services associated with Parsons Brinkerhoff dated February 17, 2015 (the"Agreement"), by and between the City of Redlands, a municipal corporation ("City") and Parsons Brinkerhoff("Consultant") is made and entered into this 18'day of April,2017 RECITALS WHEREAS, it is the desire of City and Consultant to amend their existing Agreement, specifically to amend the name and contact information of the Consultant, Scope of Services, and the total compensation for Consultant's performance of the Services NOW,THEREFORE, City and Consultant agree as follows AGREEMENT Section 1 Article 2 1 of the agreement is hereby amended to include the additional scope of services more particularly described in Exhibit"A" entitled, "Scope of Services—Phase 2 " Section 2 Article 5 1 of the Agreement is hereby amended to increase Consultant's Compensation and shall read as follows "5 1 The total compensation for Consultant's performance of the Services shall not exceed the amount One Hundred Ninety Seven Thousand,Two Hundred Sixteen Dollars ($197,216 00) City shall pay Consultant on a time and materials basis up to the not to exceed amount, in accordance with Exhibit"B"entitled "Project Costs and Hourly Rates"Exhibit"B" is attached hereto and incorporated herein by this reference" Section 3 Article 5 3 of the Agreement is hereby amended to identify the City's and Consultant's updated contact information and shall read as follows "5 3 Any notice or other communication required, or which may be given, pursuant to this Agreement, shall be in writing Any such notice shall be deemed delivered (i) on the date of delivery in person, (ii) five (5) days after deposit in first class registered mail, with return receipt requested, (iii)on the actual delivery date if deposited with an overnight courier, or(iv) on the date sent by facsimile, if confirmed with a copy sent contemporaneously by first class, certified, registered or express mail, in each case properly posted and frilly Redlands-Quality of Life Department 35 Cajon Street Redlands, CA 92373 RE Redlands Airfield Lighting and Sign Plan Project Phase 11 —Engineering and Environmental Services Proposal Dear Mr Hamilton We are pleased to present this proposal for airfield environmental services at Redlands Municipal Airport (REI) The Airfield Lighting and Sign Plan project will be funded by the Federal Aviation Administration(FAA) Airport Improvement Program (AIP) This scope and fee proposal is based on RFP#QOL10022014BM, our qualifications proposal,discussions with airport staff and the governing Advisory Circulars Scope of Work The proposed project will require environmental analysis and documentation that satisfies the requirements of the National Environmental Policy Act(NEPA)and the California Environmental Quality Act(CEQA) The lighting project is expected to qualify for a NEPA Categorical Exclusion (NEPA CE)under the Federal Aviation Administration (FAA) Order 1050 1E, Chg 1, Section 309 -Categorical Exclusions for Equipment and Instrumentation, Paragraph 309b (Install or upgrade airfield lighting (e g , beacons, runway indicator lights, runway end identification lights, visual approach aids, etc))and a CEQA Categorical Exemption (CEQA CE) under Class 1(f) (Addition of safety or health protection devices for use during construction of or in conjunction with existing structures facilities or mechanical equipment or topographical features including navigational devices) (CEQA Guidelines 15301) or under Class 2(c) (Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity) (CEQA Guidelines 15302) The NEPA lead agency would be the FAA and the CEQA lead agency would be the City of Redlands (City) The environmental documentation will be based on a review of site schematics, aerial images, site photos and readily available databases and information Most coordination for this scope of work will be conducted via email or phone Up to one site visit and one meeting with the Quality of Life Department is anticipated to be needed Previous Engineering drawings for Phase II work have been completed and bid during Phase 1 PB will revise the construction drawings based on as built construction of Phase 1 and create bid documents for Phase Il work PB will produce Plans, Specifications, and an Engineer's Estimate of Probable Costs for the selected items of design At this time, it is understood that the design will incorporate the following items per the master plan rotating beacon, Replacement of PAPI on Runway 26, Runway End Identifier Lights(REILs) and lighted distance remaining signs Additional coordination and support can be added to the scope of work at the request of the City, but will require a separate scope and budget Over a Century of Engineering Excellence PARSONS BRINCKERHOFF 1 0 Biological studies associated with San Bernardino Kangaroo Rat(SBKR) Work Scope The Airport is located within critical habitat for the San Bernardino Kangaroo Rat (SBKR) a federally-endangered species known to occur within vacant land throughout the inland empire Due to the potential presence of the San Bernardino Kangaroo Rat Section 7 Consultation with the US Fish and Wildlife Service(USFWS)will be required In support of this effort,the following is proposed SMALL MAMMAL SURVEYS AND REPORT KOREAS will perform an SBKR habitat assessment and—if necessary, initiate a presencelabsence surveys within the study area where suitable habitats are identified Census methods will be derived from the best available scientific information regarding the detectability of the SBKR from the US Fish and Wildlife Service (USFWS), California Department of Fish and Wildlife (CDFW), and other published guidelines A total of 5 surveys will be performed, and x100 small mammal traps will be sampled, but timing is contingent on weather and overnight temperatures Inclement weather or overnight temperatures below 50 degrees Fahrenheit will delay trapping activities A technical report will also be prepared that presents the methods, results and conclusions of our field surveys This report will be suitable for submittal to USFWS and CDFW SBKR EFFECTS DETERMINATION As appropriate and directed by PB NOREAS will schedule an initial scoping meeting to develop a thorough understanding of the Project's potential effects to SBKR As necessary, NOREAS and PB staff will discuss the Project and its related impacts to SBKR NOREAS will work with protect personnel in an iterative fashion to refine the project impact area modify the protect description (-if necessary) generate a comprehensive species list, define baseline habitat conditions with deference to SBKR, enumerate potential direct and indirect effects to SBKR — if any, and detail avoidance minimization, and compensation measures to offset Project impacts Scope of Work Assumptions and Limitations + The Project's"Study Area" includes no more than 40 acres + PB will provide authorization and assist KOREAS in arranging access for field surveys, if necessary + SOW includes no preparation of a Biological Assessment or development of a Habitat Mitigation Monitoring Plan for Project impacts + SOW does not include the preparation of a Section 10(a)(2)(A) Habitat Conservation Plan (HGP), formal or informal consultation with the USFWS + It is assumed that one (1) administrative draft and one (1)final version of all deliverables described herein will be provided via email Deliverables + SBKR habitat assessment(which may include presence/absence surveys) and Draft and Final technical report + If needed, initial scoping meeting coordination on background information, including detailed avoidance, minimization and compensation measures to offset project impacts 2 0 NEPA Documented Categorical Exclusion Work Scope Information obtained during consultation with the USFWS will be added to the draft Documented Categorical Exclusion [CatEx] initiated by the City, as well as documentation of the USFWS PARSONS BRINCKERHOFF consultation process itself Additional relevant details from the final design plans will also be added to the CatEx where appropriate The draft CatEx will be reviewed to confirm that information pertinent to the proposed action and that would facilitate FAA review is included in the form Should a need arise for additional detailed subject area analysis, coordination with the City and preparation of a separate scope and budget may be required This scope of work assumes one review by the FAA Any comments from the FAA will be incorporated into the Final CatEx Deliverables • Revised Draft NEPA Documented Categorical Exclusion • Final NEPA Documented Categorical Exclusion 30 CEQA Notice of Exemption Work Scope A CEQA Notice of Exemption (NOE) will be prepared in accordance with CEQA guidelines (Section 15602) and the Public Resources Code (Sections 21108 and 21152) Documentation in support of the NOE will also be prepared The documentation will include a protect description limited analyses of readily available data to verify proposed action qualifies as categorically exempt and conclusion statement noting whether the project triggers exceptions that would disallow the use of an exemption to clear the project under CEQA The draft NOE and supporting documentation will be submitted to the City for review and comment This scope of work assumes up to two reviews by the City Comments from the City will be incorporated into the draft NOE and supporting documentation Following approval by the City, the NOE will be filed with the County Clerk The City will pay for any filing fees, if applicable Deliverables • Draft and Final Notice of Exemption • Draft and Final Supporting Documentation 40 Phase q Engineering Bid Package Work Scope Previous Engineering drawings for Phase 11 work have been completed and bid during Phase 1 PB will the Scope of Work under Task 1 - Biological studies associated with San Bernardino Kangaroo Rat (SBKR), Task 2 — NEPA Documented Categorical Exclusion and Task 3 — CEQA Notice of Exemption, and Task 4 -- Phase 11 Engineering, the City of Redlands shall pay Parsons Brinckerhoff a lump sum of Sixty seven thousand, three hundred twenty five dollars ($67,325 67) PARSONS BRINCKERHOFF We look forward to
