HomeMy WebLinkAbout7866RESOLUTION NO. 7866 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR AGRICULTURAL PRESERVE REMOVAL NO 125, WILLIAMSON ACT REMOVAL NO 14, ZONE CHANGE NO 458, CONDITIONAL USE PERMIT NO 1078, AND TENTATIVE TRACT MAP NO 20126 WHEREAS, Newland Homes, LLC has filed applications for Agricultural Preserve Removal No 125, Williamson Act Removal No 14, Zone Change No 458, Conditional Use Permit No 1078, and Tentative Tract Map No 20126 with the City of Redlands for Assessor Parcel Nos 0168-161-04-0000, 0168-161-05-0000, 0168-161-06-0000, and 0618-161-07-0000, generally located north of Lugonia Avenue and East of Judson Street (the "Project"), and WHEREAS, on May 22, 2018, the City of Redlands' Planning Commission held a noticed public hearing at which interested persons had an opportunity to testify in support of, or in opposition to, the Project, and WHEREAS, a copy of the Socio -Economic Cost/Benefit Study and related materials for the Project that were reviewed by the City of Redlands' Planning Commission in making its recominendation of the approval have been forwarded to the City Council, and WHEREAS, the City Council held a duly noticed public hearing on June 19, 2018, at which City staff and members of the public had the opportunity to provide verbal and written testimony on the Socio -Economic Cost/Benefit Study for the Project, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1 The City Council of the City of Redlands hereby approved the Socio - Economic Cost/Benefit Study for the Project based upon the following findings A THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT WITHIN THE CITY OR OVERBURDEN PUBLIC SERVICES INCLUDING, WITHOUT LIMITATION, THE SUFFICIENCY OF POLICE AND FIRE PROTECTION SERVICES The Project will not create significant unmitigatable physical blight in the City of Redlands ("City") or overburden public services, including without limitation police and fire protection services, because the mitigation measures for enviromnental impacts, described in the study, have been added to the Project as Conditions of Approval The Project will not create physical blight The Project's design enhances the surrounding neighborhood, and preserves approximately 9 35 acres of citrus grove which has been acquired by the applicant and incorporated into the Project as a means of providing open space Upon approval and recordation of the tentative tract map, the 9 35 acres of citrus grove will be deeded to the City of Redlands along with a funding mechanism to operate the grove in perpetuity The 1 \Resolutions\Res 7900 7899/7866 Reso SECB Study doc Project does not conflict with the predominant uses present in the surrounding areas, as the Project site abuts established residential developments to the north, and south, and provides improvements that blend in with and enhance the surrounding community through the use of landscaped buffers along the public right-of-way, the maintenance of open space, the construction of a park internal to the site, and the and the planting of new trees on the Project site The Project developer will make improvements to facilitate implementation of the Project, including the widening of road along the project for Pennsylvania Avenue and Lugonia Avenue The Project would upgrade water, sewer, and storm dram infrastructure and provide connections to existing City infrastructure Utilities will be placed underground The Project developer is required to fund its fair share allocation of any necessary public infrastructure associated with development of the Project As determined in the Socio -Economic Cost/Benefit Study, annually, the Project will provide an annual "new net" revenue of $136,389 20 to the City upon occupancy, and annual ongoing costs of approximately $75,903 00 This equates to a revenue/cost ratio of a positive factor of 1 8 For every dollar it spends, the City will receive $1 80 in revenue Because the Project will expand the City's economic base by increasing property tax revenues, and provide for the development of new housing within the City, provide the infrastructure necessary to meet Project needs in an efficient and cost effective manner, and place an emphasis on design and landscaping, the City finds that the Project will not create unmitigatable physical blight within the City or overburden public services, including without limitation police and fire protection services B THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT The Socio -Economic Cost/Benefit Study demonstrates that, annually, the Project will generate "new net" revenues of approximately $136,389 20 and approximately $75,903 00 in costs and have a positive balance of $260, 486 30 For every dollar the City spends in providing services to the Project, the City will receive $1 80 in "new net" revenue The Project would provide for the development of one hundred and five (105) single- family residential lots and five (5) lettered lots and landscaped buffers along the public right-of- way Schools will be enhanced with the payment of school fees Further, with the additional revenue provided to the City through increased property tax assessment, and the payment of development impact fees, direct and indirect funding will be provided for cultural enhancements, downtown district enhancements, park enhancements, public safety (Police and Fire) enhancements, and traffic enhancements Section 2 This Resolution shall take effect only after the adoption, and on the effective date, of the City of Redlands Ordinance No 2873 2 1 1Resoluttonsaes 7800 7899/7866 Reso SECS Study doe ADOPTED, SIGNED AND APPROVED this 19"' day of June, 2018 ATTEST Jea onaldson, City Clerk 1 U2esokutions\Res 7800 7899/7866 Reso SECB Study doc 1, Jeanne Donaldson, City Clerk of the City of Redlands, do hereby certify that the foregoing Resolution was duly adopted by the City Council at a regular meeting thereof held on the 19a' day of June, 2018 by the following vote AYES Councilmembers Barich, Tejeda, Momberger, James, Mayor Foster NOES None ABSENT None 1 e Donaldson, City Clerk 4 11Resolutions\Res 7800-789917866 -Resp SBCB Study doc
