A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AMENDING
THE 2017-2018 BUDGET TO INCORPORATE A LIST OF PROJECTS FUNDED BY SB 1
THE ROAD REPAIR AND ACCOUNTABILITY ACT
WHEREAS, Senate Bill I (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governoi
m April 2017, in.order to adds ess the significant multi-anodal transportation funding shortfalls
statewide, and
WHEREAS, SB 1 includes accountability and transparency provisions that v�nll ensure
the residents of Redlands are awai e of the projects proposed for funding in.our community and which
projects have been completed each fiscal year, and
WHEREAS,the City must include a list of all projects proposed to receive funding from
the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the City's
budget,winch must include a description and the location of each proposed project, a proposed
schedule for the project's completion, and the estimated useful life of the inproveinent, and
WHEREAS,the City,will receive and estimated$396,445 nn RMRA funding i1 Fiscal
Yeal 2017-18 fiom SB 1 which was included um the adopted budget as a lump sum,and
WHEREAS,the City,through the PARIS paving prograin, has already aclneved an
average PCI over 80 wlnicln,under SB 1, allows the City increased flexibility in project selection,
and
WHEREAS, the funding from SB 1 will help the City add sustainable tiansportation
infrastructure throughout the City this year, and
WHEREAS, modernizing the local street and road system provides well-paying
construction jobs and boosts local economies, and
WHEREAS, the local street and road system is also critical for farm to market needs,
interconnectivity, rnultirnodal needs, and corninei cc, and
WHEREAS,police, fire,and emergency medical services all need safe reliable roads to
react quickly to emergency calls and a few inimutes of delay can be a matter of life and death,
and

WHEREAS,maintaining and preservuig the local street and road system it good
condition will i educe drive tines and traffic congestion, improve bicycle safety, and make the
pedestrian experience safer and more appealing, which leads to reduce velntcle ennissioins helping
the State achieve its air quality and greernhouse gas ernissions reductions goals, and
WHEREAS,the SB 1 project list and overall investment in out local streets and roads
infrastiucture with a focus on basic maintenance and safety,investing in complete streets
nnfiastructure, and using cutting-edge technology, materials and practices,will have significant
positive co-benefits statewide,
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Redlands
as follows
Section 1 The foregoing recitals are true and correct
Section 2 The City's budget for fiscal year 2017-18 is hereby amended to
incorporate the list of projects, attached hereto as Exhibit"A,"planned to be funded with
Road Maintenance and Rehabilitation Account revenues
Section 3 Adoption of this budget annendinent does not commit the city to
implement any specific project and as such there is no environmental impact to this
action. Therefore the California Envioninental Quality Act (CEQA) does not apply per
CEQA guidelines section 15301(c)
Section 4 The City further detemmirnes that approval of this Resolution is exempt
from review udder Ca ifonnia Environmental Quality Act ("CEQA")pursuant to CEQA
Guidelines Section 15273(a)(4) wluchprovides that CEQA does not apply to the
establistu-neint, modification, structuring, restructuring, or approval of rates, tolls, fares,
and other charges by public agencies which the public agency finds are for the purpose of
obtaining funds fon capital projects, necessary to maintain service within existing service
areas, and Section 15301(c) as the project has no potential to cause a significant impact
on the envioninent

The project implements a county pedestrian access study that was conducted late last year The area was
selected as a priority through a collaborative process that began with an intensive data-driven assessment of
pedestrian activity in the City Advanced complete streets features are included such as high-visibility cross
walks, bulbouts, and bike boulevards
Project Flexibility:
Pursuant to SHC Section 2034(a)(1),this project list shall not limit the flexibility of an eligible city or county to
fund projects in accordance with local needs and priorities, so long as the projects are consistent with SHC
Section 2030(b) After submittal of the project list to the Commission, in the event a city or county elects to
make changes to the project list pursuant to the statutory provision noted above,formal notification of the
Commission is not required However,the Project Expenditure Report form that is due to the Commission by
October 1st each year, will provide an opportunity for jurisdictions to annually communicate such changes to
the Commission as part of the regular reporting process
