connection to the sale of the Redlands Mall parking lot and restated his concerns with the Crtv's special

Redlands Animal Shelter—Animal Control Officer Bill Miller introduced Pisa a four year old male
British Short Hair who is available for adoption,with twent`-five dogs and eight-nine other cats, at the
Redlands Animal Shelter Officer Miller informed the Council twent`-eight dogs and them-eight cats
have been adopted since the last regular CAN Council meeting

Assisted b` Police Chief Mark Garcia and Animal Control Officer Bill Miller Mavor Pro Tempore
Banch presented certificates of appreciation to donors who have contributed over$1 000 00 to the

Citizens ARamst LeRalizmR Manivana(CALM) —John BerrN of CALM, spoke against monetizing
marijuana within the CAN of Redlands and cited statistical data indicating legalization represents a threat
to the public,to our pets and to our water suppl`
Libert` Lane Apartments -Don Griggs and Joseph W Mays, Jr retired veterans,both restated their
support of the proposed Libert` Lane Apartment Project and announced the` will continue to back
the development, as it will provide much needed housing for veterans

On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council determined that the Hangar 24 Appreciation Picnic is exempt from further environmental review
pursuant to Section 15061(b)(3) of the State s Guidelines implementing the California Environmental
QualrtN Act, and approved the request made b` Hangar 24 Craft Brewen for permission to consume
alcoholic beverages at Svlvan Park on June 24 2017

CDBG Subrecipient Agreements
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved the FY 2017-2018 CDBG subrecipient agreements for public service activities with
Famil` Service Association of Redlands for$21 740 00 and YMCA of the East Valle` Inland TemporarN
Homes, and San Bernardino Sexual Assault Services for$10 000 00 each.

Council approved an agreement between the CAN of Redlands and the Count-, of San Bernardino for use of

Resolutions No 7739 7740 7741 and 7742 -LMD and SLD Tax Lev`
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the Cit-,
Council approved Resolution Nos 7740 and 7742,giving prelimmarN approval of the engineer's reports
for Landscape Maintenance District(LMD)No 1 and Street Lighting District(SLD)No 1 and
Resolution Nos 7739 and 7741 declaring the CrtN Council's intention to lev` and collect assessments for
FY 2017-2018 in LMD No 1 and SLD No 1 and setting Jul` 18 2017 for a Public Hearing to consider
the lev` of assessments within the Districts

Mill Creek No 4 Well Rehabilitation
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council determined that approval of the contract and construction of the Mill Creek No 4 Well
Rehabilitation Project, Project No 71278 is categoncall` exempt from further environmental review in
accordance with Section 15301(b) of the State guidelines implementing the California Environmental
QualrtN Act; approved the Project plans and specifications and awarded a construction contract to South
West Pump &Drilling, Inc in the amount of$38 707 00 for the work.

COMMUNICATIONS
CVP 365 Club
Police Chief Mark Garcia thanked the communrtN for their participation and support for the Civilian
Volunteer Patrol (CVP) 365 Club Program and read from a list of several donors,grouped b` number of
years of participation, each of whom will receive certificates of appreciation for their efforts as financial
supporters Mavor Pro Tempore Barich added his thanks to the communrt` for their important and cost
effective contributions of the CVP
PUBLIC HEARINGS
Resolution 7736 -Memorandum of Agreement
Mavor Pro Tempore Banch declared the meeting open as a public hearing and called upon Municipal
Utilities and Engineering Director Diggs to review Resolution No 7736 related to a memorandum of
agreement to form a groundwater sustamabilrtN agenc` for the San Timoteo Sub-Basin. The Resolution
authorizes the CAN to be included in the formation group of agencies with land management authontN to
manage the groundwater basins and remain in compliance with the Sustainable Groundwater
Management Act(SGMA) Upon no further comment, Mavor Pro Tempore Banch closed the public
hearing
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council agreed the approval of a memorandum of agreement to form a groundwater sustamabiht` agenc`
is exempt under section 1061 (b)(3) of the State guidelines implementing the California Environmental
QualrtN Act; and approved Resolution No 7736 authorizing a Memorandum of Agreement to form a
Groundwater SustamabilrtN Agenc` for the San Timoteo Sub-Basin(Sub-Basin No 8-02 08)

NEW BUSINESS
Cal-ID/Identhx Maintenance Pavment
Management Services/Finance Director Garcia explained the funding arrangement for the
Cal-ID/Identix system fingerprint identification services for the Redlands Police Department.
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved the annual maintenance payment to the San Bernardino Count-, Sheriffs Department,
in the amount of$80 674.24 for the Police Department's Fingerprint Identification Services

Propem Tax and Sales Tax Consultm.iz/Audit Services
Management Services/Finance Director Garcia presented two Professional Services Agreements for
propeM tax and sales tax consulting/audit services with Hdl Coren&Cone and the Hinderlrter De
Llamas and Associates
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved a Professional Services Agreement for propert` tax and sales tax Consulting/Audit
Services between the CrtN of Redlands and Hdl Coren &Cone in a total amount not-to-exceed
$54 750 00 or$18,20 00 annuall` for a period of three years with two one-year options and
approved a Professional Services Agreement between the CrtN of Redlands and Hinderlrter De Llamas
and Associates for a period of three years with two one-year options for sales,use and transaction tax
consulting services in a total amount not-to-exceed$23 400 00 or$7 800 00 annuall` and an additional
15%of an` new sales,transaction, and/or use tax revenue received b` the CAN as a result of audit and
recover services performed.

Resolution No 7737 - Capital Asset Polic`
James Garland of the Management Services/Finance Department, introduced Resolution No 7737
establishing a Capital Asset Polic` as required b` the Governmental Accounting Standards Board.

Council approved Resolution No 7737 establishing a Capital Asset Polic`

Financial Advison Services Agreement
Management Services/Finance Director Garcia provided details on a financial advisorN services
agreement including such services as advising the CAN on ke` financial decisions, assisting in the
Crtv's credit rating process and presentations,preparing financial models, assisting in the development
of financial policies to meet modern standards,and advising the CrtN on debt refunding opportunities
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved the Agreement between the CAN of Redlands and Fieldman,Rolapp &Associates for
financial advisorN services in an amount not-to-exceed$50 000 00 for a period of three years

Household Hazardous Waste
Fire Chief Frazier offered a summarN of the household hazardous waste collection program and a
multi-year contract with the San Bernardino Count` Fire Protection District.
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved an agreement between the CAN of Redlands and the San Bernardino Count-, Fire
Protection District for household hazardous waste collection management in an amount not-to-exceed
$511,323 67 over a five year period.

Police Patrol Car Equipment
Police Chief Garcia outlined the equipment purchase needs to outfit police patrol units
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the Cit`
Council approved the purchase of equipment to outfit eight(8)police patrol units in the amount of
$100 000 00

Access Agreement
Police Chief Garcia presented an agreement with the San Bernardino Count` Sheriffs Department for
access to the Sheriff s Department Automated Systems,providing for the exchange of criminal
offender record information.
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved an agreement between the CAN of Redlands and the San Bernardino Count-, Sheriffs
Department for access to the Sheriffs Department automated systems for a five-year term from Jul` 1
2017 to June 30 2022

School CrossmR Guard Program
Police Chief Garcia provided background on the cost-sharing agreement for school crossing guard
services in the CAN of Redlands
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved an agreement between the CAN of Redlands and the Redlands Unified School District
to share the costs for the school crossing guard program through June 30 2020 with reimbursement of
costs up to $69,295.50 annuall` and allowing for up to two one-year extensions

Time Extension Conditional Use Permit No 945 and Tentative Parcel Map No 19060
Emil` Elliot, of the Development Services Department, detailed the background on a time extension
for the expiration dates of a Conditional Use Permit and Tentative Parcel Map for a project located at
the southeast corner of San Bernardino Avenue and Tennessee Street to develop a 256 614 square-foot
shopping center including a Walmart Store

On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved Resolution No 7738 authorizing one year extensions to the expiration dates for
Conditional Use Permit No 945 and Tentative Parcel Map No 19060 to develop a 256 614 square-foot
shopping center located at the southeast corner of San Bernardino Avenue and Tennessee Street.

Memorandum of Understandm,.g FAME
Human Resources/Fisk Management Director Martin explained the negotiation process leading to the
proposed Memorandum of Understanding with the Redlands Association of Management Emplovees
(RAME)
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved the Memorandum of Understanding between the CAN of Redlands and RAME,
including changes to the following areas of provisions no increase to salan extension language to appl`
to FY 2017-2018 like-me clause Executive Leave increase of ten hours,vacation accrual capping,
increase of the Crtv's contribution to Tier 2 benefits, and bridge medical

Insurance Coverage Binder-Excess General Liabiht`
Human Resources Director Am` Martin presented changes to the Crtv's Excess LiabilrtN Insurance
coverage through a Joint Powers Authorrt` binder offering the CAN higher limits for coverage and
lowering the Crtv's Self-Insured Retention (SIR)to $500 000
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council approved the acknowledgement to bind coverage for the Crtv's Excess General Liabiht`
Insurance with SCAC-EIA, and approved an additional appropriation in the amount of$310 000 00

Airport LiabilrtN Insurance
Human Resources/Risk Management Director Martin introduced a contract to provide liabilrt`
insurance coverage for the Crtv's Airplane Hull and Airport Premises, consolidating two separate
policies providing for broader terms and higher limits,with no additional cost from the pervious term's
placement.

Council approved the acknowledgement to bind coverage for the Crtv's Airplane Hull and Airport
Premises liabilrtN insurance with Starr Indemnrt` &LiabilrtN Co and Mitsui Sumitomo Insurance

Workers Compensation Insurance Binder
Human Resources/Fisk Management Director Martin announced the Crtv's Workers' Compensation
Insurance binder maintained a flat rate from years past and is experiencing an increase onl` because
the Crtv's payroll has increased.

Council approved an acknowledgement to bind coverage for the Crtv's Excess Workers' Compensation
Insurance with Safet` National

Underground Storage Tank Liabiht`
Human Resources/Risk Management Director Martin explained the Crtv's Underground Storage Tank
insurance liabilrt` coverage binder could be better managed through a separate liabilrt` polic`

Council approved an acknowledgement to bind coverage for the Crtv's Underground Storage Tank
Liabiht` placement with Ace American Insurance Co and approved an additional appropriation in the

Human Resources/Risk Management Director Martin reviewed the Crtv's Propertti and Crime
Insurance placements, stating the rate remained flat from the previous year with no increases

the Alliant Propert` Insurance Program, and approved an acknowledgement to bind coverage for the
Crtv's Crime Insurance placement within the Alliant Crime Insurance Program

Smart Redlands Partnership
Kjeld Lmdsted, of the Municipal Utilities and Engineering Department, reviewed the Smart Redlands
research partnership program formalizing a long standing relationship with the Umversrt` of Redlands
and offering the CrtN access to the Umversrtv's expertise in modeling civic technolog` projects,their
abilrt` to measure effectiveness, and student and facultN resources
On motion of Council Member Pat Gilbreath, seconded b` Council Member Eddie Tejeda,the CrtN
Council agreed the approval of the project is exempt under section 15061(b)(3) of the State guidelines
implementing the California Environmental Qualrt` Act; and approved the Memorandum of
Understanding between the CAN of Redlands and the Umversrt` of Redlands for a Smart Redlands
research partnership

COUNCILMEMBER ANNOUNCEMENTS AND ACTIVITIES
Council Member Gilbreath attended two meetings on June 7 for the Omnrtrans Board of Directors,
Coffee with the Council on June 10 and was present for the Librar-, Board Meeting held June 13
2017 She also enjoved a soft opening for Greensleeves Steakhouse earlier this month and had high
praises

Council Member Teieda attended Coffee with the Council June 10 met with a representative from
Edison Compan and was disappointed the Airport AdvisorN Board Meeting on June 7 was canceled
for lack of a quorum
Mavor Pro Tem Banch expressed his appreciation for everyone involved in the "Libran Days" event,
held June 17 It was a great da` and veru well attended.
