HomeMy WebLinkAbout7800 RESOLUTION NO 7800 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE DEVELOPMENT OF A 5,000 SQUARE FOOT MULTI-TENANT RETAIL BUILDING, WITH DRIVE THROUGH, AND 9,990 SQUARE FOOT CHILD CARE CENTER WITH 13,500 SQUARE FOOT OUTDOOR PLAY AREA LOCATED AT 1035-1045 PARKFORD DRIVE WHEREAS, Harcourts and Freeman has filed applications for Conditional Use Pernut No 1061, Commission Review and Approval No 890, Sign Conditional Use Permit No 20, and Sign Conditional Use Permit No 21 to construct a 5,000 squaic foot multi-tenant retail building, to include one drive-through iestaurant, a 9,990 square foot child care center, with a 13,500 square foot outdoor play area, a ficeway-oriented sign, and a unified sign program, located within a 6 13 acre unified center (APN 0174-143-06 and APN 0174-143-07) (the "Project"), and WHEREAS, on Septennbei 26, 2017, and October 24, 2017, the City of Redlands' Plannmg Coimrnission held noticed public hearings at which interested persons had an opportunity to testify in support of, of in opposition to, the Conditional Use Permit, Cominissron Review and Approval, and both Sign Conditional Use Pernuts, and at which the Planning Commission considered the Project, and WHEREAS, at public hearings on September 26, 2017 and Octobei 24, 2017, the Planning Commission considered, heard public comments on, and iecommended approval to the City Council of the Project, and WHEREAS, a copy of the Socio-Economic Cost/Benefit Study and related materials fol the Project that were reviewed by the City of Redlands' Planning Commission in snaking its recornimendation of the approval have been forwarded to the City Council, and WHEREAS, i1 accordance with Govenunent Code sections 65453 and 65090, on Deceinbei 8, 2017, the City gave notice by publication in the Redlands Daily Facts newspaper of the holding of a public hearing at which the Project would be considered by the City Council, and WHEREAS, the City Council held a duly noticed public hearing on December 19, 2017, at which City staff and members of the public had the opportunity to provide verbal and written testimony on the Socio-Economic Cost/Benefit Study fol the Project, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS SECTION 1 The City Council of the City of Redlands herby approves the Socio- Economic Cost/Benefit Study for the Project based upon the following findings -1- I Icclerk\Resolutions\Res 7800-789917800 Socio Economic Cost Benefit Study doc A THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT WITHIN THE CITY OR OVERBURDEN PUBLIC SERVICES INCLUDING, WITHOUT LIMITATION, THE SUFFICIENCY OF POLICE AND FIRE PROTECTION SERVICES The Project will not create significant unnitigatable physical blight in the City of Redlands ("City") of overburden public services, including without Invitation police and fu e protection services, because the mitigation measuies fol environmental impacts, described in the study, have been added to the Project as Conditions of Approval The Project consists a Conditional Use Permit No 1061, Commission Review and Approval No 890, Sign Conditional Use Permit No 20, and Sign Conditional Use Permit No 21 to construct a 5,000 square foot nnulti-tenant ietarl building, to include one drive-through iestaurant, a 9,990 square foot child care center, with a 13,500 square foot outdoor play area, a fieeway-oriented sign, and a unified sign piograni, located within a 6 13 acre unified center The Pioject will not create physical blight The Project is located within an area designated in the General Plan as Conunercial and provides improvements to blend in with and enhance the surrounding connrnuinity tluough the use of landscaped buffers along the public right-ofway, architectural enhancement on all elevations, and the planting of new trees on the Project site Regional public infrastructure has been previously installed for the neighboring streets The Project developer will snake improvements and complete striping to facilitate unplementation of the Project The Project would provide connections to existing City i nfiastructure Utilities will be placed underground The Project developer is required to complete street striping as recorninended in the prepared Traffic Impact Analysis and fund its fair share allocation of necessary public infrastructure associated with development of the Project As determined in the Socio-Economic Cost/Benefit Study, annually, the Project will provide an anival "new net" revenue of $33,860 30 to the City upon occupancy, and annual ongoing costs of approximately $8,914 70 This equates to a revenue/cost ratio of a positive factor of 3 80 For every dollar it spends, the City will receive $3 80 m revenue Because the Project will expand the City's economic base by increasing property tax revenues, provide the infrastructure necessary to meet Project needs in an efficient and cost effective manner, and place an emphasis on design and landscaping, the City finds that the Project will not create unnitigatable physical blight within the City or overburden public services, including without limitation police and fire protection services B THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT The Socio-Economic Cost/Benefit Study demonstrates that, anlually, the Pioject will generate "new net" revenues of approximately $33,860 30 and approximately $8,914 70 in cost -2- will receive $3 80 in"new net" revenue The Project would provide for the development of a child care center, and a multi-tenant commercial building with a drive-through restaurant tenant, as well as landscaped buffers along the public right-of-way Schools will be enhanced with the payment of school fees Further, with the additional revenue provided to the City through increased property tax assessment, and the payment of development impact fees, direct and indirect funding will be provided for cultural enhancements, downtown district enhancements, park enhancements, public safety (Police
