A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RELATING TO THE PROVISION OF HEALTH AND WELFARE BENEFITS TO MEMBERS
OF THE CITY COUNCIL AND RESCINDING CITY OF REDLANDS RESOLUTION NO 7007
WHEREAS, puisuaint to Government Code section 53201, the City Council of the City of
Redlands is authorized to establish health and welfare benefits for "its officers, employees, retired
employees and retired members of the legislative body," and
WHEREAS, with respect to members of the City Council, Goveimrient Code section 53201
further authorizes such ineinbers to participate in the City's health benefits program if such
members "elect to accept the benefits and [they] authorize a local agency to deduct the premiums,
dues, of other charges fioin their compensation, to the extent that the chaiges aie not covered by
payments from funds under the jurisdiction fioin of the local agency as permitted by section
5')205," and
WHEREAS, in September of 1989, the City Council of the City of Redlands adopted
Resolution No 4572, entitled "A Resolution of the City Council of the City of Redlands Electing to
be Subject to Public Employees Medical and Hospital Cale Act [PEMHCA] with Respect to
Members of a Specific Employee Organization and Fixing the Employer's Contribution foi
Employees and the Employer's Contribution for Armuitants at Different Amounts," which states m
relevant part, that "the City of Redlands desires to obtain for ineinbers of the City Council, who are
employees and anriultants of the Agency, the benefit of the Act within [PEMHCA] and to accept
the liabilities and obligations of an employer under the Act," and
WHEREAS, the CalPERS Board of Admmistiation administers the PEMHCA health
benefit program and determines the benefit's desrb n, including any co-pays, deductibles, providel s,
and pi emiums, and
WHEREAS, on the 16"' day of November, 2010, the City Council of the City of Redlands
adopted Resolution No 7007, entitled "A Resolution of the City Council of the City of Redlands
Relating to the Provision of Health and Welfare Benefits to Members of the City Council" to reduce
the costs the City incurs for the provision of health and welfare benefits to City Council mcmbers
by providing that the City shall only pay the contractual amount of thice hundred ninety seven
dollars ($397) per month required by CalPERS foi participation in PEMHCA, and
WHEREAS, by its adoption of Resolution No 7007, the City Council also resolved that for
newly elected, reelected, and appointed City Council members who take the oath of office after
December 1, 2010, the City shall not pay any vision benefit, or any premiums for life rnsuiance or
dental rnsuiance, and
WHEREAS, this City Council recognizes that the City of Redlands is blessed with an
abundance of motivated, civic-lninded, residents who wish devote then time, skills, and unique
expertise to public service to enhance the well-being of the City's residents and the high quality of
life and experiences available to the Redlands community at large, and
WHEREAS, this City Council recognizes that there is a need to incentivize such highly
qualified persons to seek the office of City Council fol the City of Redlands given the individual

tune, financial, and family commitments necessary to be expended to effectively carry out the
obligations and duties of a City Council member, and
WHEREAS, it is now the desire of the City Council to add such an incentive by increasing
the amount the City pays a City Council member for medical health and welfare benefits from three
hundred ninety seven dollars ($397) to nide hundred dollars ($900), which is the equivalent of the
lowest sum it pays to existing City employees for medical health and welfare benefits, and by
providing a post-service medical benefit to former City Council members,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS as follows
Section 1. For City Council members who elect to have medical coverage through
PEMHCA, the City of Redlands shall pay a medical insurance benefit to such City Council member
in an amount not to exceed nine hundred dollars ($900)
Section 2 Individual City Council members m office from and after the effective date of
this Resolution who are CalPERS eligible and subsequently leave the service of the City as a
Council member shall be entitled to a Medical Bridge Program paid for by the City until the City
Council member participating in such program becomes Medicare-eligible The "Medical Bridge
Program" is defined, for purposes of City Council members and this Resolution, as the least
expensive Ca1PERS health insurance plan made available by the City to its then existing employees
at the time a former City Council member elects to participate in the Medical Bridge Program, until
the former City Council member reaches the age of Medicare eligibility, at which tune the benefit
will cease for such former City Council member City Council members who receive the minimum
Medical Bridge Program coverage may elect to receive additional coverage through the City for
themselves and their respective dependents, provided, however, the cost for such additional
coverage shall be paid by the City Council member and not paid for by the City
Section 3 The City shall continue to not pay any vision benefit, or any premiums for life
insurance or dental insurance, for City Council members or foriner City Council members
Section 4 This Resolution shall take effect upon the date of its adoption
