Present: Paul Foster Mavor Paul Banch, Mavor Pro Tempore Jon Harrison, Council Member Eddie Tejeda, Council Member Staff: N Enrique Martinez, CrtN Manager- Dan McHugh, CrtN Attorne` Robert Dawes, CAN Treasurer- Jeanne Donaldson, CAN Clerk, Carl Baker Public Information Officer- Jeff Frazier Fire Chief, Mark Garcia, Police Chief, Danielle Garcia, Management Services/Finance Director- Tim Sullivan,Assistant Director Quaht` of Life Am` Martin,Human Resources/Risk Management Director- Michael Pool, Interim Municipal Utilities and Engineering Director- Janice McConnell, Assistant to the CitN Manager Mavor Foster called the meeting to order and offered those present the opportunrtN to provide public comment on an` item on the agenda for the closed session. PUBLIC COMMENT RPOA- Sergeant Patrick Leivas, President of the Redlands Police Officer's Association(RPOA) requested the Council make the Police Department the Crtv's number one pnorrt` He stated it's been almost ten years since officers received a raise and the CrtN is no longer competitive with salaries and benefits,making it difficult to fill vacant positions Police-Lorin Grow a local business owner stressed the need to provide Redlands police officers with better pa` better benefits, and better support, so that we don't continue to lose the high level of talent we currentl` have She said we will need these officers more than ever once the train comes to Redlands Recess City Council Meeting to a Closed Session Conference with real propert` negotiators -Government Code §54956 8 (Qualrt` of Life Director Boatman) Propert` A portion of the Orange Street Alle` Redlands Agenc` N Enrique Martinez, Chris Boatman Negotiators Negotiating Partti [David Kramer Cope House Under Negotiation. N Enrique Martinez, Cit` Manager- Dan McHugh, CrtN Attorne` Robert Dawes, Cit` Treasurer- Jeanne Donaldson, Cit` Clerk, Carl Baker Public Information Officer- Janice McConnell,Assistant to the CrtN Manager- James Garland, Fiscal Manager The meeting reconvened at 6 05 P.M. with an invocation b` Council Member Harrison followed b` the pledge of allegiance to the American flag CLOSED SESSION REPORT Cit` Attorne` McHugh announced that no reportable action was taken during the closed session. PUBLIC COMMENT Police-And` Hoder recommended the Council support the RPOA and keep the Cit` safe b` hiring and retaining the officers necessan to protect the public Police-Dennis Bolt pushed the Council to provide necessarN funding to the Police Department, in order to keep high caliber qualified officers He said he did not oppose recent utilit` rate hikes to ease budgeting constraints and allow the CrtN to find the funds for higher salaries and benefits General Plan Update -Mario Saucedo of the Common Vision Coalition, announced the group is pleased with the General Plan Update and how it incorporated the North Redlands Visioning plan into the document. He thanked the Council for the north side beautification efforts and infrastructure improvements, and stated the Committee looks forward to continuing to work with the CrtN to improve the quaht` of life for all its residents Police and Cold-Weather Shelter-Mimi Barre a 44-year resident of Redlands, expressed her support for a strong Police Department and raised concerns related to the homeless and the need for a cold-weather center She suggested a handful of different options to address the need. CC—November 21 2017 Page 2 NEW BUSINESS Cit` Council Appointment Mavor Foster explained a vacanc` exists on the Cit-, Council due to the passing of Council Member Pat Gilbreath. At the meeting of October 17 2017 the Council voted to fill the emptN seat through an appointment process The CAN issued a Notice of Intention to fill the vacanc` b` appointment, inviting interested residents to appl` b` November 13 2017 The Council Member appointed tonight will hold office until the next municipal election in November 2018 when an at-large election will be held. The successful candidate will serve for the remaining term, expiring in December 2020 Conflict of Interest -Mavor Pro Tempore Barich recused himself from this item due to his source of income relationship with one of the candidates Mavor Foster provided background and stated that once the potential conflict of interest was identified, CAN Attome` McHugh reached out to the Fair Political Practices Commission(FPPC) for advice In an informal opinion,the FPPC found that since one of the candidates represented a source of income the Mavor Pro Tempore's consideration of their application would likel` represent a conflict of interest. The Mavor clarified, Mavor Pro Tempore Barich would be allowed to listen to all the applicants'presentations and Council Member questions outside of the Chambers, in the CrtN Clerk's office If the applicant was eliminated during the voting process,he would be brought back and allowed to participate in discussion and voting Process -Mavor Foster presented a summar-N of the process to be used to select an appointee to fill the vacanc` on the Redlands CrtN Council The public would be given an opportunit` to express support and endorse individual candidates,with a one minute time limit. Each candidate would be given three minutes for an opening presentation. The CAN Council then would have ten minutes to ask questions of each applicant, and finall` candidates would be given two minutes to provide their closing comments Public Comment Dennis Bell suggested some people ma` have been discouraged from applvmg for the vacant Council Member seat, since the` were neither a female nor lived in District 4 Council Member Gilbreath's district. He questioned wh` the Chamber of Commerce was the onl` organization which interviewed the applicants And` Hoder raised questions with the elections code filling a vacant seat b` appointment, and the qualifications of applicants Willem Pennmgs recommended the Council seriousl` consider all public comments before making their final decisions Brian Seghers urged the Council to be open to all applicants for the vacant Council seat. He stated the wa` to bring diversit` to the Council is b` seeking the best qualified candidates,no matter where the` lived or what gender the` were Public Endorsements—Dana Cross,Angela Barnes, Barbara Murra` Trac` Wise Dc Lozano Sawa Kurotani, and Danielle Wallis all spoke in support of Denise Davis as the next CrtN Council Member highlighting her background and accomplishments Interviews—The CrtN Council interviewed eleven candidates for the elective office of Member of the CAN Council. Keller Toni Chapman Momberger Brandon J Ocasio Richard J O'Donnell, Patt` Peoples, Michael C Robles, Mike Saifie and John Justin Weekle` CC—November 21 2017 Page 3 Votin.,g Round 1 -B` random drawing, Cit` Clerk Donaldson asked each Council Member to identify their top four names from all eleven applicants Those that received at least one vote moved to the next round. Denise Davis,Ann Davis-Schultz,Angela Keller Toni Chapman Momberger Patt-, Peoples, and Michael Robles Round 2 -B` random drawing, CAN Clerk Donaldson asked each Council Member to identify their top three names from the list of six applicants selected in Round 1 Three names received at least one vote to move on to the next round. Denise Davis,Angela Keller and Toni Chapman Momberger Mavor Pro Tempore Banch resumed his seat at the dais to participate in Round 3 and Round 4 of the voting process The candidate who was a potential conflict of interest was eliminated. Round 3-B` random drawing, CAN Clerk Donaldson asked each Council Member to identif` their top two names from the list of three applicants selected in Round 2 Three names received at least one vote to move to the next round. Denise Davis,Angela Keller and Toni Chapman Momberger Round 4 -B` random drawing, CAN Clerk Donaldson asked each Council Member to identify their top final applicant from the list of three names selected in Round 3 B` unanimous vote 4 - 0 Toni Momberger was selected to fill the vacanc` on the Redlands CrtN Council Oath of Office— CAN Clerk Donaldson administered the oath of office to the newl` appointed Council Member Momberger Appointee Comments— Council Member Momberger thanked the public for their support and the CrtN Council for their trust. She looks forward to working with her colleagues Mavor Foster thanked everyone who participated in this process ADJOURNMENT There being no further action required the meeting adjourned at 9 02 P.M.
