Special meeting of the Cit` Council of the CrtN of Redlands held in the Council Chambers, Civic Center 35 Capon
Street, on Jul` 24 2017 at 5 30 P.M.

Mavor Foster called the meeting to order and offered those present the opportunit` to provide public
comment on an` item on the agenda for the closed session.
PUBLIC COMMENT
Open Government - Steve Rogers identified concerns he has with the Crtv's labor negotiator Steve
Filarsk` of Filarsk` &Watt LLP and questioned whether there existed a potential conflict of interest
when he performed services related to the Christine Smith case (Case No E067461) For clarification,
CAN Attorne` McHugh stated the CAN Manager did not bring Mr Filarsk` to the CAN of Redlands, Mr
Filarsk` did not participate in the CAN Manager's agreement negotiations, and Disenhouse Law was the
firm handling the Christine Smith case

NEW BUSINESS
Resolution No 7763 -Paramedic Tax
Fire Chief Jeff Frazier summarized the special tax for emergenc` paramedic services
On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda,the Cit`
Council unammousl` approved Resolution No 7763 establishing the rate for the voter-approved special
tax for emergenc` paramedic service for FY 2017-2018
Vote 4 - 0 Passed
Utilrt` Connection -Dollar General
Ross Wittman, of the Municipal and Utilities and Engineering Department, described the proposed
project noting the purpose of this request is to obtain approval of an outside Cit` utilrt` connection for
water and sewer services for propert` located at the southeast corner of Mentone Boulevard and Agate
Avenue As public comment, Jovice Rapp expressed her opposition to the development,the location of
the development, and the continued processing b` the Cit` for the request of utilrtN connection services

On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda the CAN
Council unammousl` determined that the continued processing of the application for Outside CAN Case
(OSC) 17-50 is categoncall` exempt pursuant to sections 1303 and 1319 of the State's guidelines
implementing the California Environmental Qualrt` Act; and determined that OSC 17-50 APN
298-411-95 is consistent with the Crt` of Redlands General Plan and that public health, safetN and welfare
and the best interests of the citizens of Redlands are served b` the Crtv's continued processing of the
application submitted b` Dollar General
Vote 4 - 0 Passed
Utiht` Connection -Raul Madrid
Ross Wittman, of the Municipal and Utilities and Engineering Department, introduced the proposed
project and the request from Raul Madrid to obtain approval of an outside CAN utilrt` connection for
water and sewer services for propert` located west of Crafton Avenue and north of Anzio Avenue As
public comment,William Ward,the Applicant's representative requested the CAN continue the
processing of the application and maintained his interpretation of Measure U indicates this project is
exempt from the pre-annexation requirement.
On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda the CAN
Council unammousl` determined that the continued processing of the application for Outside CAN Case
(OSC) 17-50 is categoncall` exempt pursuant to sections 1303 and 1319 of the State's guidelines

298-151-04 is consistent with the Crt` of Redlands General Plan and that public health, safetN and welfare

Labor Compliance Review Software Agreement
Municipal and Utilities and Engineering Director Diggs explained the need for labor compliance review
software offering a seamless,paperless,web-based system which allows prime contractors and their
subcontractors to submit certified payroll and related labor compliance documentation online
On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda,the CAN
Council unammousl` approved the sole source purchase and the Agreement between the CAN of Redlands
and LCP Tracker Inc in the amount not-to-exceed $39 000 00 for labor compliance review software and
related services
Vote 4 - 0 Passed
Resolution No 7744 -Environmental Studies and Assessments
Development Services Director Desatnik provided background leading up to Resolution No 7744
establishing CitN Council polic` for the use of qualified consultants to prepare environmental
documents and related technical reports He explained the preparation of CEQA documents has become
veru complex and utilizing qualified consultants is a more efficient use of staff time Council Member
Harrison questioned where the burden would fall when interpreting the special considerations of Measure
U Director Desatnik explained the consultants would be required to implement Measure U

On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` approved Resolution No 7744 adopting a CAN Council polic` for the use of
qualified consultants to prepare environmental documents and related technical reports in accordance with
the California Environmental Qualrt` Act("CEQA")

There being no further action required the meeting adjourned at 6 22 P.M. The next regular meeting of the
CAN of Redlands CAN Council will be held on September 5 2017
