HomeMy WebLinkAboutOrdinances_2874ORDINANCE NO. 2874 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 15 36 OF THE REDLANDS MUNICIPAL CODE RELATING TO TEMPORARY NON-COMMERCIAL SIGNS LOCATED ON PRIVATE PROPERTY THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS Section 1 Chapter 15 36 of the Redlands Municipal Code, entitled "temporary non- commercial signs on private property," is hereby added to the Redlands Municipal Code to read as follows "Section 15 36 170 Temporary, Non-commercial Signs on Private Property Notwithstanding any other provision of this Title, the following provisions shall control the placement of non-commercial, temporary signs on private property A One or more signs identifying, displaying, directing, or attracting attention to, or conveying a particular idea for, a non-commercial event occurring on a certain identifiable date may be placed on any parcel of privately -owned real property B Any sign identifying, displaying, directing or attracting attention to, or conveying an idea related to, a non-cominercial event which is to occur on a certain identifiable date shall not be placed on a privately -owned parcel of property more than sixty (60) days prior to the date of the event, and shall be removed no later than seven (7) days after the date of the event C All signs subject to this Section 15 36 170 shall be constantly maintained in a state of security, safety, and good repair If the City determines that a sign subject to this Section is unsafe or not secured, or otherwise causes a hazard to the public safety, or has been constructed, erected, relocated or altered in violation of this Title 15, the City shall give written notice to the owner of the sign, or the person who claims responsibility for the sign, that (1) the sign is in violation of this Section, (2) shall specify the nature of the violation, and (3) shall direct the owner, or the person responsible for, the sign to remove, or alter such sign, to alleviate the hazard or violation If the City cannot determine the owner of the sign, or person responsible therefor, the City shall post such notice on, or adjacent to, each sign found in violation of this Section If the owner of the sign, or the person responsible therefor, falls to comply with the notice within five (5) days after the date such notice is given, the sign shall be deemed abandoned and the City may cause such sign to be removed and the cost thereof shall be paid to the City by the owner of, or person responsible for, the sign " 1 I IOrdinances\Nos 2800-2899 in Word12874 Temporary Sign Ordinance 2nd UPDATED 7 5 18 do-, Section 2 The City Council hereby determines that the adoption of this ordinance is exempt from review under the California Environmental Quality Act ("CEQA") pursuant to state CEQA Guidelines Section 15061(b)(3) Section 3 The Mayor shall sign this ordinance and the City Clerk shall certify to the adoption of this ordinance and shall cause it, or a summary of it, to he published once in the Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this ordinance shall take effect as provided by law r , <Iri j�� • Paul W Foster, Mayor ATTEST Je& Donaldson, City Clerk 2 I 10rdinanceslNos 2800-2899 in Word12874 Temporary Sign Ordinance 2nd UPDATED 7 5 18 do-, I, Jeanne Donaldson, City Clerk, City of Redlands, hereby certify that the foregoing Ordinance was duly adopted by the City Council at the regular meeting thereof, held on the 17th day of July 2018, by the following vote AYES Councllmembers Barich, Tejeda, Momberger, James, Mayor Foster NOES None ABSENT None ABSTAINED None _.
