ORDINANCE NO
An ordinance calling a special election to be held
in the City of Redlands on the 28th day of MQy,
1912,for the purpose of submitting to the qualified
voters of said City the proposition of incurring a
bonded indebtedness in the sum of $600,000 00 for
the acquisition and, construction by said City of a
complete municipal` water works for said City,and
its inhabitante,for the purpose of supplying the
same with pure,fresh water for domestic purposes,
street sprinkling and fire protection purposes.
The Board of Trustees of the City of Redlands do ordain
as follows --
Section 1 That a special election be and the same is here-
by called to be held in said city on the 28th day of May,19121
to submit and at which election shall be submitted to the quali-
fied voters of said city to be voted on thereat the following
propoaition,to wit -
The proposition to ineux a bonded indebtedness of said
city in the sum of Six hundred Thousand Doll ars(4600,000.),
principal sum,with interest thereon at the rate of five (5) per
cent.per annum,interest payable semi-annually, both principal
and interest payable in Cold Coin of the United States of
A merica,for the acqusition and construction of the following
described municipal revenue producing public works and property,
to wit -
The acquisition and construction of a eoc1plete municipal
water works for said city,and the,inhabitants thereof,for
the purpose of supplying to said city and its inhabitants,pure
fresh water for domestic purposes,street sprinkling and fire pro-
tection purposes,inoluding the acquisition of water tights,
water bearing lands,reservoir sites,rights of way,and the ac-
quisition and construction of water mains,pipe lines,hydrants,
reservoirs,pumping plants,appliances,equipment and machinery
necessary fdr such purposee,and all other property aid effects
necessary in construoting,establishing and equiping such water

works.
Section 2, The acquisition and construction of said municipal
improvement is for the abject and purpose of furnishing and sup-
plying to said city and its inhabitants pure,fresh water for dories -
tic purposes,for street sprinkling and fire protection purposes.
Section 3, The estimated cost of the acquisition rind conetruc—
tion of said municipal improvement is Six Hundred Thousand Dollars
(0600,000. ),and the estimated cost thereof,together with all existing
indebtedness of said city,does not exceed fifteen (15) per cent.

Section 4. If the said proposition to incur said indebtedness
for the objects and purposes above mentioned shall be accepted by
the qualified voters of said city as in this ordinance and by law
provided,then and in that case bonds of said city to the amount of
Six Hundred Thousand Dollars (�6001000.),Gold Coin,as aforesaid,
shall issue therefor. Said bonds shall bear interest at the rate
of five (5) per uent.per annum,from date until, paid,payable
semi-annually, and principal and interest thereof shall be payable
in Gold Coin of the United States of America at the office of the
City Treasurer of said city. They shall be of the denomination
and be ]iaid on a day and date to be hereafter fixed'by the legis-
lative branch of said municipality,and shall be payable in the
manner following; that is to say, one thirtieth (1130) part of
the whole amount of said principal of said bonds shall be paid
ten years after the date of the issue of said bonds,and a like
payment each and every year thereafter until the principal of said
bonds is fully paid, together with interest as aforesaid,pro--
vided that said indebtedness shall be evidenced by proper coupons
attached to such bonds,a separate coupon being attached to each

bonds for each semi-annual payment of the interest to become due
on such bond. That the total indebtedness authorized to be creat--
e(i at such election shall be represented by bonds payable in manner
aforesaid,and that said bonds shall be issued in such denomina-
tion
enomination or denominations as the Board of Trustees of said city
shall authorize, and that said bonds shall be known as "Municipal
water Bonds«.
Section 5. The manner of holding said special election
and voting thereat for and against inctarring said indebtedness
shall be as provided in this ordinance,and that in all particu-
lars not recited herein such election shall be held as provided
by law for holding municipal elections in such municipality,and
that in particulars not recited herein and not provided by law
for holding such municipal elections the general election laws
of the State of California,so far as the same may be applicable,
shall apply. Said election shall be conducted by a Board of
Election consisting of one inspector,one judge and two clerks
for each precinct, whose duties and powers shall be the same
as those of Boards of Election and of suer election officers
respectively,under the laws governing municipal elections, and
in particulars not covered by such law,then under the said
general election laws of said state, if any of the members of
said Board hereinafter named fail to attend at the opening of
the polls on the morning of such election, -",he electors of the
precinct present at that hour may supply the place of any such
absent member by appointment as Drovided by said general elec-
tion laws. At said special election the polls shall be opened
at six o'clock on the morning of the day of such election and
must be kept open until six o'clock in the afternoon of the same
day,,�&Then the polls shall be closed,except as provided by Section
1164 of the Political Code of the State of California.
That for the purpose of said special election the said
city shall be and the same is hereby districted and subdivided

into four (4) municipal election precincts to be knovm respectively
as Municipal Election Precinct Number One, Municipal Flection
Precinct Number Two, Municipal Election Precinct Number Three,
and Municipal Election Precinct Number Four. That the follow-
ing boundaries and polling places of said Municipal Election
Precincts, and the following named persons are hereby appointed

Municipal Election Precinct Number One shall comprise all
of the territory now embraced within the boundaries of Election
Preoincts Number 1, Number 9 and Number 10, of said city, as estab-
lished by Article II of Ordimsn.ce Number 430 of said city, to
which reference is hereby made, said pree:.ncts being hereby con-
solidated for the purposes of this election :.nto one precinct, and
designated "Munioipl Election Precinct Number 1". �

Ordinance, said precincts being hereby consolidated for the
purpose of this election into one precinct and designated

The said polling places have been f ound and are hereby de-
termined to be suitable and proper places for holding such
special election, and said several persons have been found and
are hereby dete rmine d to be qualified for said respective Posi-
tions, as required by lave, and they shall and will, and are
hereby appointed such officers to conduct said election as by

law, and this ordinance provided, and to canvass the votes given
and east at said special e 1e c to on and to make and deliver returns
thereof to said Board of Trustees, and it is further ordered that
said Board of 'trustees shall meet and canvass saM returns when
received and declare the result of said special election at the
first Wednesdal after such election, at Two O`Clock, P.M.
Section 6. The manner of voting for or against incurring
such indebtedness shall be by ballot substantially as follows:
A sufficient number of ballots shall be and is hereby directed
to be prepared and caused to be printed upon the proper kind of
paper, as provided by law, by the Clark of said MY, and be furn-
ished and provided for the use of the voter: at said special election,
at the expense of said city, and each ballot used in said election
shall hove printed thereon, in addition to any other matters re -

Section 7. Any qualified elector may

Section S. THS.s ordinance and. the publication thereof as
herein required shall constitute the notice of such election.
This ordinance shall be published once a day for at least
seven days in the Redlends Daily Facts, a newspaper published in
said city at least six days a week, and the City Clerk shall cause
this ordinance to be so published and no other notice of Bach elec-
tion need be given.
Section 9. This ordinance shall take e-rfect immediately.
