Regular meeting of the CrtN Council and the Board of Directors of the Successor Agenc` of the former
Redevelopment Agenc` of the CAN of Redlands held in the Council Chambers, Civic Center 35 Capon Street, on

The Mavor reconvened the meeting at 6 01 P.M. and sadl` announced the CAN has lost a great public
servant with the passing of Council Member Patricia"Pat" Gilbreath toda` A true leader Pat was
dedicated to this CAN which she loved so much. Details of a `Celebration of Life will be forthcoming
Evervone stood and observed a moment of silence in her honor Mavor Pro Tempore Banch offered the
invocation, followed b` the pledge of allegiance to the American flag
CLOSED SESSION REPORT
CAN Attome` McHugh announced that during the closed session,the CrtN Council voted unammousl` to
approve an industrial disabilit` retirement application of a public safety employee
PRESENTATIONS
Redlands Animal Shelter—Animal Control Officer Bill Miller introduced Dracie a one-year old male
Terrier mix,who is available for adoption,with them-four other dogs and one hundred twent`-one cats, at
the Redlands Animal Shelter Officer Miller informed the Council twent`-nine dogs and fort`-four cats
have been adopted since the last regular CAN Council meeting
Woman of the Year-Assemblvman Marc Stemorth and Mavor Foster presented a certificate to Donna
Ferracone in recognition of her selection as the 40th Assembl` District Women of the Year award.
Staff RecoRnrtion of ParkmR Lot Maintenance-Mavor Foster and Qualit` of Life Director Boatman
recognized CrtN staff from Qualrt` of Life and Municipal Utilities and Engineering for their efforts in the
creation and construction of the cit` owned and maintained public parking lot located in the 100 block of
Orange street and the parking lot off Alessandro The work on Orange Street resulted in the creation of 10
new parking stalls and a cleaner more functional landscaping design. The following individuals were

PUBLIC COMMENT
Open Government— Stephen Rogers requested the Council end tonight's meeting in honor of Council
Member Gilbreath, immediatel` after the public comment portion.
Remembering Pat Gilbreath-Despite having verN different viewpoints on several issues,Al Kelle`
admired Pat Gilbreath for her commitment and dedication to the residents of the CrtN
Ford Park Improvements Prosect-Representing several communrtN residents, Sawa Kurotam spoke in
opposition to the new fees adopted for the use of the Ford Park tennis courts and submitted a petition of
about twent` signatures also opposed to the use charges She restated her requests for information
including copies of impact studies performed, copies of a Business Plan, and a detailed plan for court
management.

Common Vision Coalition -Mario Saucedo of Common Vision Coalition, expressed his appreciation of
Council Member Gilbreath and in her honor presented a certificate to the Mavor for the Health`
Redlands Program, a program she championed. He also thanked both Council Members Gilbreath and
Tejeda for attending the recent Block Part` held on Brockton Avenue Additionall` he highlighted some
of the issues facing our town, and stated the Coalition is willing to assist the Citi in the development of a
comprehensive polic` dealing with homelessness

Council unammousl` approved the First Amendment to the Agreement between the CAN of Redlands and
PlanetBids for replacement of two underutilized eProcurement Svstem modules and adding the Insurance
Certificate Management and Emergenc` Operations modules, at no cost to the Cit`

Alcohol Consumption Permit-Downtown Art Walk
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` approved a request for the sale and consumption of alcoholic beverages at the
Downtown Redlands Art Walk in Ed Hales Park on October 29 2017

Fee Waiver-Veterans Da` Parade
QualitN of Life Director Boatman introduced a request from the Kiwams Club of Redlands for a fee
waiver and a request to serve and consume alcohol at Jennie Davis Park.As public comment, Mike
Warren, Chairman of the Veterans Parade Committee provided background on the Parade and thanked
the Council for their continued support of such a great event honoring our veterans Dennis Bell
questioned what agenc` is in charge of the event and pointed to an mconsistenc` he found in the staff
report regarding the fee waiver amount.
On motion of Council Member Eddie Tejeda, seconded b` Mavor Pro Tempore Paul Banch,the CAN
Council unammousl` approved the request from the Kiwanis Club of Redlands for a waiver of$8,585 50
in fees, and authorized permission to serve and consume alcoholic beverages for the Veterans Da` Parade
to be held at Jennie Davis Park on November 11 2017

Grant Acceptance -After School Meal Program
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` approved the acceptance of the National League of Cities CHAMPS CACFP
Afterschool Meal Program Expansion Supplemental Grant award in the amount of$10 000 00

Resolution No 7780 -Propem Tax Revenues
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` approved Resolution No 7780 relating to propert` tax revenues to be exchanged
between the Count` of San Bernardino and the CAN of Redlands resulting from the jurisdictional change
described in LAFCO No 3207

Oversight Board Appointment
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` approved the appointment of Brian Desatnik, Development Services Director for
the CrtN of Redlands,to the Oversight Board of the Successor Agenc` to the Redevelopment Agenc` of
the CrtN of Redlands as Vice Chairperson and the representative of the employees of the former
redevelopment agenc`

Agreement- Street ImaRerN and Mobile SurvevmR
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` approved the agreement between the CAN of Redlands and CvcloMedia in the
amount not-to-exceed$41,20 00 to surve` 300 miles of mobile Light Detection and Ranging (LiDAR)
and street level panoramic imager in the CAN

License Agreement-Bike Trail Construction
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council unammousl` determined that approval of the license agreement is not subject to the California
Environmental QualrtN Act(CEQA) pursuant to section 15061(b)(3)of the CEQA guidelines and
approved the License Agreement between the CAN of Redlands and Southern California Edison for
construction of a bike trail connection between Citrus Valle` High School and Orange Street.

COMMUNICATIONS
Redlands Conservanc` Historic Preservation Report
Mavor Foster introduced Sherli Leonard, of the Redlands Conservanc` Historic Preservation Council,
who provided a presentation of a site visit to San Luis Obispo where the` explored the town to learn
how other communities handle open space management, downtown parking strategies, and historic
preservation strategies Their recommendations for the CrtN Council included, establishment of a
Design Review Board and development of a firm rural/urban boundar-N to protect agricultural and
natural open spaces Council Member Harrison,who also was a part of the visit, discussed tourism and
the possibilrtN of establishing a business improvement district, similar to what San Luis Obispo
currentl` has
Inland Empire BikmR Alliance
Council Member Harrison offered background on the Inland Empire Biking Alliance and the proposed
plan to obtain an International Mountain Bicvclmg Association(IMBA) Ride Center designation for
the CrtN of Redlands The IMBA is an mternathonall` recognized accolade for communities with great
mountain biking resources, and the designation would support tourism,the local econom` and
encourage active lifestyles As public comment, Dennis Bell wondered what organizations have
contributed to the Biking Alliance and recommended the assessment be funded from other sources,
rather than the taxpayers of the Crt

On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda,the CAN
Council unammousl` approved the contribution in the amount of$2,000 00 to the Inland Empire Biking
Alliance to support an International Mountain Bicvclmg Association Ride Center assessment of
Redlands and determine that the contribution provides a public benefit to the Redlands communrt` b`
achieving a Redlands Regional Ride Center designation to support tourism,the local econom` and
encourage active lifestyles

Conference Report
Council Member Harrison attended the National League of Cities Congressional Cities Conference
held September 13-15 2017 in Sacramento He presented a brief report of his activities and
perceptions while in attendance at the conference Sessions he attended included. a session promoting
a vanet` of ideas for cities to pursue economic development programs and ways to achieve
development of infrastructure a session discussing CEQA exemptions a session related to Senate Bill
649 and the proposal to install micro cell towers with little or no review b` local governments, and a
session on how automated and electric vehicles and ride share can all be merged together in the
coming years All the materials he collected will be provided to staff.
NEW BUSINESS
Ordinance No 284 -Zone Change No 448
Development Services Director Desatnik provided details of Ordinance No 2845 related to
changing land use zoning from R-1 zoning district to R-2 zoning district, for approximatel` 4 72 acres
of propert` located on the southwest corner of Texas Street and Lugoma Avenue As public comment,
Susie Southern, an agent with Moist Realtors, and Rand` Morris, a veteran, requested a"re-build"
letter or zoning variance from the CAN to help with a pending sale of propert` located at 1224 Orange
Street. Joseph W Mays, Jr thanked the Council for approving the Libertti Lane development at the
last meeting and is confident it will become one of the best projects in the CrtN
On motion of Council Member Eddie Tejeda, seconded b` Council Member Jon Harrison,the CAN
Council adopted Ordinance No No 2845 amending Title 18 of the Redlands Municipal Code b`
adopting a revised land use zoning map (Zone Change No 448) changing from R-1 (Single Famil`
Residential) zoning district,to R-2 (Multiple Famil` Residential)to be consistent with the existing
General Plan land use desigantion as Medium Densrt` Residential, for approximatel` 4 72 acres of
propertti located on the southwest corner of Texas Street and Lugoma Avenue

CAD/RMS -Maintenance Pa`ment
On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda,the CAN
Council approved the annual CAD/RMS maintenance payment to Spillman Technologies, Inc in the
amount of$88 757 00 for Police Department Computer Aided Dispatch/Records Management Svstem
(CAD/RMS)

Liabiht` Claims Administration Agreement
On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda,the Cit`
Council unammousl` approved a five-year agreement between the CrtN of Redlands and George Hills
for third part` liabilrtN claims administration.
Vote 4 - 0 Passed
License Agreement- Secunt` Surveillance Svstem
Council Member Harrison pointed out this partnership is an excellent example of a neighborhood
proactivel` working with the CrtN to prevent incidences such as burglaries,mail theft, and automobile
vandalism.
On motion of Council Member Jon Harrison, seconded b` Mavor Pro Tempore Paul Banch,the CrtN
Council unammousl` determined that approval of the License Agreement is categoricall` exempt from
environmental review in accordance with Section 1301 of the state guidelines implementing the
California Environmental Qualrt` Act; and approved a License Agreement between the CrtN of
Redlands and Lantern Crest Homeowners Association to install a securit` surveillance system onto
preexisting CAN-owned street light poles on Lantern Crest Drive

Airport Grant
On motion of Council Member Eddie Tejeda, seconded b` Mavor Pro Tempore Paul Banch,the CAN
Council unammousl` determined that approval of the acceptance of the Federal Aviation Administration
Airport Capital Improvement Program Grant (FAA ACIP Grant) funding is exempt from environmental
review pursuant to Section 15061(b)(3) of the state s guidelines implementing the California
Environmental QualrtN Act; authorized the acceptance of the FAA ACIP Grant funding for FY
2017-2018 in the amount of$150 000 00 and approved the additional appropriation of the same amount
for construction of Phase 2 of the Runwa` 8-26 Lighting and Signage Improvement Project.

Crtvwide PlumbmR Repairs Agreement
On motion of Council Member Jon Harrison, seconded b` Council Member Eddie Tejeda,the CAN
Council unammousl` approved an agreement between the CrtN of Redlands and Pro-Craft Construction
Inc to provide CAN-wide on-call plumbing repairs and services for Fiscal Year 2017-18 in the amount
not-to-exceed of$45 000 00 per year for a period of one year with two additional one-year renewal
options for a total agreement amount not-to-exceed $135 000 00

Pipeline Replacement
Interim Municipal Utilities and Engineering Director Pool summarized an overview of the Crafton
Avenue Water Pipeline Replacement Project.

Council unammousl` agreed that approval of a contract and construction of the Crafton Avenue
(Madeira to Anzio)Water Pipeline Replacement Project is categoncall` exempt from environmental
review under Section 1302 of the State's guidelines implementing the California Environmental
Qualrt` Act; approved the Crafton Avenue (Madeira to Anzio)Water Pipeline Replacement Project,
Project No 71284 plans and specifications and awarded a construction contract between the Crt` of
Redlands and MCC Pipeline Inc in the amount of$152,591.36

Resolution No 7783 - Capital Protects PlannmR
On motion of Council Member Eddie Tejeda, seconded b` Mavor Pro Tempore Paul Banch,the CAN
Council unammousl` determined that adoption of Resolution No 7783 is exempt under Section
15273(a)(4) of the State's guidelines implementing the California Environmental Qualrt` Act; and
approved Resolution No 7783 adopting the Five Year Capital Project Needs Analvsis

Treasurer Dawes introduced Resolution No 483 explaining this is a housekeeping matter delegating
investment authorrt` for a period of one year

483 delegating investment authorrt` to the CAN Treasurer pursuant to Government Code Section
