fern and Olive Avenues They requested traffic
calming steps be taken and were informed that the Traffic and Parking Commission
would hear their request
Outreach and Input - Greg Bnttam called for more effort on the part of government to
inform residents about program proposals He said ideas such as the Redlands
Passenger Rail, high density stacked housing and inefficient modes of transportation
need to be subjected to public debate
Rebuttal - Dustin Foster took issue with criticism of the Redlands Passenger Rail
Project and spoke in support of the idea
CONSENT CALLENDAR
Minutes — On motion of Mayor Pro Tem Harrison, seconded by Councilmember
James, the City Council unanimously approved the minutes of the regular meeting of
October 18, 2016
Proclamation— On motion of Mayor Pro Tem Harrison, seconded by Councilmember
James, the City Council unanimously approved a proclamation declaring the period
from October 23 to 30, 2016 as Redlands Peace Week
Proclamation— On motion of Mayor Pro Tem Harrison, seconded by Councilmember
James, the City Council unanimously approved a proclamation commending Neal
Waner for his years of service to the Redlands Unified School District Board of
Education from 2003 to 2016

Commission Appointment — On motion of Mayor Pro Tem Harrison, seconded by
Councilmember James, the City Council unanimously approved the appointment of
Kelly McGrail to serve the remainder of an unexpired term on the Cultural Arts
Commission ending January 6, 2018
Resolution No 7682 — Destruction of Records — On motion of Mayor Pro Tem
Harrison, seconded by Councilmember James, the City Council unanimously
approved Resolution No 7682 authorizing the destruction of certain public records
within the Revenue Division
Utility Connection - On motion of Mayor Pro Tem Harrison, seconded by
Councilmember James, the City Council unanimously determined that Outside City
Case 16-02, APN 299-221-06, is consistent with the City of Redlands General Plan
and that public health, safety and welfare and the best interests of the citizens of
Redlands are served by the City's continued processing of the application submitted
by Walter De Blauw
Grant Acceptance - On motion of Mayor Pro Tem Harrison, seconded by
Councilmember James, the City Council unanimously approved the acceptance of an
Automobile Club of Southern California CarFit mini grant and authorized an
additional appropriation, in the amount of$500 00 for the Police Department
Resolution No 7684 — Weed Abatement — Fire Chief Frazier explained the
requirement for an annual weed abatement resolution As public comment, Tandy
Hill observed that the City of Redlands is not listed as a property owner in the
resolution On motion of Mayor Pro Tem Harrison, seconded by Councilmember
James, the City Council unanimously approved Resolution No 7684 declaring weeds
to be a public nuisance and setting December 6, 2016 for a public hearing for
objections to proposed weed abatement
Youth Sports—On motion of Mayor Pro Tem Harrison, seconded by Councilmember
James, the City Council unanimously approved an Independent Contractor
Agreement between the City of Redlands and Derek Morrison to provide youth sports
instruction
PUBLIC HEARING.
Resolution No 7671 - Fees Schedule - Mayor Foster opened the hearing and called
upon Interim Development Services Director James Troyer to summarize staff efforts
to inform the public and ensure an adequate exchange of ideas associated with
proposed changes to the City of Redlands fee schedule On motion of Mayor Foster,
seconded by Councilmember Barich, the City Council agreed to continue the public
hearing to the regular City Council meeting scheduled for December 20, 2016 to
allow time for further discourse and public information workshops on the fee
changes

NEW BUSINESS
Transportation Plannma Support - Kjeld Lindsted, of the Municipal Utilities and
Engineering Department, explained transportation planning grant application
requirements On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council unanimously authorized the Mayor or any City
Councilmember to sign a letter of support for the active transportation planning grant
application
Well Rehabilitation — Goutam Dobey, of the Municipal Utilities and Engineering
Department, presented details on the Rees Well Rehabilitation Project On motion of
Councilmember James, seconded by Mayor Pro Tem Harrison, the City Council
unanimously agreed approval of the contract and construction of the Rees Well
Rehabilitation Project, Project No 71271, is categorically exempt from further
environmental review in accordance with Section 15301(b) of the state guidelines
implementing the California Environmental Quality Act, approved the Project plans
and specifications, and awarded a construction contract, in the amount of
$203,753 00, to Weber Water Resources CA, LLC for the work
Conservation Promotion— Cecilia Griego, of the Municipal Utilities and Engineering
Department, presented an overview of a program to promote water conservation On
motion of Councilmember James, seconded by Mayor Pro Tem Harrison, the City
Council unanimously authorized City of Redlands Participation in the cost sharing for
the San Bernardino basin area public outreach campaign
Agreement Replacement—Kjeld Lmdsted, of the Municipal Utilities and Engineering
Department, explained the need for a new energy reduction incentive program
agreement On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council unanimously approved an agreement between the City of
Redlands and Enernoc for Energy Demand Response Management and authorized the
Mayor, or his designee, to sign a letter terminating the existing agreement between
the two parties
Alabama Street Interchange — Ross Wittman, of the Municipal Utilities and
Engineering Department, summarized changes and funding arrangements planned for
improvements to the Alabama Street exit from Interstate 10 to make the project more
economically feasible On motions of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved a Development
Mitigation Cooperative Agreement with the County of San Bernardino and with San
Bernardino Associated Governments for the Interstate 10 at Alabama Street
Interchange Project, authorized the Mayor to execute each agreement, and determined
the project is exempt under Section 15061(b) (3) of the state guidelines implementing
the California Environmental Quality Act
Landfill Support - Quality of Life Director Chris Boatman explained the need for
hydrogeologic support at the landfill On motion of Councilmember Gilbreath,
seconded by Councilmember James, the City Council unanimously approved an
agreement between the City of Redlands and Geo-Logic Associates, in an amount not

to exceed $137,202 00 for a term of three years, for landfill hydrogeological support
for the California Street Landfill
Open Space Management Guidelines - At the request of staff, this item was removed
from the agenda for consideration at a later date
Agreement Assignment and Amendment - Quality of Life Director Chris Boatman
provided background on Omnrtrans consolidation efforts On motion of
Councilmember Gilbreath, seconded by Councilmember James, the City Council
unanimously approved the assignment and amendment of the funding agreement
between the City of Redlands and Vtrans to Omnrtrans
General Plan Preparation - General Plan Update Administrator Troy Clark
summarized the need to add tasks to the City's contract for the General Plan Update
On motion of Councilmember James, seconded by Mayor Pro Tem Harrison, the City
Council unanimously approved a second amendment to the City's contract with Dyett
& Bhatia for the preparation of an Economic Analysis Model and a Climate Action
Plan as part of the comprehensive update to the Redlands General Plan for an amount
not to exceed$143,810 00
Purchase and Sale Agreement - Quality of Life Director Chris Boatman presented a
summary of details involved in the sale of property at 615 West Park Avenue On
motions of Councilmember James, seconded by Mayor Pro Tem Harrison, the City
Council unanimously agreed that a Purchase and Sale Agreement for APN 0292-192-
19 is exempt from review under the California Environmental Quality Act (CEQA)
pursuant to Section 15061(b)(3) of the CEQA Guidelines and approved such a
Purchase and Sale Agreement and Escrow Instruction by and between the City of
Redlands and Patrick Obrien
Ordinance No 2842 - BuildmR Code Changes - Mark Berg, of the Development
Services Department, summarized proposed changes to various building and safety
codes On motion of Councilmember James, seconded by Councilmember Gilbreath,
the City Council unanimously approved the introduction of Ordinance No 2482
rescinding Chapters 15 04, 15 06, 15 08, 15 10, 15 12, 15 16, 15 18, 15 22, 15 24,
15 32, 15 40, 15 44, 15 48, 15 52, 15 54 and 15 56 of the Redlands Municipal Code
(RMC) and, adding new Chapters 15 04, 15 06, 15 08, 15 10, 15 12, 15 14, 15 16,
15 18, 15 22, 15 24, 15 26, 15 28, 15 32, 15 34, 15 40, 15 44, 15 54, 15 56 and 15 60
to the RMC relating to the adoption of the 2016 California Building Code (California
Code of Regulations, Title 24, Part 2), 2016 California Residential Code (California
Code of Regulations, Title 24, Part 2 5), 2016 California Electrical Code (California
Code of Regulations, Title 24, Part 3), California Mechanical Code (California Code
of Regulations, Title 24, Part 4), 2016 California Plumbing Code (California Code of
Regulations, Title 24, Part 5), 2016 California Energy Code (California Code of
Regulations, Title 24, Part 6), 2016 California HISTORICAL Building Code

Homelessness - At the request of staff, this item was removed from the agenda for

COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES
Mayor Pro Tem Harrison attended a meeting on the One Water One Watershed is an
Integrated Regional Water Management Plan planning process being developed
within the Santa Ana River Watershed He also met with a group meeting to deal
with flooding and erosion problems at Heritage Park and tour a splinter rail system in
San Diego which is very similar to the planned Redlands Passenger Rail
Mayor Foster and Councilmembers Gilbreath Barich and James all participated in
the Optimist Civics Day
Mayor Foster and Councilmember Gilbreath attended the retirement observance for
Neal Waner's thirteen years on the Redlands Unified School District Board of
Education
Councilmembers Gilbreath and James attended the Redlands Airport Association
"Stuff a Plane" event to collect toys for the Toys for Tots
Councilmember Barich attended a meeting of the Redlands Street Tree Committee
and reminded everyone to water their trees
Mayor Foster and Councilmember James attended the Redlands Conservancy hosting
of the California Historical Commission
Mayor Foster and Councilmembers Gilbreath and James attended the Redlands
Chamber of Commerce, City Council Candidates'Forum
The Mayor reminded everyone of the upcoming Day of Service on Saturday,
November 5, 2016 and the Veterans Day Parade and Picnic on Friday November 11,
2016
ADJOURNMENT
There being no further business to address Mayor Foster adjourned the meeting at
7 11 P M The next regular meeting of the Redlands City Council is scheduled on
