A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF REDLANDS ADOPTING THE
INCORPORATION OF THE TRANSIT VILLAGE OVERLAY AND
ALL ASSOCIATED POLICIES INTO THE UPDATED REDLANDS
GENERAL PLAN
WHEREAS, on March 3, 2015, and May 5, 2015, the City Council affirmed its intent to
update the Redlands General Plan and requested the City's Development Services Department
line project management staff and a consultant to support the effort, and
WHEREAS, on July 31, 2015, the City Council appointed the General Plan Steering
Conunittee, an advisory connrnittee cornposed of 34 membeis of the conninunity, to guide the
development of the General Plan update, and said cormnittee held seventeen public meetings
throughout 2015 to 2017 to review and develop proposed policies for the updated Genial Plain,
and
WHEREAS, an extensive public outreach effort was conducted to obtain resident input
into the updated General Plan nicludnng two public workshops held in August 2015, a
connnunity survey held in September 2015, seventeen stakeholder meetings held, a project
website www iedlands2035 pig nnade available, an open house held in September 2016, and point
public workshops of the Planning Conunnssion and City Council held on June 1, 2016, and
March 30, 2017, and
WHEREAS, two preliminary draft General Plans were published in August 26, 2016, and
January 3, 2017, for public review and comrnent, and
WHEREAS, City staff and consultants considered continents received on the prehininary
drafts of the updated General Plan, made revisions to the drafts, and forwarded the revised drafts
to the Steering Conn innttee for review, and
WHEREAS, the proposed updated General Plan meets legal adequacy requirements
pursuant to California Government Code Sections 65300 through 65302, and
WHEREAS, a Climate Action Plan was developed in conjunction with the updated
General Plan to analyze Greenhouse Gases (GHGs) in accordance CEQA, and
WHEREAS, a Draft Environninental Impact Report (DEIR) for the updated Genial Plan
and the Climate Action Plan was published on April 28, 2017, and circulated for a 45-day public
review and comment period ending on June 23, 2017, and
WHEREAS, a Final Environmental Impact Report (Final EIR) was published on July 21,
2017, with responses to cominents, and

WHEREAS, revisions to the updated General Plan were published on July 21, 2017, in a
Public Review Draft General Plan, to ensure consistency with the Final EIR, and
WHEREAS, on August 31, 2017, the Planning Division caused a public notice display
advertisement concerning the proposed project to be published in a newspaper of general
circulation in the City, in accordance with Redlands Municipal Code and applicable Govermnent
Code provisions, and
WHEREAS, on September 12 and 26, 2017, the Planning Commission held duly noticed
public hearings on the updated General Plan update, and considered the staff report, oral report,
the testimony and any written evidence submitted by the general public, and
WHEREAS,on September 26,2017,the Planning Commission recommended that the City
Council incorporate the Transit Village Overlay and all associated policies concerning the transit
villages, including section 4 5, Transit Villages of the draft General Plan, into the updated General
Plan, and
WHEREAS, on November 9, 2017, and December 5, 2017, the City Council held a duly
noticed public hearing on the updated General Plan and considered the Climate Action Plan and
the DEIR, along with the City staff's written and verbal reports, and the written and verbal
testimony submitted by members of the general public
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
SECTION 1 CALIFORNIA ENVIRONMENTAL OUALITY ACT The Draft and Final
Environmental Impact Report for the proposed General Plan Update has been prepared in
compliance with the California Enviromnental Quality Act (CEQA), pursuant to applicable
sections of Articles 7, 8, 9 and 10 of the CEQA Guidelines
SECTION 2 APPROVAL The City Council hereby incorporates the Transit Village
Overlay and all associated policies concerning the transit villages, including section 4 5, Transit
Villages of the draft General Plan, into the updated General Plan
APPROVED AND ADOPTED THIS 5TH DAY OF DECEMBER, 2017
