RESOLUTION NO 6706 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following SECTION ONE Pursuant to Section 10 24 010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, have been conducted for the following highways and the following speed Omits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe Highway Live Oak Canyon Road Date of Study November 14, 2007, February 25 & 28, 2008 Speed Limits as follows 50 mph on Live Oak Canyon Road for the portion of Live Oak Canyon Road that lies within the City of Redlands beginning approximately 0 3 mile east of San Timoteo Canyon Road and extending easterly approximately one mile 45 mph on Live Oak Canyon Road for the portion of Live Oak Canyon Road that is approximately 1300 feet long and is just west of the Live Oak Canyon bridge 45 mph on that portion of Live Oak Canyon Road that is approximately 800 feet long and is located approximately 0 8 mile east of the Live Oak Canyon bridge SECTION TWO Pursuant to Section 10 20 060 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, have been conducted for Live Oak Canyon Road and the following advisory speed signs have been found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe The curves were labeled B thru I beginning with the first curve approximately 600 feet west of the bridge that crosses Live Oak Canyon Creek and heading easterly, photo with labels attached Curve "B" is currently posted with a 25 mph advisory speed sign and should be posted with a 30 mph advisory speed sign Curve "C" should be posted with a 25 mph advisory speed sign Curve "D" is currently posted with a 25 mph advisory speed sign and should be posted with a 30 mph advisory speed sign Curve "E° is currently posted with a 25 mph advisory speed sign and should be posted with a 30 mph advisory speed sign Curve "F° is currently posted with a 30 mph advisory speed sign and should be posted with a 25 mph advisory speed sign Curve "G" should be posted with a 30 mph advisory speed sign Curve "H" should be posted with a 30 mph advisory speed sign SURVEY HIGHWAY UNDER SURVEY Live Oak Canyon Road AREA OF: Between San Timoteo Canyon Road and the Easterly City Limits DATES OF SURVEY: November 14, 2007 and February 25 and 28, 2008 RECOMMENDATIONS: Live Oak Canyon Road is currently unposted and the prima facie speed limit is 55 mph There have been 24 reported accidents on Live Oak Canyon Road in the past two years and ten months from January 2005 to November 2007 Out of the 24 reported accidents 14 were traffic collisions involving other vehicles and one of the collisions was a fatality Ten of the traffic accidents occurred between December 2006 and November 2007 Live Oak Canyon Road is rural in nature The roadway has one lane in each direction which is approximately 12 feet wide with many horizontal and vertical curves throughout its length and has very little usable shoulders A radar speed survey of the segment of Live Oak Canyon Road beginning approximately 0 3 miles east of San Timoteo Canyon Road extending easterly approximately one mile on a straight section of roadway north of centerline within the city limit line, showed a critical speed of 58 7 mph This 85`h percentile speed can be rounded off to the nearest five mile per hour increment or 60 mph and then reduced by 5 mph to 55 mph Based on the survey and the excessive number of traffic accidents and roadway geometries, it is recommended that this portion of Live Oak Canyon Road be reduced to 50 mph This segment of Live Oak Canyon Road is under joint Jurisdictional control, the north half of the road is within the city of Redlands and the south half of the road is within Riverside County The posting of the south half of the roadway for eastbound traffic will require Riverside County authorization The easterly segment of Live Oak Canyon Road lies within the city limits has numerous curves and transitional segments that require advisory speed signs Radar speed surveys were conducted on two short straight away transition segments located Just westerly of the Live Oak Canyon Road bridge and approximately 0 8 mile east of the bridge The first transition segment located approximately 1200 feet west of the Live Oak Canyon bridge showed a critical speed of 52 4 mph This 85" percentile speed can be rounded off to the nearest five mile per hour increment or 50 mph and then reduced by 5 mph to make the recommended speed limit 45 mph The second transition segment located approxunately 0 8 mile east of the bridge at 31900 & 32021 Live Oak Canyon Road The critical speed was 48 2 inph which can be rounded off to the nearest five mile per hour increment or 50 mph and then reduced by 5 mph to make the recommended speed limit 45 mph Based on the survey, it is recommended these two segments of Live Oak Canyon Road be posted 45 mph The curve segments begin approximately 600 feet west of the L ive Oak Canyon bridge then proceeds easterly for appro,,imately one mile on a straight section of roadway north of centerline being"ithin the city limit line; for approximately 950 telt at vdueli, I i.e Oak Canyon Road is no longer k'vitliin the city limits A ball bank survey was conducted on the curve sections with the following results The curves were labeled B thru I beginning with the first curve approximately 600 feet west of the bridge crosses Live Oak Canyon Creek and heading easterly (see photo with labels attached) Curve "B" should be posted with a 30 mph advisory speed sign Curve "C" should be posted with a 25 mph advisory speed sign Curve "D" should be posted with a 30 mph advisory speed sign Curve "E" should be posted with a 30 mph advisory speed sign Curve "F" should be posted with a 25 mph advisory speed sign Curve "G"should be posted with a 30 mph advisory speed sign Curve "H" should be posted with a30 mph advisory speed sign Curve"I"should be posted with a 25 mph advisory speed sign It is recommended that the roadway speed be posted as follows 1 Post 50 mph signs for westbound traffic, a) along the frontage of 30306 Live Oak Canyon Road, b ) west of Revello Road 2 Post 45 mph signs for westbound traffic, a ) across from the driveway at 31111 Live Oak Canyon Road, b ) approximately 360 feet east of the driveway of 31900 & 32021 Live Oak Canyon Road 3 Post 45 mph signs for eastbound traffic, a ) approximately 1200 feet west of the driveway at 31111 Live Oak Canyon
