A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE
SUBDIVISION OF APPROXIMATELY 11 97 ACRES INTO FORTY SINGLE
FAMILY RESIDENTIAL LOTS AND TWO LETTERED LOTS
WHEREAS, SAM Redlands, LLC has filed applications for Annexation No 94, Zone
Change No 454 and Tentative Tract Map No 19942 with the City of Redlands for the
annexation and subdivision of approximately 11 97 acres into thirty four (34) single-family
residential lots and four (4) lettered lots located on the east side of Wabash Avenue, north Sylvan
Boulevard, in the unincorporated San Bernardino County RL-5 (Rural Living — 5 Acre
Minimum) (Proposed change to R-1, Single Family Residential District upon annexation (the
"Project"), and
WHEREAS, on February 28, 2017, the City of Redlands' Planning Comninission held a
noticed public hearing at which interested persons had an opportunity to testify in support of, or
in opposition to, the Project and at which the Planriing Commission considered the Project, and
WHEREAS, a copy of the Socio-Economic Cost/Benefit Study and related materials for
the Project that were reviewed by the City of Redlands' Planning Commission in making its
reconartendatmon for approval have been forwarded to the City Council, and
WHEREAS, the City Council held a duly noticed public hearing on March 21, 2017, at
which City staff and members of the public had the opportunity to provide verbal and written
testimony on the Socia-Economic Cost/Benefit Study for the Project,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS
SECTION 1 The City Council of the City of Redlands hereby approves the Socio-
Economnmc Cost/Benefit Study for the Project based upon the following findings
A THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT
WITHIN THE CITY OR OVERBURDEN PUBLIC SERVICES INCLUDING, WITHOUT
LIMITATION, THE SUFFICIENCY OF POLICE AND FIRE PROTECTION SERVICES
The Project will not create significant uninmtigatable physical blight in the City of
Redlands ("City") or overburden public services, including without limitation police and fire
protection services, because the mitigation measures for enviroinnental impacts, described in the
study, have been added to the Project as Conditions of Approval The Project consists of
Aimexatmon No 94, Zone Change No 454, and Tentative Tract Map No 19942 for the
subdivision of approxi nately 11 97 acres consisting of thirty four (34) single-family residential
lots and four (4) lettered lots

The Project will not create physical blight The Project's design enhances the surrounding
neighborhood, provides 2 02 acres of open space, excluding stonn water banns, that serves as
landscaping buffers along Wabash Avenue and Sylvan Boulevard, with the construction of a
meandering trail, as a continuation of the Zanja Mill Creek trail, at the southern end of the
Project site The Project does not conflict with the predominant uses present in the surrounding
areas, as the Project site abuts established residential developments to the north, west, and south,
and provides improvements that blend in with and enhance the surrounding cormnunity through
the use of landscaped buffers along the public right-of-way, the man-itenance of open space, the
construction of a segment of the Zanja Mill Creek trail, and the planting of new trees on the
Project site
The Project developer will snake improvements to facilitate implementation of the
Project, including the dedication to provide a forty four foot half street right-of-way width for
Wabash Avenue, the dedication of sixty feet of right-of-way and the construction of new streets
to provide internal circulation within the Project, the construction of drainage and storm water
facilities to support the Project, and the construction of a Community Trail along the north side
of Sylvan Boulevard, through the length of the Project site
The Project would upgrade water, sewer, and storm drain infrastructure and provide
connections to existing City infrastructure Utilities will be placed underground The Project
developer is required to fund its fair share allocation of any necessary public infrastructure
associated with development of the Project
As determined in the Socio-Economic Cost/Benefit Study, annually, the Project will
provide an annual "new net" revenue of $51,027 to the City upon occupancy, and annual
ongoing costs of approximately $48,158 This equates to a revenue/cost ratio of a positive factor
of 1 05 For every dollar it spends, the City will receive $1 05 in revenue
Because the Project will expand the City's economic base by increasing property tax
revenues, and provide for the development of new housing within the City, provide the
infrastructure necessary to meet Project needs in an efficient and cost effective mariner, and
place an emphasis on design and landscaping, the City finds that the Project will not create
unmitigatable physical blight within the City or overburden public services, includnig without
limitation police and fire protection services
B THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE
PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT
The Socio-Economic Cost/Benefit Study demonstrates that, annually, the Project will
generate "new net" revenues of approximately $51,027 and approximately $48,158 in cost and
have a positive balance of$2,869 For every dollai the City spends in providing services to the
Project, the City will receive $1 05 in "new net" revenue
The Project would provide for the development of thirty four (34) residential lots and
landscaped buffers along the public right-of-way Schools will be enhanced with the payment of
school fees Further, with the additional revenue provided to the City through increased property

taxes, and the payment of development impact fees, direct and indirect funding will be provided
for cultural enhancements, downtown district enhancements, park enhancements, public safety
(Police and Fire) enhancements, and traffic enhancements
