Present: Paul Foster, Mayor Paul Barich, Mayor Pro Tempore Jon Harrison, Council Member Eddie Tejeda, Council Member Toni Momberger, Council Member Staff: N. Enrique Martinez, City Manager; Dan McHugh, City Attorney; Robert Dawes, City Treasurer; Jeanne Donaldson, City Clerk; Carl Baker, Public Information Officer; Richard Sessler, Fire Battalion Chief; Chris Catren, Police Chief; Danielle Garcia, Management Services/Finance Director; Chris Boatman, Quality of Life Director; Tommi Ng, Assistant Human Resources/Risk Management Director; Brian Desatnik, Development Services Director; Paul Toor, Municipal Utilities and Engineering Director; Janice McConnell, Assistant to the City Manager Mayor Foster called the meeting to order and offered those present the opportunity to provide public comment on any subject within the jurisdiction of the City Council which is not already scheduled on this agenda. PUBLIC COMMENT Strategic Planning Partnership - Mario Saucedo complimented the content of the proposed Strategic Plan and specifically was pleased with the renewed focus on Orange Street and Colton Avenue corridor. He requested the Council seek input from north -side residents when considering activities associated with the many challenges of the area. Colton Avenue - Fernando Ramirez listed several reasons why the Colton Avenue corridor should be incorporated into the proposed Strategic Plan, including, the stretch is heavily traveled and reflects on the health of the City, architecturally unique features and many beautiful trees have been neglected, and there exists great potential as full build -out of the downtown area will push businesses to the north. Jan Winn, a business owner within this corridor, also supported the renewed interest in the area. She suggested the Redlands Rail Project will bring many people to the area and it should not be overlooked. STRATEGIC PLANNING WORKSHOP Background- Assistant to the City Manager Janice McConnell explained this meeting is a continuation of the discussion relating to strategic priority planning and future fiscal year goals for the period beginning July 1, 2018 through June 30, 2021. Three of the five Priority Focus Areas, Fiscal Accountability, Economic Development, and Infrastructure were addressed during a special City Council Meeting held February 20, 2018. Tonight's meeting focused on the remaining two Priority Focus Areas of Land Resources Management and Safety and Community Services. Priority Focus Area Review — Ms. McConnell led the discussion taking each Priority Focus Area separately and outlined a set of strategic objectives and associated activities. When requested by Council, Department Directors added detail and insight into Focus Area Objectives for which they have primary responsibility. City Council remarks and suggested edits for Land Resources Management and Safety and Community Services resulted in a proposed list of additions and or modifications. Topics of discussion included, development of a habitat plan associated with the Sports Park, infill development as opposed to open space development, pursuit of branding partnerships, Special CC—March 6, 2018 Page 1 development impact fee restructuring, traffic safety, and continued efforts to build County wide resources for safety and community services. Council Member Momberger stated for the record, she will push to include in the next strategic plan, an objective related to net zero energy. She pointed out this is too ambitious to include on the current proposed plan. As public comment, Mario Saucedo recommended the City consider adding Spanish speaking emergency dispatchers. With no more comments on the final two Focus Areas, Mayor Foster offered the Council Members an opportunity to revisit the first three Priority Focus Areas to include any additional suggestions they had. Council Member Momberger asked to see a revised Economic Development section which would include activities surrounding the Rail Project and promoting Redlands as a destination. Council Member Harrison pointed out the 2028 Los Angeles Olympics will bring a variety of opportunities to consider and asked how can we leverage the rail system for tourism strategy. ADJOURNED The special meeting adjourned at 4:51 P.M. to the next regular meeting of the Redlands City Council scheduled at 5:00 P.M. on March 6, 2018. Special CC—March 6, 2018 Page 2
