HomeMy WebLinkAbout2017_03_30 - Special Joint Minutes of a special joint meeting of the City Council and the Planning Commission of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, at 6:00 P.M. on March 30, 2017. Present: Paul Foster, Mayor Paul Barich, Mayor Pro Tem Pat Gilbreath, Council Member Jon Harrison, Council Member Eddie Tejeda, Council Member Carol Dyer, Planning Chairwoman Ken Jeske, Planning Vice Chairman Steven Frasher, Planning Commissioner Conrad Guzkowski, Planning Commissioner Jan Hudson, Planning Commissioner Julie Rynerson Rock, Planning Commissioner Staff: Jeanne Donaldson, City Clerk; James Troyer, Development Services Director; Troy Clark, Senior Planner; Danielle Garcia, Management Services/Finance Director Mayor Foster called the meeting to order, asked Chairperson Dyer to call the Planning Commission to session, and offered those present the opportunity to provide public comment on any subject which is not on tonight's agenda before the City Council and the Planning Commission. PUBLIC COMMENT: None forthcoming NEW BUSINESS: The Economics of Growth - Troy Clark, of the Development Services Department, introduced Joseph Minicozzi, of Urban3, LLC„ a sub-consultant for the City's General Plan consultant, Dyett and Bhatia. Mr. Minicozzi presented an economic analysis of the connections between current and future land uses and an analysis of the plan's fiscal impact, with regards to City revenues. Four sources of revenue were examined that are related to the City's land uses, including property tax revenues, sales tax revenues, business license fees, and development Special Joint Meeting March 30,2017 Page 1 impact fees (DIF). Models developed by the consultant, allowed for comparison of impacts between the same land use categories throughout the City, focusing on the "Per Acre" analytic as a unit of productivity. This metric normalized overall revenues and tax values into a direct comparison, assigning land consumed as a unit of productivity. The models enabled the sources of revenues to be visualized in three dimensions, with the analysis done for the base year data of 2015 and the projected year of 2035, the horizon year for the General Plan update. Councilmembers and Planning Commissioners discussed the locations in which the City could actively work towards raising property valuation, including the downtown area and future transit sites. Mr. Minicozzi offered several suggestions to increase property valuation and ended his presentation by encouraging the City to account for the numbers, know the costs, and make the conscious decision to grow the value in the the City. ADJOURNMENT Mayor Foster deferred to Chairperson Dyer to adjourn her commission. There being no further business, this meeting was adjourned at 7:21 P.M.
