The recent diptheria epidemic has brought to our attention the need for an agreement between the City of Pedlands and the Hospital relative to work that may be required of the Hospital from time to time. It is evident that the Health Department of the City needs our services. May we call your attention to the service our laboratory has rendered to date in the current diptheria epidemic. Since early in November we have made over three hundred throat cultures. This has required many hours of tedious work, much of it at night in order that the Health Department might rece3.ve reports on individual cases the following morning. From information which has come to us, the County Health Department has been unable to make these tests for the City at this time when the need is great. Our laboratory fee schedule is as fo;lows: Throat cultures $3.00 Water Analysis 7.50 Ni.1k Tests 3.00 as a matter of comparison,, we quote the fee schedule of the Workmen's Compensation Insurance and Safety Laws of the State of California as follows: Throat cultures 2.90 Water Analysis 8.65 Milk Tests 2,90 - 2 - In view of the above facts, together with the fact that the City is faced with a Large bill for the recent service rendered the City Health Department, we propose that the City reinstate the agreement under the same terms and conditions as quoted in the minutes of the City Council, held on January 4, 1939) which read in part as follows: "Joseph K. Choate, President of the Hospital being present, submitted a proposal based on a flat rate of $1000.00 for a maximum of 600 Milk Tests 24 eater Tests 100 Throat Cultures annually. All tests over that number to be paid for at the present rate of x`2.00 for milk tests 7.50 for water tests 2.00 for throat cultures" For your information, under this agreement, the City would receive services under the flat rate as follows: First 600 milk tests at 1.31j each First 24 water tests at $3.29 each First 100 throat cultures at $1.312 each Should your Council. see .fit to reinstate the agreement referred to above, the Hospital will accept payment for all cultures made during November and December 1945 at the rate of X2.00 each instead of the regular rate of 0.00. Should we reinstate this agreement, it will be necessary for us to secure additional equipment and also an additional technician before we would be in a position to make the milk tests, which may require a period of two or three months time.
