HomeMy WebLinkAbout6043 RESOLUTION NO. 6043 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO SECTION 21101 OF THE CALIFORNIA VEHICLE CODE AND TITLE 10 OF THE REDLANDS MUNICIPAL CODE WHEREAS, Market Night in Downtown Redlands is a successful special and local community event that provides its citizens a unique opportunity for entertainment, shopping, and dining which is not available elsewhere in this area; and WHEREAS,Market Night has become a regional draw ofpeople from surrounding areas that brings them to our downtown assisting in the economic vitality of Redlands; and WHEREAS, Market Night has become one of the many key attributes which sets Redlands apart and unique within the Inland Empire; and WHEREAS, Market Night has become an important marketing feature which is used to promote Redlands by the Redlands Chamber of Commerce, Downtown Redlands Business Association, and the City of Redlands; and WHEREAS, Market Night implements policy 11.Og of the General Plan by developing and fostering the expansion and retention of numerous local businesses; and WHEREAS, Market Night utilizes State Street from Orange Street to 9`h Street, 5th Street from Redlands Boulevard to Citrus Avenue, Orange Street from Redlands Boulevard to Citrus Avenue; and WHEREAS,the temporary closing ofthese streets are necessary for conducting Market Night and is necessary for the safety and protection of persons who use those portions of the streets during the hours of this local special event in accordance with Section 21011 of the California Vehicle Code; and WHEREAS, the City's Public Works Director has completed a traffic engineering investigation in accordance with Section 10.40.090 of the Redlands Municipal Code; and WHEREAS, the street closure constitutes a "project" under the California Environmental Quality Act ("CEQA"); and WHEREAS,in accordance with CEQA,this City Council has undertaken an environmental review and has approved a Negative Declaration with reference to this project. 1 ACalfem\Res0\6043.wpd NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Redlands that pursuant to Section 21011 of the California Vehicle Code and Title 10 of the Redlands Municipal Code and the presentation of infoniiatioi,'i provided during the hearing on this matter, the City Council hereby finds and detennines that traffic conditions,the convenience of thepublic,and safety and protection of persons require that certain regulations are necessary and shall be established pursuant to Section 21011 of the California Vehicle Code and Title 10 of the Redlands Municipal Code, for the ternporary Closure of a portion of public streets identified herein, and that the Public Works Director of the City of Redlands is hereby directed to perforin such acts as are necessary to accomplish the following: Section 1: Pursuant to Section 21011 of the California Vehicle Code: 1. Close State Street from Orange Street to 9t" Street, 51h Street from Redlands Boulevard to Citrus Avenue, Orange Street from Redlands Boulevard from Redlands Boulevard to Citrus, Avenue, as shown on Exhibit "A" when the Market Night Special Event is setting up and operating on Thursdays between the hours of 5:00 p.m. and 11:00 p.m, 1 Prohibit parking on State Street from Orange Street to 9t" Street, 5"' Street from Redlands Boulevard to Citrus Avenue, Orange Street from Redlands Boulevard from Redlands Boulevard to Citrus Avenue,as shown on Exhibit"A"when the Market Night Special Event is setting up and operating on Thursdays between the hours of 5:30 p.m. and 11:00 p.m. Section 2: Pursuant to Section 10.40.090 of the Redlands Municipal Code: I No parking will be permitted on State Street from Orange Street to 9"' Street, 5`°,Street from Redlands Boulevard to Citrus Avenue, Orange Street from Redlands Boulevard from Redlands Boulevard to Citrus Avenue, as shown On Exhibit "A" when the Market Night Special Event is setting tip and operating on Thursdays between the hours of 5:30 p.m. and 11:00 P.M.
