Present: Paul Foster, Mayor Paul Barich, Mayor Pro Tempore Jon Harrison, Council Member Eddie Tejeda, Council Member Toni Momberger, Council Member Staff: N. Enrique Martinez, City Manager; Dan McHugh, City Attorney; Jeanne Donaldson, City Clerk; Carl Baker, Public Information Officer; Chris Catren, Police Chief; Danielle Garcia, Management Services/Finance Director; Chris Boatman, Quality of Life Director; Brian Desatnik, Development Services Director; Paul Toor, Municipal Utilities and Engineering Director; Rich Sessler, Deputy Fire Chief, Janice McConnell, Assistant to the City Manager; Mayor Foster called the meeting to order and offered those present the opportunity to provide public comment on any subject within the jurisdiction of the City Council which is not already scheduled on this agenda. PUBLIC COMMENT Dennis Bell raised concerns with the cost of the Brookside Avenue Median Landscape Rehabilitation Project approved at last Council meeting, questioned how long it would take to recoup the project expenses through any cost savings, and urged the City to make funding for safety departments a priority. STRATEGIC PLANNING WORKSHOP Background- Assistant to the City Manager Janice McConnell explained the meeting was a continuation of the discussion relating to strategic priority planning and future fiscal year goals for the period beginning July 1, 2018 through June 30, 2021. The City Council met on February 20 and March 6, 2018 to begin to develop the next set of strategic objections as they relate to the five Priority Focus Areas, Fiscal Accountability, Economic Development, and Infrastructure, Land Resources Management, and Safety and Community Services. Based upon input from those meetings, staff revised the proposed strategic objectives incorporating City Council suggested edits, additions and or modifications. Priority Focus Area Review — Ms. McConnell led the discussion taking each Priority Focus Area separately, highlighting the revisions made to the proposed strategic objectives and associated activities. Council Members provided additional edits, offered comments, and asked questions, resulting in further editing suggestions to the objectives. Some of the topics of discussion included a drainage master plan, water resource management, and budget based water rates. As public comment, Dennis Bell stated some of the Municipal Utilities and Public Works Commissioners expressed concerns that this plan does not adequately address the needs of the City's aging infrastructure, such as the Wastewater Treatment Plant. He also questioned the voting authority of Council Member Harrison in light of his recent announcement to step down from his role as a City Council Member. Special CC_April 9, 2018 Page 1 With no more comments or discussion, Council Members determined the Strategic Plan, with the requested changes, be brought back for Council approval at a later date. Mayor Foster thanked the City Manager, Ms. McConnell, and staff for their efforts in putting together this plan and for their success in completing over 80% of the original objectives adopted a few years ago. ADJOURNMENT There being no further action required the meeting adjourned at 4:39 P.M. The next regular meeting of the City of Redlands City Council will be held on April 17, 2018.
