Mayor Foster called the meeting to order and offered those present the opportunity to
provide public comment on any item on the agenda for the closed session

The meeting recessed to a closed session to discuss the following

PRESENTATIONS
RUDY Pet Adoptions — Animal Control Officer Bill Miller introduced "Chucky", an
eight year old male Chihuahua, who is available for adoption along with eighteen
other dogs and thirty-three cats at the Redlands Animal Shelter Officer Miller
announced that twenty-five dogs and thirty-seven cats were adopted since the last
City Council meeting
PUBLIC COMMENTS
New Face - Mark Cloud introduced himself as the new Government Affairs
Representative for Southern California Edison and said he looks forward to working
with the City Council
Quiet Zone— Tandy Hill and Stacy Boyle expressed their support and reiterated their
request for the funding and completion of a quiet zone at the intersection of the
railroad and Alessandro Road in San Timoteo Canyon
Clerk Transition - Andy Hoder praised Sam Irwin for the work he has done as the
Redlands City Clerk and said he expected recently elected Jeanne Donaldson to do
the job equally well
RPRP - Mimi Barre described the ruin of the City of North Hollywood in expressing
her opposition to the Redlands Passenger Rail Project (RPRP) and the associated
development of high density housing
Civics - Greg Brittain reminded everyone present of his and her responsibility as a
citizen and urged the audience to get informed and get involved in government
CONSENT CALENDAR
Minutes — On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council unanimously approved the minutes of the regular meeting of
November 1, 2016
Fee Waiver— On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council unanimously approved a request from the Kiwams Club of
Redlands for the waiver of all fees associated with the annual Christmas Parade event
to be held on December 3, 2016
Allev Dimn2 — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved a License Agreement
between the City of Redlands and Maricela and Jesse Silva for the use of the Orange
Street Alley Park for an outdoor dining venue
Buildm2 Clean Up — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously authorized an additional
appropriation, in the amount of $10,000 00, for cleanup services on the property at
212 Brookside Avenue to fulfill requirements of the purchase and sale agreement for
the sale of the property

Donation Acceptance — On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved the acceptance of a
donation from the Redlands Horticulture & Improvement Society, in the amount of
$1,000 00, for the purchase of trees, specifically not Crape Myrtle species, for the I-
10 Entryway Beautification Project and approved an additional appropriation of
$1,000 00 to fund the purchase
Settlement Agreement - On motion of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved the public disclosure
of details of an Agreement of Settlement and General Release between the City of
Redlands and Patricia Landrum Under the terms of the agreement, the parties agree
to settle and dispose of disputes and controversies between the parties associated with
a civil action pending in the San Bernardino County Superior Court and entitled
Landrum v City of Redlands, et al , Case No CIVDS 1501281
COMMUNICATIONS
Redlands Rail Update - Justin Fornelli, Chief of Transit and Rail Programs for San
Bernardino Associated Governments, provided an update on the Redlands Passenger
Rail Project He highlighted the new name for the system to be developed which will
be called Arrow As public comment, Greg Brittain inquired as to how much it cost
to establish the new name for the train and restated his several points of contention to
express his opposition to the project
Election Districts Update - Mayor Foster presented highlights of the process to date
to establish voting districts for future elections of Members of the City Council He
encouraged residents to attend one of the two remaining workshops scheduled for
Thursday, December 1, 2016 at Clement Middle School and Tuesday, December 13,
2016 at Moore Middle School Both of these workshops begin at 6 00 P M
Downtown Improvements - Mayor Foster introduced this item as a response to his
request that staff look at steps to be taken to address public safety concerns in the
downtown area Police Chief Mark Garcia referred to an operations plan report
containing options to address crime associated with the homeless and transient
populations and alcohol related incidents Consensus agreed to task staff to present
for approval, at the next City Council meeting, plans to utilize contract security
guards as a short term measure to begin to address these safety concerns The City
Attorney has been tasked to look into regulatory approaches to address the problem
Resource allocation decisions for longer term solutions will be addressed as data and
other information become available
PUBLIC HEARING
Resolutions No 7680 and 7681- Street Vacation and Minor Subdivision - Mayor
Foster opened the hearing and called upon Emily Elliott, of the Development Services
Department, to provide alley View Drive and 244 feet of Valley Road and to
reconfigure two (2) existing parcels totaling one (1) acre in size and create one
lettered lot located south of Margarita Drive and north of Palo Verde Drive in the R-E

(Residential Estate) District As public comment, Con and Carole Oamek and Chuck
Wilburn, neighbors to the property in consideration, expressed concerns about the
need to complete a cul-de-sac and storm drain in the area Representing the
applicant, Pat Meyer suggested funding options to address the neighbors' concerns
On motion of Councilmember Gilbreath, seconded by Councilmember Barich, the
City Council adopted the Final Initial Study / Mitigated Negative Declaration for
Street Vacation No 157 and Minor Subdivision No 334 (Tentative Parcel Map No
19412) based on the facts and findings, directed staff to file and post a "Notice of
Determination" in accordance with City guidelines, approved Resolution No 7680
ordering the vacation of an unimproved portion of Valley View Drive and Valley
Road located south of Margarita Drive and north of Palo Verde and approved
Resolution No 7681 approving Tentative Parcel Map No 19412 (Minor Subdivision
No 344), subject to conditions of approval Staff was directed to continue to explore
ways to address the storm drain and cul-de-sac requirements associated with the
project Councilmember James recused himself from discussion and voting on this
item due to the close proximity of his residence to the property in question
NEW BUSINESS
Staff Augmentation - Interim Development Services Director James Troyer explained
the need to extend an agreement for professional planning staff On motion of
Councilmember Gilbreath, seconded by Councilmember James, the City Council
unanimously approved a first amendment to the agreement between the City of
Redlands and Wildan Engineering, in an amount not-to-exceed $80,000 00 for FY
2016-2017, to provide professional planning staff for case processing of current
planning projects
Accumulated Benefits —Human Resources/Risk Management Director Amy Martin
explained the need for clarification of the Fire Management Employees labor
agreement On motion of Councilmember Gilbreath, seconded by Councilmember
James, the City Council unanimously approved a side letter to the current
Memorandum of Understanding between the City of Redlands and the Redlands
Association of Fire Management Employees to define Accumulated Benefits
Well Rehabilitation — Goutam Dobey, of the Municipal Utilities and Engineering
Department, presented an overview of the Airport Well Rehabilitation Project On
motions of Councilmember Gilbreath, seconded by Councilmember James, the City
Council unanimously determined that approval of the contract and construction of the
Airport Well No 1 Rehabilitation Project, Project No 71272, is categorically exempt
from further environmental review in accordance with Section 15301(b) of the state
guidelines implementing the California Environmental Quality Act, approved the
Project plans and specifications, and awarded a construction contract to Legend
Pump &Well Service, Inc , in the amount of$72,80100 for the work
CHC Non-Potable Water — Joseph Long, of the Municipal Utilities and Engineering
Department, presented an overview of the plan to provide non-potable water to
Crafton Hills College (CHC) On motions of Councilmember Gilbreath, seconded by
Councilmember James, the City Council unanimously approved a Memorandum of

Understanding between the City of Redlands and the San Bernardino Community
College District regarding funding, design, installation, and operation of the non-
potable irrigation water system at CHC, determined that approval of the contract and
construction of the Campus Drive Non-Potable Pipeline Project, Project No 71270, is
categorically exempt from further environmental review in accordance with Section
15282 of the state guidelines implementing the California Environmental Quality
Act, approved the Project plans and specifications, and awarded a construction
contract to MCC Pipeline, Inc , in the amount of$189,913 00 for the work
Ordinance No 2840 - California Fire Code - Fire Marshal Penny Murphy
summarized proposed changes to 2016 California Fire Code On motion of
Councilmember Gilbreath, seconded by Councilmember James, the City Council
unanimously approved the introduction of Ordinance No 2480 amending Chapter
15 20 of the Redlands Municipal Code and adopting by reference the 2016 edition of
the California Fire Code (California Code of Regulations, Title 24, Part 9) with
necessary local amendments
COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES
Mayor Foster and all the City Councilmembers attended the fourth annual Redlands
Veterans Day Parade, Ceremony and Picnic It dust keeps getting better every year
Mayor Pro Tem Harrison attended a meeting of San Bernardino Associated
Governments where discussion centered on express lanes on Interstates 10 and 15 and
prioritization of work on area freeway interchanges He attended ceremonies for the
transfer of Ontario International Airport from LAX back to the City of Ontario, the
new release of Hangar 24 Brewery's Chocolate Porter beer, and recognition of
veterans at the Baptist Church He also attended the Redlands Chamber of
Commerce Rise and Shine breakfast and a meeting on the environment held by the
Southern California Association of Governments
Councilmember James attended Redlands Police Department Town Hall meeting
Councilmember Gilbreath attended two meetings of the Ommtrans Board and took a
tour of the San Bernardino County Housing Authority project at the corner of Orange
Street and Lugoma Avenue
Mayor Foster and Councilmembers Gilbreath and Barich attended the City staff
Employee Recognition Day
Mayor Foster attended the first workshop for public comment and feedback on
planned voting districts for future elections of Members of the City Council He
restated his encouragement to residents to attend one of the two remaining
workshops

ADJOURNMENT
There being no further business to address Mayor Foster adjourned the meeting at
7 59 P M in memory of Jack Brown and Greg Horton, two great leaders in the
Redlands community They will be sorely missed The next regular meeting of the
Redlands City Council is scheduled on December 6, 2016
