RESOLUTION NO 6669 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following SECTION ONE Pursuant to Section 10 24 010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, have been conducted for the following highways and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe Highway Live Oak Canyon Road Date of Study November 14, 2007 Speed Limits as follows 55 mph on Live Oak Canyon Road for the portion of Live Oak Canyon Road that lies within the City of Redlands beginning approximately 0 3 mile east of San Timoteo Canyon Road and extending easterly approximately one mile SECTION TWO Pursuant to Section 10 20 060 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, have been conducted for Live Oak Canyon Road and the following advisory speed signs have been found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe The curves were labeled B thru I beginning with the first curve approximately 600 feet west of the bridge that crosses Live Oak Canyon Creek and heading easterly, photo with labels attached Curve °B" should be posted with a 30 mph advisory speed sign Curve "C" should be posted with a 25 mph advisory speed sign Curve "D" should be posted with a 30 mph advisory speed sign Curve "E" should be posted with a 30 mph advisory speed sign Curve "F" should be posted with a 25 mph advisory speed sign Curve "G" should be posted with a 30 mph advisory speed sign Curve "H should be posted with a 30 mph advisory speed sign Curve `l' should be posted with a 25 mph advisory speed sign ADOPTED, SIGNED AND APPROVED THIS 15TH DAY OF JANUARY, 2008 ayor ATTEST ( lam, l `1 City erk I, Lorne Poyzer, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 15th day of January , 2008, by the following vote AYES Councilmembers Gilbreath, Gallagher, Aguilar, Bean, Mayor Harrison NOES None ABSENT None ABSTAIN None L 3 rle oyzer, Clt I rk 'C EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY. Live Oak Canyon Road AREA OF: Between San Timoteo Canyon Road and the Easterly City Limits DATE OF SURVEY: November 14, 2007 RECOMMENDATIONS. Based on the facts of this survey,it is recommended that the portion of Live Oak Canyon Road that lies within the city limits Just east of San Timoteo Canyon Road beginning approximately 0 3 mile east of San Timoteo Canyon Road and extends easterly approximately one mile on a straight of way the centerline of which is the city limit line, be posted 55 mph This area is currently unposted and the prima facie speed limit is 55 mph A radar speed survey of this segment of Live Oak Canyon Road showed a critical speed of 58 7 mph This segment of Live Oak Canyon Road is under Joint Jurisdictional control, the north half of the road is within the City of Redlands and the south half of the road is within Riverside County The posting of the south half of the roadway for eastbound traffic will require Riverside County authorization Live Oak Canyon Road is rural in nature The roadway has one lane in each direction and has very little usable shoulder along much of its length The easterly segment of Live Oak Canyon Road that lies within the city limits has numerous curves that require advisory speed signs This curve segment begins approximately 600 feet west of the bridge that crosses Live Oak Canyon Creek and then proceeds easterly for approximately one mile where the roadway straightens out and the centerline is again the city linut line for approximately 950 feet and then Live Oak Canyon Road is no longer within the city limits A ball bank survey was conducted on this curve section with the following results The curves were labeled B thru I beginning with the first curve approximately 600 feet west of the bridge that crosses Live Oak Canyon Creek and heading easterly, photo with labels attached Curve "B" should be posted with a 30 mph advisory speed sign Curve"C"should be posted with a 25 mph advisory speed sign Curve"D" should be posted with a 30 mph advisory speed sign Curve"E" should be posted with a 30 mph advisory speed sign Curve"F" should be posted with a 25 mph advisory speed sign Curve"G" should be posted with a 30 mph advisory speed sign Curve"IT' should be posted with a 30 mph advisory speed sign Curve"I" should be posted with a 25 mph advisory speed sign There have been 24 reported accidents on Live Oak Canyon Road in the past three years from January 2005 to November 2007 Out of the 24 reported accidents 14 were traffic collisions involving other vehicles and one of the collisions was a fatality It is recommended that the roadway be posted as follows 1.
