Geptem4ew, 1951, by and between Santa Ana River Weather Cor -

poration (hereinafter referred to as the "Weather Corporation"),

a non-profit corporation, and the City of Redlands, California,
5
(hereinafter referred to as the "City"), a municipal corporation,
6
WITNESSETH:

WHEREAS, a series of exceedingly dry years, coupled with
8
increased drafts on the surface and underground waters have pro -
9
duced a serious threat of a water shortage in the Santa Ana
10
River watershed; and
11
WHEREAS, the public interest requires that every reasonable
12
effort be expended for the purpose of discovering and developing
13
additional water for use in the area; and
14
WHEREAS,, the City is situated in said watershed and derives
15
its water supply therefrom; and

WI-EREAS,the Weather Corporation has been formed for the

purpose of seeking a solution to said shortage; and

INIERMS, said Weather Corporation has, pursuant to said
19
objective, determined that the science of nucleation or pre -
20
cipitation control has reached a state of development sufficient
21
to justify large scale investigation and experimentation relative
22
to the application of so-called "rain making" techniques in said
23
watershed; and

19HER-EAS) the City is desirous of having full access to the
25
results of such research and experimentation proposed to be
26
carried out by said W'eather Corporation; and

-WIMEAS, the City proposes to pay the sum of $1,500.00 to
28
the Weather Corporation for a full report on said activities.

N0%V7 TIHI�PFORE, in consideration of the mutual promises here -

inafter contained, the parties hereto covenant and agree as follows:

1. Upon execution of this contract the Uity shall pay to the

Weather Corporation the sum of l,500.00 receipt whereof is hereby

2. ---The Weather Corporation shall, not later than August 15,
1952, present to the City an analysis and report on the possibility
and feasibility of increasing the water supply of the Santa Ana
River Watershed by means of scientific precipitation control
activities. The said report shall be made with particular
reference to the sources of supply of the City, but the exact
nature and extent of said report shall be determined by the
'eather Corporation in its discretion in view of its investigation
up to the said date;
3. The Weather Corporation shall have full control and dis-
cretion in determining the manner of the experimentation, its
extent and the time and place when and if any actual precipitation
control operations shall be conducted;
4. The City shall acquire no rights, powers or control under
this contract, in or against said Weather Corporation, except
as hereinabove stated in paragraph 2.
IN WITNESS WHEREOF, Santa Ana Fiver Weather Corporation has
caused this agreement to be executed by its President and
Secretary first duly authorized by its Board of Directors, and
City of Redlands, California, has by resolution of its City
Council, caused said agreement to be executed by its Mayor and
City Clerk, as of the day and year first above written.
