AN ORDII ANi CE OF THE CITY OF REDLA.NDS AMENDING CHAPTER 15 20 OF THE
REDLANDS MUNICIPAL CODE, ADOPTING AND AMENDING THE 1994 EDITION OF THE
UNIFORM FIRE CODE AND UNIFORM FIRE CODE STANDARDS. AND ADOPTING AND
AMENDING THE 1995 EDITION OF THE CALIFORNIAEIRE CODE.
RECITALS
WHEREAS, Government Code Section 50020 et. _ empowers the City to adopt by
reference various uniform codes, including the Uniform Fire Code, and
WHEREAS, the City Council of the City of Redlands (°this City Council") is informed and
finds that the Uniform Fire Cade, 1994 Edition, should be amended to meet the particuiar climatic,
geological and topographical conditions =sung in the City; and
WHEREAS, flus City Council further finds that these chmatic, geological and topei�raphical
conditions include, but are not limited to, the following conditions
1 The City is subject to reiatively low amounts of precipitation, very low humidity
levels and extremely high temperatures. These chmabc conditions are conducive to the spread of
fire. For example, dunng the months of July, August and September, temperatures often exceed
100 degrees Fahrenheit Dun ng the same months, humidity is usually less than 40 per cent, and
measurements less than 10 per cent are not uncommon. These recordings were documented by the
San Bernardino County Flood Control District and the Natsonal Climatic Data Center-

winds, including downed trees, utility poles, utility circuits and utility service lines These adverse
conditions cause (a) fires, (b) impairment of emergency apparatus access, (c) delays in response
times of emergency apparatus, and (d) the depiction of apparatus readily available for fire
suppression activities. For example, one wind storm lasted for approximately six hours and clowned
over 200 trees city-wide in 19$5. In 1989, the City experienced a 24-hour period of severe winds,
daring which scores of utility lines were downed in the City, impairing emergency access On one
occasion, fire units from Redlands were sent to assist in the extinguishment of Fast-moving vAnd-
assisted fire in the San Bernardino/Highland Foothills, which destroyed of darnarged marry homes.
-rhese units were then unavailable for fire suppression in the City

San Jacinto and the San Andreas Faults). In the event of a severe earthquake. these Faults present
the potential for catastrophic damage, including fire, damage to roadways and other impairments of
emergency apparatus (This information is according to maps used by Cal Tech, Pasadena and
provided by the U S Geological Survey), and
WHEREAS, this City Council finds that development within the City results in severe
traffic congestion during peak business hours, weekends and holidays, thus decreasing response
time, particularly on the fallowing streets and highways Citrus Avenue, Cajon Street, Orange
Strut, Lugonia Avenue, Colton Avenue, Tennessee Street, San Tirnoteo Canyon, and I-l0 Freeway,
and
WHEREAS, tits City Council finds that automatic fire protection systems are the single
greatest means of reducing the seventy of structural fires, and that fire loss in unsprinklered
buildings is four tunes greater than fire loss in sgrinklered buildings,- and
WHE1 AS, this City Council finds that no single fire causing three or more fatalities has
occurred in spnnk.lered residential structures, inclding houses, apartments, mobile homes, hotels,
motels and dorrrutones, and that these fatalities were the result of explosions or other mcurrences
rendering systems inoperable or as the result Ofclothing being ignited on the person, and
WHEREAS, this City Council acknowledges that documentation exists for at least two
structure fires during 1995, one commercial and one residential, which occurred at the following
locat*ns in Redlands- (a) 377 Kansas Street, Modular Caseworks - a welder accidentially started
a fire inside the building and three Fire sprinkler heads extinguished it, enabling the business to be
operational wfthikn one hour; and (b) 120 Velwood Street, a residence - a single sprinkler head put
out a fire which began in a vehicle inside the garage,
The City Council of the City of Redlands does ordain as follows;
Section 1. The text of Chapter 15 20 of the Redlands Municipal Code is hereby deleted in
its entirety and replaced by the following

15.20.010 Findings and Adoption of the Uniform Fire Code
A The City Council of the City of Redlands hereby finds and deternunes
1 That the International Fire Code Institute is a private organization which has
been in existence for a period of at least three years
. That the Umfosm Fire Code("U-F,C-"), 1994 Fdition, and Uniform Fire Code
Standards, adopted by said organization, are nationally recognized compilat:om of proposed riles,
regulations and standards ofsaid oiganizabor;.
3 That said Uniform Fire Code and Uniform Fire Code Standards have been
printed and published as a code in book form within the meaning of Section 50022 2 - = of the
Cahfomia Government Code
4. That the California Fire Code (C-F-C.), also known as the California Code of
regulations, Title 2.4, Part 9—a portion of the "California Building Standards Code„ as defined in
the "Cadfomia Building Standards Law" wnmencing with Section 18901 of the HeAh and Safety
Code-is assigned to the Califorra Building Standards Contrmsslorr, which by law is responsible
for approving all building standards within the State of California The 1995 edition of the Cai:forma
Fire Cade incorporates by reference the 1994 edition of the Umfarrn Fire Code, with necessary
California amendments
5. That one copy of the Uniform Fire Code, one copy of the California Fire
Code and one copy of the Uniform Fire Code Standards, certified by the Clerk of the City of
Redlands to be true copies, have been filed for use and examination by the public in the Fire
Prevention office of the Redlands Fire Department and the Dike of the City Clerk
6 The sections of said Urtiform Fire Code, California Fire Cade and Uniform
Fire Code Standards may be referred to by the number used in said published compilation, preceded
by the words "Uniform Fire Code Section" "California Fire Code Section" or "Fire Code Section,"
and may also be referred to by additional reference to the Redlands Municipal Code and sections
therein pertaining to said Uniforrti Fire Code, California Fire Code and Uniform fire Code
Standards
7 The City Council Finds and determines that the local variances form the
California Fire Code—Building Standards, California Code of regulations, Tale 24, Part 9,
contained in the City Fire Code, are reasonably necessary because of local climatic. topographic and
geographical considerations. Particularly, Fire Code variances are contained in Article 2
(prescribing certain definitions), Article 10 (prescribing fire sprinkler requirements), Article It
(prescribing chimney spark arresters), Article 24 (prescribing portable fire extinguishers), Article
25 (prescribing specific use of candles, prescribing standby personnel and portable fire extinguishers
in assembly occupancies). Article 79 (prescribing handling of certain flammaiole and combustible
liquids), and Article 80 (prescribing the provision of information pertaining to hazardous materials.

B Adaption of the Uniform Fire Code and the California Fire Code The City Council
of the City of Redlands hereby adopts and amends the 1994 Edition of the Uniform Fire Code,
Uniform Fire Code Part 1X, Appendices, Division 1, Appendices I-., I-13, I-C, Division ll,
Appendices II-A, 11-B, II-D, H-E, 11-F. 11-H, 1I-1; Division 111, Appendices ]]C-A, 11I-C'~, I11-D,
Division IV, Appendices IV-A, IV-B, Division V, Appendix -A, Division V!, Appendices V1-A-
VI-B, VI-D, VI-E, VI-F, VI-G, the Uniform Fire Code Standards, and the Uniform Fire Code
Standards Appendix, Uniform Fzre Code Standards Appendix Standard A-11-F-1, as compiled and
adopted by the International Fire Code Institute
The City Council of the City ofRaands hereby adopts and amends the 1995 Edition
of the California Fire Code, as compiled and adopted by the Csliforma Building Standards
Commission.
15.20.020 Definitions.
A Wherever the word "]urnsdiction" is used in said Uniform Fire Code, it shall mean
the Coity of Redlands
B Wherever the term °C oToration Counsel" is used in said Uniform Fire Code, it shall
mean the City Attorney for the City of Redlands
Wherever the term "Chief' Is used in stud Uniform Fire Code, it shall mean the Rre
Chief of the City of Redlands, or his or her authorized represezntattve
D Wherever the term "Fire Deparlment" is used in said Uniform Fire Code of said
California Fire Code, it shall mean the Fire Department of the City of Redlands
E. An employee of the City of Redlands Fire Department when enforcing the Uniform
Fire Code, the California Fire Code, the Redlands Mumcipal Code and other laws, rules and
regulations relating to fire and life safety, fire prevention and fire investigation, shall be deemed a
"Peace Officer" as those wards are used in Section 830 31 of the California Penal Code
15.20.030 Establishment of Limits Required by the Uniform Fire Code
A. Storage of Flammable and Combustible Liquids.
Pursuant to Sections 7902 2 2 1, 7904 2 5 4 2 and 7904 4-1 1 of the Uniform Fire Code, the
storage of all classes of flammable and combustible liquids in outside aboveground tanks is
prohibited in all areas of the City unless the Chief determines, with specific written findings, that
such an installation will not create a hazard to life or property in the area

B Storage of Liquefied Petroleum Cases.
Pursuant to Section 8244.2 of the Urn€orm Fire Code, the aggregate capacity of any one
installation far the bulk storage of Iiquefied petroleum gases shall not exceed 2,400 water gallons
(7 571 L) in ccmmercial, residential and other areas where, in the opinion of the Chief, the location
of bulk storage of liquefied petroleum gases would create a threat to life and property.
C Storage of Explosives and Blasting Agents.
Pursuant to Section 7701 7 2 of the Uniform Fire Code, the storage of explosives and
blasting agents is prohibited in all areas unless authonzed by the Chief
15.20.040 UFC Article 1 amended - Administration (Liability) Section 101 5 of the Uniform
Fire Code is hereby amended by adding Sections 101 5 1, 101 5 2 and 101 5 3 to read as follows
101.5.1 General. The Chief and other individuals charged by the Chief with the
control or extinguishment of any fire, the enforcement of this Code or any other official duties,
acting in goad faith and without malice in the discharge of their duties, shall not thereby be rendered
personally liable for any damage that may accrue to persons or property as a result of any act or by
reason of any act or omission in the discharge of their duties Any suit brought against the Chief or
such individuals because of such act or omission performed in the e4brcernent of any provision of
such codes or other pertinent laws or ordinances implemented through the enforcement of this code
or enforced by the code enforcement agency shall be defended by this jurisdiction, subject to the
City's reservation of rights, until final termination of such proceedings, and any judgment resulting
therefrom shall be subject to the provisions of Government Code Section 825
This code shal'I not be construed to relieve or lessen the responsibility of any person owning,
oper,abng or controlling any building or structure for any damages to persons or property caused by
defect s, nor shall the code enforcement agency or its parent jurisdiction be held as assunung any
such liability by reason of the inspections authorized by this code or any permits or certificates
issued under this code_
101.5.2 Cost Recovery. Fire suppression, investigation and rescue or emergency
medical casts are recoverable in accordance with Health and Safety Code Sections 13409 and
13009 1
,Any person who negligently or intentionally, or in violation of law, causes an emergency
response, including but not limited to, a traffic accident or spill of toxic or flammable fluids or
chemical& is liable for the costs ofsecu6ng such emergency, including those costs set out in Health
and Sa&e r Code Section 13400 gL . and Government Code Section 53150 et. M. Any expense
incurred by the fire department for securing such an emergency situation shall constitute a debt of
such person and shall be collectible by the public agency in the same manner as in the case of an
obligation under contract, expressed or implied

Expense for Securing an Emergency. The expense of securing any
emergency or hazard which is the result of a violation of this code ar any other code, ordinance or
State law, or any damages caused by malicious mischief requiring any corrective or preventive
actions conducted by the fire department may be a charge against the person(s) or entity whose such
emergency or action, may constitute a debt of such person(s) or entity and shall be collectible as
provided below
I_ The Chiefmay impose the reasonable cost of fire prevezttion, fire suppression, and
protection of the public from other safety hazards when a fire or hazardous ,condition results from
any of the following activities or conditions_
A Manufacture, transportation, storage, handling, or spilling of hazardous
chemicals, flammable or combustible liquids, explosives, or blasting agents as defined in Article 2
of this Code,
B Failure to correct a hazardous condition for which a "Notice of Violation,"
or equivalent notice, has been previously giver[ by the Chef,
C Use of welding equipment, cutting torch, tar pot or ogler open flame device;
D. Permitting or causing the accumulation of hazardous or flammable materials,
E Setting of a fire or allowing a fire to be set in violation of any code, ordinance,
law or regulation,
F Creating, allowing, or maintaining a fire hazard as defined in Section 207
?. Determination to Charge Cost Whenever the Chief determines that the Fire
Department or other department of the City has Incurred costs for fire suppression, fire prevention,
or protection of the public safety when a fire or other ha2ardous condition has resulted from the
activities specified in this section, he or she shall
A. Calculate the Costs incurred,
It Identify the person or persons to be charged for those costs, and
C. Send a report %krith this information to the City Clerk
3 Calculation of Costs [ncuTrcd The "costs incurred" shall include all necessary
expenditures to correct the hazardouA condition or extinguish the fire, rrtcludlng, but not limited to
A. The cast of personnel,
B The cost of extinguishing agents,

C The reasonable value of the use of City equipment;
D The cost incurred by use of a private contractor to mitigate or remove the
hazard or condition, and
E Any and all administrative costs incurred pursuant to Chapter 3 28 of the
Redlands Municipal Code
4. Retmbursement Hearing Set The City Clerk shall, thercupon, set the report and
account for hearing by the City Council at a regular or adjourned meeting which wall be held at least
14 calendar days after the date the Clerk mails the notice; and shall send by regular mail notice of
said hearing to the person or eritity to be cbarged at the person's or entity's address as shown on the
last equalized tai; assessor's roll, or as otherwise known to the City
5 Notice to Person to be Charged The Notice sent by the City Clerk to the responsible
person(s) or entity shall contain
A The name of the person(s) or entity sought to he charged,
B. The location, date, and tune of the evidence upon which the claim for
reirnbursemertt is based,
C The amount of, and the basis upon which claire for reimbursement is mzdce
D The date, time and place ofthe hearing on the claim for reimbursement with
a statement on the rights of the person or entity to be heard for presenting evidence at said heanng,
E The Chiefs account ofthe Burn chimed to he due.
6. Procedure for Heanng Before the City Council At the hearing on the Chiefs account
and other evidence upon which reimbursement is sought. the City Council shall bear and consider
evidence by the person or entity against which reimbursement is sought, and thereafter, confirm or
disallow the account, in all or in part, and set forth in a resolution the amount of the account
confirmed, if any Thereafter, any amount confirmed by a resolution of the City Council shall
became a debt owing to the City of Redlands and is collectible by the City in the same manner as
in the case of an obligation tinder contract expressed or implied
15.20.050 UFC Article 1 amended - Administrative (Inspection and Enforcement) Section
103 2 1 1 of'the Uniform Fire Code is hereby amended by the addition of Sections 103 ? 1 1 1 and
103 2 1 1 2 to read as follows-
103.2.1.1.1 The C}uefshall be responsible for the administration and enforcement of this
Code Under his or her direction, the fire department shall have the authority to enforce all
ordinances of the jurisdiction wd the laws of the State ofCalifamia pertaining to

2 The suppression or extinguishing of dangerous or hazardous fires,
3 The storage, use and handling of hazardous materials,
4. The installation and maintenance of automatic, manual and other private fire alarm
systems and fire-extinguishing equipment,
5 The maintenance and regulation of fire escapes,
6 The maintenance of fire protection and the elimination of fire hazards on land and
in buildings, structures, and other property, including those under construction,
7 The maintenance of exits, and
S The investigation Of the cause, Origin and circumstances of fire and unauthorized
rtleases of hazardous materials
103.2.1.1.2 The Chief and his or her authorized designees are hereby authorized to
interpret, inspect and enforce the provisions ofthis code (except as provided in Section 103 1 4) and
to make arrests and issue citations as authorized by law_
15.20.060 UFC Article 1 amended - Ad6r istration (Emergency Scenes) Section 104 2 of the
Uniform Fire Code is hereby amended to read as follows
104.2 1 n vest i ga I i ans. The Fire Department shall investigate promptly the cause, origin and
arcumstances of each and every fire or explosion occumng in the jurisdiction involving loss of life
or injury to person or destruction or damage to property and, if it appears to the bureau of
investigation that such fire or explosion is of suspicious origin, they are authorized to take
immediate charge of all physical evidence relating to the cause of the fire or explosion and to pursue
the investigation to its conclusion.
The Chief is authorized to investigate the cattle, Origin and circumstances of unatlthorized
releases of hazardous materials
The Redlands Police Department is authorized to assist the Fire Department in its
investigations when requested to do so_
15.20.0' 0 UFC Article 1 amended - Administration (Permits). Section 105 3 of the Uniform
Fire Code is hereby amended by the addition of Sections 105 3 1, I05 3 2 and 105 3 3 to read as
follows
105.3 Application for Permit.
105.3.1 General. Applications for permits shall be made to the bureau of Fire
prevention in such farm and detail as prescribed by the bureau Applications for permits shall be
accompanied by such plans as required by the bureau
105.3.2 Permit Fee& Permit fees as established by the City Council shall be collected

by the Finance Department. Proof of receipt shall accompany all applications for pernut applications
prior to inspection and approval by the bureau.
105.3.3 Fees Not Refundable. Permit fees shall not be refundable for any reason after
initiation of inspection procedures
15 20.080 UFC Article 1 amended - Administration (Permits) Section 105 8 of the Uniform
Fire Code is hereby amended by adding the following subsection

of 100 units at any one site.

FALSE ALARM is the reporting of ari alarm for which no such fire or emergency actually
exists.

2901.2 Permits. For permits to use a structure as a place of business for the purpose

2901.3.1 General. Storage, use and handling of flammable or combustible liquids
shall be in accordance with Article 79 and Sections 29013 and 2902 2
2901.3.2 Tank spill control. Spill control for tanks shall be provided in accordance
with Section 7901.8.
2901.4 Dispensing Inside of Buildings. Dispensing of motor-vehicle feels shall be

2901.6 Liquids Drained from Vehicles.

stored and handled as required for Class I liquids in accordance with Article 79-
2902.2.2 Mixed liquids. Containers and tanks containing a mixture of fuel and
lubncaung oil shall be stored and handled in accordance with the requirements of Article 79 for
Class l liquids
2902.3 Storage and Handling of LP-gas. LP-gas storage and handling shall be in

2902.5 Ventilation.
2902.5.1 Ru31€tings with basements or pits. When Class l liquids or LP-gas are stored

vehicles shall be provided with an approved mechanical ventilation systerri_ The mechanical
ventilation system shall be in accordance with the Mechanical Code and Section 2903 2-

_EX EPTION: Repair garages with natural ventilation when approved by the Chief
2903.1.4 Design. The mechanical ventilation system shall exhaust a minimum of 1
cubic foot per minute per square foot (5 1 Lis per m2) of repair garage space Exhaust inlet openings
shall be located within 6 inches (152 mm) of the highest point in the garage in the extenor walls or
roof Make-up air inlet openings shall be Iccated within 6 inches (152 mrn) of'the floor. Exhaust duct
openings shall be located to effectively remove flammable vapor accumulations from all parts of the
repair area Exhaust discharge skull be directed to a safe location outside of the building The
mechanical ventilation system shall be independent of the heating and air conditioning systems

2903.1.6 Buildings with basements or pits. When LNG vehicles are converted or
repaired within a building having a basement or pit where flammable vapors could accumulate, the
basement or pit shall be provided with ventilation designed to prevent the accumulation of
tlarnmable vapors therein.
2903.1.7 {Operation. The mechanical ventilation system shall operate continuously

2903.1.9.1 System design. The flammable gas-detection system shall he calibrated to
the types of Ferrels or gases used by vehicles to be repaired_ The Sas detection system shall be
designed to activate when the level of flarinimable gas exceeds 25 percent of the lower explosive
limmt. Gras detection shall also be provided in lubrication or chassis repair pits of repair garages used
for repairing LNG-fueled vehicles
2903.1.9.2 Operation. Activation of the gas detection system shall result in the
following.
1 Initiation of distinct audible and visuai alarm signals in the repair garage.
Deactivation of all heating systems located in the repair garage, and
3 Activation of the mechanical ventilation system
2903.1.9.3 Fadur"e of the gas detection system. Failure of the gas detection system shall
result in the deactivation of the heating system and activation of the mechanical ventilation system.
2903.1.9.4 Preparation of Vehicles for Repair.

SECTION I - SCOPE
Storage of flammable or combustible liquids in tanks located with below-grade vaults shall
be in accordance with Appendix II-J This appendix applies only to vaults that are installed
completely below grade. The lid of the vault is allowed to be at grade level
SECTION 2 - DEFINITIONS
For the purpose of Appendix 1I-J, certain terms are defined as follows
BELOW-GRADE VAULT is an enclosure consisting of four walls, a floor and a lid for the
purpose of contairurig a flammable or combustible liquid storage tank and not intended to be
occupied other than for inspmtion, repair or maintenance of the vault, the storage tank or related
equipment
SECTION 3 - GENERAL
3.1 Permits. Permits are required to install and operate a below-grade vault.
3.2 Vaults shali not contain storage other than the liquid in the vaulted tank.
SECTION 4 - LOCATION
Vaults shall be located in accordance with Section 7902.6-3 for underground tanks Vaults
shall not be located beneath buildings
EXCEPTION. Vaults may be located under weather shelters constructed in accordance with

Section 8043 120, and under canopies constructed in accordance with the Building Code.
SECTION 5 - VAULT CONSTRUCTION
5.1 General. Vaults shall be designed by and bear the stamp of a professional engineer

tanks are allowed and shall be considered as a single tank
5.5 Liquid Removal. Vaults shall be provided with ars approved means for the removal
of liquid_ When provided, pumps shall be listed for use with flammable and combustible liquids and
shall be properly grounded A single pump is allowed to serve multiple vaults Pumps are not
required to be permanently installed
5.6 Acces:way. Each vault shall be accessible by at least one approved personnel
access ay with a manimum dimension of 30 inches (762 mm) and with a permanently affixed
nonferrous ladder Accesswa s shall be designed to be non sparking Each entry point shall be
secured against unauthorized entry travel distance from any point inside a vault to an accessway
shall not exceed 20 feet (6496 mm)
57 Electrical Classification. The space within any vault storing Class I or ll IIqusds 1n
a tank shall be classified in accordance with the Electrical Code.
SECTION 6 - VENTILATION
6.1 Class 1 Liquids_ Vaults contwrung tanks storing Class I liquids shall have a
ventilation system installed in accordance with Section 8003 1 The ventilation system shall operate
continuously and shall be designed to operate upon activation of the vapor- or liquid-detection
System or shall provide ventilation at a rate of 1. cfrn per square foot (5 l Us per m2) A means of
manually controlling the ventilation system shall be installed at an approved locatton
6.2 Class iZ and Class Ill-A Liquids. Vatilts containing tanks stonng Class 11 and Class
1II-A liquids sha1I be provided with an approved means to ventilate the interior and to remove
vapors
6.3 Arrangement, Ventilation equipment shall not restrict the personnel accessway
SECTION 7 - TANKS AND PIPTNG
7.1 General. Tanks shall be listed for aboveground use Tanks and p1ping shaii be
designed and installed in accordance with Article 79 and Section 7
7.2 Clearance. Clearance around tanks shall be adequate to allow for inspection and shall
be approved by the Chief
7.3 Capacity. The maximum capacity of an individual tank storing Mass l liquids shaIl
be 12,000 gallons (45,420 L).
7.4 Emergency Vents. Vapor-tight pressure-vacuum-style emergency vents shall be
provided arnd shall discharge inside the vault
EXCEFTIO . Emergency vents are allowed to discharge to the exterior of the vault when the tank
served by the vent is designed to withstand the pressure created if the emergency vent pipe fills with
liquid
7,5 Normal Vents. Normal tank vert piping shall terminate 17 feet (3658 mm) above
grade.
7.6 Anchors. Tanks shall be suitable anchored to withstand uplifting due to flooding.
7.7 Piping, Valves and Fittings. Piping, valves and fittings shall be in accordance with
Section 7901 11.
7.8 Overfill Proteetion. Overfill protection shall be provided in accordance with Section
7902.6.5. The use of a float vent valve shall be prohibited.
ECTION 8 - MO ITORING AND DETECTION
8.1 General. Storage vaults shall be provided with approved vapor, and liquid-detection
systems and equipped with on-site audible and visual warning devices with battery backup Vapor-
detection systems shall sotmd an alarm when the system detects vapors that reach or exceed 25
percent of the lower explosive limit of the liquid stored. Vapor detectors shall be located no higher
than. 12 inches (304.& rnm) above the lowest point in the vault.
Liquid-detection systems shall sound an alarm upon detection of any liquid. including water
Liquid detectors shall be located in accordance with the manufacturer's instructions

8.2 Alarm Signal, Activation of either vapor- or liquid-detection systems shall cause a
signal to be sounded at an approved, constantly attended location within the facility serving the tanks
or at an approved location
8.3 Maintenance and Testing. Vapor- and liquid-detection systems shall be maintained
and tested in accordance wit Article 10
SECTION 9 - DISPE NSTN SYSTEMS
Dispensing systems shall be in accordance with Articles 52 and 79. Dispensing devices are
allowed to be installed on taps of vaults
SECTION 10 - FIRE SUPPRESSION AND WATER-SUPPLY SYSTEM
10.1 General. Fire-suppression equipment and water supply shall be in accordance with
Articles 9, 10 and Section 14.
EXCEPTION: When an adequate public water supply is not available, an approved fire-protection
plan shall be provided The plan shall consider the conditions on the site; water supply. including
hydrant Iocation and fire flow, size of the largest vault and tank to be protected, the liquid stored,
exposure Hazards, response time and capabilities of the local Fire department, and other conditions
that are present or that may be required by the Chief
10 2 Fire Protection. Each vault shall be provided with an approved automatic or manual
means of applying a faire-suppression agent to the interior of the vault
SECTION 11 - SIGNS
Signs shall be in accordance with Section 79019 In addition, each vault installation storing
Mass I, II or IIIA liquids skull have a label or placard above grade identifying the material stored
in each vault in accordance with U F C Standard 79-3
At each accessway into a vault, sighs shall be pasted indtcating the need for procedures for
safe entry into confined spaces
15.20,980 Section 3 of Appendix III-A of the Uniform Fire Code is hereby amended by the
deletion of Section 3 1
15.20.990 Section 5.1 of Appendix I II- of the UnIform Fire Code is hereby amended to read
as follows-

EXCEPTION: A reduction in required fire flow of 50 percent, as approved by the Chief, Is

15.30.010 Section 5 2 of Appendix III-A of the Uniform Fire Code is hereby amended by
amending the EXCEPTION to read as follow.
EXC EPTION. When there are no exposures within 150 feet, a reduction in required fire fl ow of
50 percent, as approved by the Chief, is allowed when the building Is provided with an approved
automatic sprinkler system
15.30.020 Section 1 of Appendix I -B of the Uniform Fire lode is hereby amended as follows.
SECTION 1 - SCOPE
The Ilse of natural or resin-bearing cut trees in public buildings with an occupancy of 50 and
over shall be in accordance with Appendix IV-B.
15.30.030 Violation - Penalty
