A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING
A SIGN CONDITIONAL USE PERMIT NO 22 FOR A UNIFORM SIGN PROGRAM
INVOLVING THE CONSTRUCTION OF ONE (1) WALL SIGN 145 1 SQUARE FEET IN
SIZE AND ONE (1) ROOF TOP SIGN 174 SQUARE FEET IN SIZE THE UNIFORM SIGN
PROGRAM IS FOR THE PACKING HOUSE DISTRICT, AN 88,075 SQUARE FOOT
COMMERCIAL CENTER ON 10 42 ACRES CONSISTING OF A 61,942 SQUARE FOOT
BUILDING CONTAINING THREE MAJOR TENANT SPACES AND FIVE OUT-PARCEL
BUILDINGS WITH A POTENTIAL OF 26,133 SQUARE FEET FOR RETAIL AND
RESTAURANT USES
WHEREAS, Property One, LLC has made an application for Sign Conditional Use Permit
No 22 for a uniform sign program involving the construction of one (1) wall sign 145 1 square
feet in size and one (1) roof top sign 174 square feet in size The uniform sign pnograin is for the
Packing House District, an 88,075 square foot commeicial center on 10 42 acres consisting of a
61,942 square foot building containing three mayor tenant spaces and five out-parcel buildings with
a potential of 26,133 square feet for retail and restaurant uses The project site is located on the
west side of Eureka Street, between Stuart Avenue to the south and the Interstate 10 Freeway to
the north, In the TC (Town Center) District of the Downtown Specific Plan, and
WHEREAS,the City Council has the authority to review Sign Conditional Use Permit No
22 in accordance with Redlands Municipal Code Chapter 18 192, and
WHEREAS, on July 25, 2017 and August 8, 2017 the Planning Conunzssion held a noticed
public hearing at which interested persons had an opportunity to testify in support of, or opposition
to, Sign Conditional Use Permit No 22 and at which the Planrung Commission considered Sign
Conditional Use Perimt No 22, and
WHEREAS, the proposed project is not subject to the California Envnronnnnental Quality
Act (CEQA) pursuant to CEQA Guidelines Section 15311(a) for accessory structures such as on-
premises signs, and
WHEREAS, following the public hearing on August 8, 2017, the Planning Cominnssnon
determined that the proposal would be in conformity with the Redlands Sign Code, and would be
consistent with the proposed sign regulations of Specific Plan No 45, and,
WHEREAS, on August 8, 2017, the Planning Commission recommended to the City
Council that the proposed Sign Conditional Use Permit be approved, and
WHEREAS, in accordance with Governunent Code section 65453 and 65090, on August
24, 2017, the City gave notice by publication in a newspaper of general circulation of the holding
of a public hearing at which Sign Conditional Use Permit No 22 would be considered by the City
Council, and

WHEREAS, on September 5, 2017,the City Council held a noticed public hearing at which
interested persons had an opportunity to testify in support of, or opposition to, Sign Conditional
Use Permit No 22,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
SECTION 1 CALIFORNIA ENVIRONMENTAL QUALITY ACT The proposal is
exempt from the California Environ nnental Quality Act in accordance with Section 15311
of the CEQA Guidelines, and does not require environunental analysis
SECTION 2 APPROVAL The City Council hereby approves Sign Conditional Use
Permit No 22, as shown in Exhibit "A" and subject to the conditions of approval provided
in Exhibit "B" attached hereto, and based upon the following findings

The size of the signs are compatible with the design, architecture, and scale of the
building(s) and/oi project because the building for which the signs are intended to identify,
is has a building length of 211 feet with a maxiinum sign area of 261 square feet for wall
signs, located within a 10 acre master planned retail center The wall sign will utilize
individual, internally-illuminated chaninel letters, mounted on a painted aluminum backing
The wall sign is a total of 145 1 square feet, with letter height ranging from 15 inches to
47 inches and a sign length of 27 feet The wall sign is adequately sized to be proportional
to the scale of the structure to which it will be mounted
The roof sign consists of nnternalIy illuminated chaiunel letters on a painted perforated
aluminum backing, with the largest letter for "Sprouts" being 6 feet high and the smaller
letters being 4 feet high, with a secondary row of letters approximately 18 inches high for
"Farmer's Market " The total length of the roof sign is 32 5 feet and total height is 6 5 feet
The top of the sign would be 13'6" above the roof (i c , sign mounted on the support
structure) Per the proposed specific plan amcndment, the roof sign would be proportional
to the scale of the building upon which it is mounted

The size of the sign is aesthetically consistent with the project, adjacent areas, and the City
of Redlands, the Packing House District was approved by the Planning Commission with
an emphasis on design fitting of Redlands' town center The wall sign and roof sign will
have an attractive design utilizing individual channel letters that are illuminated from
within The letters will be affixed to an aluminum sign backing painted green pei the
tenant's branding The Packing House District is considered a destination shopping center

embodying the identity and historical aesthetic of Downtown Redlands The proposed
signs are suitable to the project's location, size, and orientation, and relates cohesively with
nearby development
3 The size of the sign should be needed to provide necessary project identification for the
benefit of the general public
The size of the sign is needed to provide necessary project identification for the benefit of
the general public because the size and scale of the building and its intended use as a part
of a destination shopping center Due to the massing, large building frontages, and
positioning away from the right-of-way, the large wall sign and roof sign in scale with the
building would be necessary to provide both business identification for the building, and
to provide clarity for incoming motorists and shoppers to the center
SECTION 3 EFFECTIVE DATE This Resolution shall become effective upon adoption.

CONDITIONS OF APPROVAL
1 The approval is for a uniform sign program involving the construction of one (1)
wall sign 145 1 square feet in size and one (1) roof top sign 174 square feet in size
The uniform sign program is for the Packing House District, a 88,075 square foot
commercial center on 10 42 acres consisting of a 61,942 square foot building
containing three major tenant spaces and five out-parcel buildings with a potential
of 26,133 square feet for retail and restaurant uses The project site is located on
the west side of Eureka Street, between Stuart Avenue to the south and the
Interstate 10 Freeway to the north, in the TC (Town Center) District of the
Downtown Specific Plan
2 The signs shall be cared for and maintained in good condition
3 The applicant shall obtain Building Permits from the Development Services
Department
4 All signs shall be constructed in compliance with all applicable building, electrical,
and other codes in effect at the time of construction or maintenance, with particular
respect to wind and seismic loads and overturning moment
5 All plans submitted to the City shall reflect the City Council approval and any other
changes required by the Planning Commission, City Council, and/or staff This
condition applies to the site plan and all other illustrations, tent, or plans submitted
to the City in connection with this project
6 Any change, modification, or revision to the sign program shall obtain the approval
of the Planning Commission and/or the City Council
7 Any change, modification, or revision of the freestanding sign or roof sign shall
obtain the approval of the Planning Commission and/or the City Council
8 Pursuant to Government Code Section 66020(d), certain fees, dedications,
reservations or exactions imposed by the City as a condition of approval of this
protect are subject to a statutory ninety(90) day protest period Please be advised
that the ninety(90) day protest period for those fees, dedications, reservations and
exactions which are subject to Government Code Section 66020(a) has
commenced to run on the date this project was approved by the City
7 The applicant for this permit, and its successors and assigns, shall defend,
indemnify and hold harmless the City of Redlands, and its elected officials, officers,
agents and employees, from and against any and all claims, actions, and
proceedings to attack, set aside, void or annul the approval of this permit by the
City, or brought against the City due to acts or omissions in any way connected to
the applicant's protect that is the subject of this permit This indemnification shall
include, but not be limited to, damages, fees, costs, liabilities, and expenses
incurred in such actions or proceedings, including damages for the injury to
property or persons, including death of a person, and any award of attorneys'fees
In the event any such action is commenced to attack, set aside, void or annul all,
or any, provisions of this permit, or is commenced for any other reason against the
City for acts or omissions relating to the applicant's project, within fourteen (14)
City business days of the same, the applicant shall file with the City a performance
bond or irrevocable letter of credit (together, the "Security") in a form satisfactory
to the City and in the amount of One Hundred Thousand Dollars ($100,000), to
ensure applicant's performance of its defense and indemnity obligations underthis
condition The failure of the applicant to provide the Security shall be deemed an
express acknowledgement and agreement by the applicant that the City shall have
the authority and right, without objection by the applicant, to revoke all entitlements
granted for the project pursuant to this permit The City shall have no liability to
the applicant for the exercise of City's right to revoke this permit

THE FOLLOWING SIGNS AND ELEMENTS ARE PROHIBITED FABRICATION
