A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AMENDMENT NO 21 TO SPECIFIC PLAN NO 45
(DOWNTOWN SPECIFIC PLAN) TO AMEND SECTION III(C) 2 2 TO
MODIFY THE EXMEPTION FOR ON-SITE PARKING FOR RESTAURANTS
IN HISTORIC STRUCTURES TO INCLUDE ALL USES ALLOWED IN THE
TOWN CENTER — HISTORIC (TC-H) DISTRICT AND TO EXPAND THE
EXEMPTION AREA WEST TO THIRD STREET AND NORTH TO STUART
AVENUE
WHEREAS, the Downtown Specific Plan(Specific Plan No 45) curiently provides for
an exemption for on-site parking for restaurants in historic structures located between Fi$h
Street and Oiange Street, south of the railroad tracks and north of the northern property lies of
the parcels fronting Redlands Boulevaid to the south, and
WHEREAS, uses within this on-site parking exemption area currently include
connineicial businesses other than restaurants such as retail shops and personal services, and
WHEREAS, broadening the uses pernnittcd within the on-site parking exemption area for
historic structuies will bring nonconforming uses into conformance with Specific Plan No 45,
and
WHEREAS, the on-site paiking exemption area for historic structures currently excludes
the western portion of the historic Santa Fe Depot Disti ict containing two key historic properties,
the Santa Fe Depot and the Mutual Orange Distributors (MOD) Packinghouse, and
WHEREAS, expanding the on-site parking exemption aiea fox historic structures west to
Third Sticet and north to Stuart Avenue will include two key historic resources it the Santa Fe
Depot District, the Santa Fe Depot itself and the Mutual Oiange Distributois (MOD)
Packinghouse, and, in doing so, will encourage the adaptive reuse of these buildings, and
WHEREAS, the City of Redlands is plaiming development of a public parking lot along
Stuart Avenue to serve the historic area including the Santa Fe Depot, the Mutual Orange
Distributors (MOD) Packinghouse, tiansit riders accessing the Redlands Passenger Rail ("the
Arrow") at the Downtown Station, as well as other uses in the area, and
WHEREAS, the City of Redlands has prepared a Downtown Paiking Study with actions
leading to an increase in the number of paikizg spaces Downtown and has begun iinplernentatiorn
of these actions, and
WHEREAS, on November 2, 2017, the Planning Division caused a public notice legal
advertisement concerning the proposed amendment to be published in a newspaper of general
circulation in the city, in accordance with Redlands Municipal Code Section 18 204 040, and

WHEREAS, on November 14, 2017, the Planning Commission held a public hearing and
considered the staff report, oral report, the testimony and the written evidence submitted by the
City staff, as well as testimony and any written evidence submitted by members of the public in
support of, or opposition to, Amendment No 21 to Specific Plan No 45 , and recoininended
approval of Amendment No 21, and
WHEREAS, on December 7, 2017, the Planning Division caused a public notice legal
advertisement concerning the proposed amendment to be published in a newspaper of general
circulation in the city, in accordance with Redlands Municipal Code Section 18 204 040, and
WHEREAS, on December 19, 2017,the City Council held a public hearing and considered
the staff report, oral report,the testimony and the written evidence submitted by the City staff, as
well as testimony and any written evidence submitted by members of the public in support of, or
opposition to, Amendment No 21 to Specific Plan No 45 , and
NOW, THEREFORE, be it resolved by the City Council of the City of Redlands
as follows
SECTION 1 CALIFORNIA ENVIRONMENTAL QUALITY ACT The proposed
ordinance and zoning code amendments are exempt from the California Environmental Quality
Act, in accordance with Section 15331, Historic Resource Restoration and Rehabilitation of the
CEQA Guidelines
SECTION 2 GENERAL PLAN CONSISTENCY The proposed Specific Plan
Amendment, as shown m "Exhibit A" attached hereto, is consistent with the Redlands General
Plan
SECTION 3 APPROVAL The City Council of the City of Redlands adopts this
Amendment No 21 to Section III(C) 3 3 of the Downtown Specific Plan (Specific Plan No 45)
as shown in "Exhibit A" attached hereto

1 Town Center (TC) District
1 1 Minimum Lot Area None required
1 2 Maximum Floor Area 2 0 tines lot area Enclosed parking structures shall not be
counted toward the calculation of Floor Area Ratio
1 3 Maximum Building Height and Number of Stories Three stories, not to exceed a
maximum building height of fifty-five (55) feet
Building Height
Building height shall mean the vertical distance measured fiom the adjoining curb level to
the highest point of the structure, provided, however, that where buildings are set back
from the sti ect line,the height shall be measured from the average elevation of the finished
gr ade at the front of the building
Building Height Exceptions
Appurtenances such as chimneys, open lattice structures, ventilators, flagpoles, steeples,
pylons and towers with a maximum cross-sectional plan area of 100 square feet and
meeting building code requirements may be permitted subject to the approval of the
Planning Commission

C Minimum interior side setback No requnement, except when the property
abuts an existing residential use When abutting an existing residential use,
the required side setback is five (5) feet This requirement shall not apply
when the project abuts an existing mixed use building that contains a
residential use

1 5 Building Lines
A mmmlum of 50% of the fi-ont ground-level facade of the building must be located within
ten (10) feet of the property line In the case of a multi-building complex, at least 50% of
the fi-ont building setback line must be occupied by a building facade
The intention of this requirement is to locate building fronts near the street, adjacent to
sidewalks, to unpi ove the pedestrian character of the Specific Plan ai ea
16 Landscaping
A minimum 8% of the total lot area must be fully-landscaped Internal landscaped areas of
parking lots may be counted toward this total Patios, courtyards, colonnades, arcades and
other outdoor pedestrian spaces may be counted for up to one-thud of the landscaped area
requaiement if they are decoratively-paved with a material approved by the Planning
Commission All other required landscaping must be fully planted with a combination of
trees and shrubs The tiee species must be drought tolerant
17 Off-Street Paiking
Off-street parking shall be provided as iequned by the Zoning Ordinance of the City of
Redlands
Joint use parking facilities, as provided foi by the City of Redlands Zoning Ordinance, are
encouraged as a means to seduce excess surface parking in the Specific Plan area
An in-lieu fee for new construction of existing development may be paid to the City,
Redevelopment Agency of City-sponsored Parking District ifpaiku-ig is within 300 feet of
the property and in compliance with the Zoning Ordinance The amount and schedule for
payment shall be determined by the City
1 8 Location of Off-Stieet Parking
a Off-street parkung shall not be located in required fi ont or side street setback
areas
b Off-street parking areas shall be located to the sear of sides of buildings, not
between the front elevation of the building and a public street This
requirement is intended to achieve a pedestrian-oriented development
pattern throughout the Town Centei District, and to prevent autoinobile-
oriented development that places paikmg lots between buildings and streets
C All off-street parking areas visible fi-om public streets shall be scieened
fi-omn view with a minimum 30-inch high solid wall of a mininnurn 5-foot
wide continuous landscaped edge with shrubs that reach a muimnnum height
of 30 inches after two years growth Solid walls used foi screening must be
accompanied by a imminum 3-foot wide landscaped edge facing the street

shall not be required in the Town Centex (TC) District
19 Variances
Variances shall be allowed subject to the regulations of the Redlands Zoning
Ordinance
2. Town Center-Historic (TC-H) District
21 All pzoperty development standards of the Town Centel (TC) District shall apply
to the Town Center-Historic (TC-H) Distiict, with the exception of the following
piovisions
a Maxnnum Building Height and Nuznbei of Stories Three stories, not to
exceed a maximum building height of fifty-five (55) feet
b Front and Side Street Setback No requirement
C Building Lines A minimum of 50% of the front ground-level facade of the
building must be located within ten (10) feet of the front pzoperty line
d Landscaping Landscaped area is not required on lots 5,000 square feet or
less

then ruiunng west along Shoppeis lane until reaching the historic Mutual Oiange
Distributors (MOD) Packinghouse, including the packinghouse pzoperty, then
running north along Third Stieet to the historic Santa Fe Depot property, including
the Santa Fe Depot property, then running north again to Stuart Avenue, then
running east along Stuart Avenue to Oiange Street, and then running south along
Orange Street back to its intersection with the raihoad ti acks
