A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
FINDING THAT THE PROPOSED GENERAL PLAN AMENDMENT IS IN
CONFORMITY WITH THE GENERAL PLAN, AND APPROVING GENERAL
PLAN AMENDMENT NO 138 TO AMEND THE GENERAL PLAN LAND USE
MAP TO DESIGNATE THE WESTERLY 0 764-ACRE PORTION OF THE 1 73
ACRE PARCEL AS `COMMERCIAL' CONSISTENT WITH THE MAJORITY OF
THE LOT, LOCATED AT THE NORTHWEST CORNER OF WEST LUGONIA
AVENUE AND TENNESSEE STREET (APN 0167-171-13)
WHEREAS, Masterworks, LLC, the authorized representative for the property owner, has
submitted an application for Genei al Plan Amendment No 138 to amend the General Plan Land Use
Map for the westerly 0 764 acre portion of the subject property (currently outside City lunits) to
designate that portion as `Cornrnercral'upon Annexation,to be consistent with the easterly 0 966 acre
portion of the subject property(currently within the City's boundary) that is currently designated as
Commercial on the General Plan Land Use Map, and
WHEREAS, on August 8, 2017, the Planning Conmussron held a public hearing and
considered the staff report, oral report,the testimony and the written evidence submitted bystaff,and
WHEREAS, on August 8, 2017, the Planning Cormrnrssion held a public hearing and
considered the application materials, the testnnony, and the written evidence subnnrtted by the
applicant and by members of the public, and
WHEREAS, following the public hearing on August 8, 2017, the Planning Cormnussron
deternruned that the proposed change to the General Plan Land Use Map would be m confonmrty with
the General Plan,would not create any inconsistencies with the General Plan,and would be consistent
with surrounding properties (currently within the City of Redlands) that are currently designated as
Cormrnercral land uses, and
WHEREAS, on August 8,2017,the Planning Cornrnrssron recornrnended to the City Council
that the proposed General Plan Amendment be approved, and
WHEREAS,the proposed project is not subject to the California Envrrornmental Quality Act
(CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3) because the City has deterrnmed
there is no possibility that the proposal will result in any environmental effects, and
WHEREAS on August 24, 2017,notice of the City Council's public hearing for the proposed
project was published m the Redlands Daily Facts by the City Clerk, and
WHEREAS, following the public hearing on September 5,2017,the City Council determined
that approval of the proposal is in the best interests of the public health, safety and general welfare,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
SECTION 1 CALIFORNIA ENVIRONMENTAL QUALITY ACT The proposal is
exempt from review under the CEQA in accordance with Section 15061(b)(3) of the State CEQA
Guidelines, and the proposal does not require environmental analysis
SECTION 2 APPROVAL The proposed General flan Amendment No 138 is consistent
with the General Plan Land Use Map and would not be inconsistent with the General Plan, and is
hereby approved General Plan Amendment No 138 shall become effective for the westerly 0 764-
acre portion of the subject property upon annexation into the City of Redlands' Sphere of Influence
SECTION 3 EFFECTIVE DATE This Resolution shall become effective upon adoption
