RESOLUTION NO 7775
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING A SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE
SUBDIVISION OF APPROXIMATELY 6 03 ACRES INTO FOURTEEN
SINGLE-FAMILY RESIDENTIAL LOTS AND ONE LETTERED LOT AT 1485
EAST SAN BERNARDINO AVENUE (APN 0168.071-06-0000)
WHEREAS, Diversified Pacific Coinmumties, LLC, has filed applications for Agricultural
Preserve Removal No 124,Zone Change No 456, and Tentative Tract Map No 20079 with the City
of Redlands for the subdivision of approximately 603 acres into fourteen (14) single-family
residential lots and one lettered lot located at 1485 East San Bernardino Avenue(tine"Project"),and
WHEREAS, in conjunction with the filing of Tentative Tract Map No 20079, the proposed
Project also includes the filing of Agricultural Preserve Removal No 124 and Zone Change No 456,
collectively known as the "Project Entitlements," and
WHEREAS, the applicant is authorized to represent the legal owner(s) of record, and the
property owner(s)have authorized Redlands Pioneer, LLC, to proceed on their behalf to pursue the
Project Entitlements, and
WHEREAS, on August 8, 2017, the Planning Conunission held a noticed public hearing on
the Socio-Econoiruc Cost/Benefit Study and considered verbal and written testinonyofCity staff,the
applicant for the proposed Project, and testunony from members of the public, and
WHEREAS,the Planning Coinnussion has recoiminended to the City Council that the Socio-
Economic Cost/Benefit Study be approved, and
WHEREAS, the Enviroininental Review Coinixuttee reviewed the Socio-Econoirac
Cost/Benefit Study at a noticed public hearing on June 5, 2017, and recoinnmended approval, and
WHEREAS on August 24, 2017, notice of the City Council's public hearing for the Socio-
Economic Cost/Benefit Study and the related Project Entitlements was published in the Redlands
Daily Facts by the City Cleik, and
WHEREAS, on September 5, 2017, the City Council held a noticed public hearing on the
Socio-Economic Cost/Benefit Study and considered the staff report and oral reports, the Planning
Cominission recommendation, and testunony and written evidence submitted by and on behalf ofthe
applicant, and testimony by meinbeis of the public,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
SECTION 1 APPROVAL The City Council of the City of Redlands hereby approves the
Socio-Econoime Cost/Benefit Study for the proposed Project, based upon the following findings
I The project will not create unmitigatable physical blight within the City of
overburden public services including, -mthout limitation, the sufficiency of police and
fire protection services
The proposed Project will not create or result in any significant on un-rmtigatable blight
within the City or overburden public services The environmental document pn epared for
the Project evaluates potential i npacts to public services (including Police and Fire),
parks,public utilities, and vehicular traffic, among other topics,and the developer will pay
all applicable development inpact fees to offset future impacts that may result fi-om the
development The developer will construct the necessary improvements (such as utility
Imes, local streets and traffic unprovements, etc) to serve the Pioject on opening day
The Project's design will integrate with adjacent Tract 18979 as well as enhance the
surrounding neighborhood The proposed nmprovem ants will integrate seamlessly with
adjacent unprovements and subdivisions (both existing and pending construction)
7 The benefits to the City i esulting fi-om development of the pi oject outweigh any
direct cost to the City that may result
The Socio-Economic Cost/Benefit Study deinonstrates that, annually, the Project will
generate "net new"revenues of approximately$18,160 and approximately$12,538 and
have a positive balance of$5,622 This results m a Cost/Benefit ratio of 142 (for every
dollar the City spends in providurg services to the Project, the City will receive$1 42 in
"net new"revenue) Schools will be emnlianced by the developer payn-ig applicable school
fees The additional revenue piovided to the City through increase property tax
assessment, and payment of development impact fees, direct and indirect funding will be
provided fom future cultuial enhancements, downtown district eiihancement, park
eifinancements, public safety (Police and Fire) enhancements, and local traffic
enhancements
SECTION 3 EFFECTIVE DATE This Resolution shall take effect upon approval
