A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE
DEVELOPMENT OF AN EIGHTY (80) UNIT AFFORDABLE APARTMENT
COMPLEX FOR VETERANS AND THEIR FAMILIES, INDIVIDUALS WITH
SPECIAL NEEDS, AND LOW INCOME FAMILIES
WHEREAS, Redlands Supportive Housing, L P has filed an application for Conditional
Use Permit No 1045 with the City for a construction of an eighty(80) unit affordable apartment
complex for veterans and thea families, individuals with special needs, and low income families
on approximately 4 72 acres, situated on the southwest cornea of Texas Street and Lugonia
Avenue (APN 0169-021-19), and for which an application far Zone Change No 448, and a
request for a density bonus and incentive/concession agreement fol the construction of very low
and low income housing to allow for a density increase of 14 percent (i e an additional 10 units, for a
total of 80), and concessions to reduce the open space dimension requirements and separation
iequirements between buildings and carports has been filed with the City of Redlands ("the
Project"), and
WHEREAS, on January 24, 2017, the City of Redlands' Plan nn-ig Commission held a
noticed public heart ing at which inter ested persons had an opportunity to testify in support of, of
in opposition to, the Conditional Use Permit and at which the Plaiulnlg Conunission considered
the Conditional Use Permit, and
WHEREAS, a copy of the Socio-Economic Cost/Benefit Study and ielated materials for
the Project that were ieviewed by the City of Redlands' Plaiuung Commission in making its
recoirunendation of the approval have been forwarded to the City Council, and
WHEREAS, the City Council held a duly noticed public hearing on Septembei 19, 2017,
at which City staff and members of the public had the opportunity to provide verbal and written
testimony on the Socio-Economic Cost/Benefit Study for the Project,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS
SECTION 1 The City Council of the City of Redlands herby approved the Socio-
Economic Cost/Benefit Study for the Project based upon the following findings
A THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT
WITHIN THE CITY OR OVERBURDEN PUBLIC SERVICES INCLUDING, WITHOUT
LIMITATION, THE SUFFICIENCY OF POLICE AND FIRE PROTECTION SERVICES
The Project will not create significant un mitigatable physical blight in the City of
Redlands ("City") or oveiburden public services, including without limitation police and fire
protection services, because the mitigation measures for enviiorunnental rinpacts, described in the
study, have been added to the project as Conditions of Approval The Project consists a Zone

Change, Conditional Use Permit, and a density bonus and incentive/concession agreement for the

The Project will not create physical blight The Project, which abuts established
residential developments to the south, north, and east, is located within an area designated in the
Geneial Plan as Medium Density Residential and provides improvements to blend in with and
enhance the surrounding coimimunity through the use of landscaped buffers along the public
right-of-way, residences with architectural einhancement along all public right-of-ways, the
maintenance of open space, and the planting of new trees on the Project site
Regional public infi-astructuie has been previously installed foi the neighboring streets The
Project developer will snake improvements to facilitate implementation of the Project, including
the widening of roads along the pioject fiontage
The Project would upgrade water, sewer, and storm drain infrastructure and provide
connections to existing City infrastructure Utilities will be placed undeigiound The Project
developei is required to fund its fan share allocation of any necessary public infrastructure
associated with development of the Project
As determined in the Socio-Economic Cost/Benefit Study, annually, the Project will
provide an annual "new net" revenue of $69,876 70 to the City upon occupancy, and aiuival
ongoing costs of approximately $54,830 10 This equates to a ievenue/cost ratio of a positive
factor of 127 Foi every dollar it spends, the City will receive $127 in revenue
Because the Pioject will expand the City's economic base by incieasilg property tax
revenues, and provide for the development of new affordable housing within the City, provide
the infrastructure necessary to meet Project needs in an efficient and cost effective maturer, and
place an emphasis on design and landscaping, the City finds that the Project will not create
ummitigatable physical blight within the City of overburden public services, including without
limitation police and fire protection services
B THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE
PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT
The Socia-Economic Cost/Benefit Study demonstrates that, annually, the Project will geneiate
"new net"revenues of approximately $69,876 70 and approximately $54,830 10 in cost and have
a positive balance of 516,510 80 For every dollai the City spends in providing services to the
Project, the City will receive $1 27 in "new net"revenue
The Project would provide for the development of eighty (80) affordable multi-family
units, landscaped buffers along the public right-of-way Schools will be enhanced with the
payment of school fees Further, with the additional ievetnue provided to the City through
increased property tax assessment, and the payment of development impact fees, direct and

indirect funding will be provided for cultural enhancements, downtown district enhancements,
park enhancements, public safety (Police and Fire) enhancements, and traffic enhancements
