AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 3 66 OF THE
REDLANDS MUNICIPAL CODE RELATING TO RATES AND CHARGES FOR SOLID
WASTE SERVICE
WHEREAS, City staff, the Municipal Utilities/Public Works Comrnission, and R3
Consulting Group, a firm who specializes in the study of solid waste, green waste and recycling
operations and rate structures, recommend to this City Council that revisions to the City's solid
waste rates and charges are necessary to recover the reasonable costs the City incurs by
providing solid waste service to its customers and meeting the operation expenses of the City,
and
WHEREAS, the City has provided written notice by mail of the date, tune, and place of a
public hearing on the proposed rates and charges to the record owner, and tenants, of each parcel
of property on which the rate or charge is to be unposed, the specific amount of the rate or
charge, the reason for the rate or charge, and the basis upon which the rate or charge was
calculated, and
WHEREAS, at a duly noticed public hearing, held not less than 45 days after the mailing
of notice of the proposed rates and charges, verbal and written testunony was presented to this
City Council relating to the proposed revisions in the City's rates and charges for solid waste
services, and
WHEREAS, at the public hearing on the proposed rates and charges, this City Council
considered all protests against such i ates and char ges and determined that written protests against
the rates and charges were not presented by a majority of owners of the parcels upon which the
rates and charges are to be unposed,
THE CITY COUNCIL OF THE CITY OF RELDANDS DOES ORDAIN AS
FOLLOWS
Section 1 Section 3 66 040 of the Redlands Municipal Code is hereby amended to read
as follows
"3 66 040 RATES AND CHARGES
A The amounts of bimonthly solid waste rates applicable to residential and nonresidential
properties shall be set forth in the below tables Solid waste customers who possess local
mutual water company stock shall receive a monthly bill for solid waste service, and the
monthly solid waste rates for such customers shall be fifty percent (50%) of the amounts
of the bunonthly rates

B The rates established in subsection A, above, shall be increased and effective for the first
billing cycle effective after October 5, 2017 For the calendar years 2020 and 2021, the
then existing rates shall be increased based upon the increase, if any, in the U S
Department of Labor, Bureau of Labor Statistics, All Urban Customers, Consumer Price
Index Los Angeles, Riverside, and Orange Counties
Section 2 Certification The City Clerk shall certify to the adoption of this ordinance
and cause it, or a summary of it, to be published once in the Redlands Daily Facts, a newspaper
of general circulation printed and published in this City
