A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE PRE-ANNEXATION AGREEMENT NO. 18-02
RELATING TO OUTSIDE CITY UTILITY CONNECTION FOR A SINGLE -
FAMILY DWELLING IN UNINCORPORATED AREA OF THE COUNTY OF
SAN BERNARDINO
WHEREAS, Norman Charlein has filed an application for Outside City Case No. 18-01
and Pre-Annexation No. 18-02 with the City of Redlands for outside City utility connection for a
single-family dwelling located at 2815 Mill Creek Road in the unincorporated community of
Mentone; and
WHEREAS, on July 17, 2018, the City Council found that Outside City Case No 18-01
was consistent with the City of Redlands General Plan and the public health, safety, welfare and
best interests of the citizens of Redlands are served by the City's continued processing of the
Outside City Case application and directed staff to prepare a Pre-Annexation Agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS:
SECTION 1. The City Council hereby determines that approval of this Resolution is
exempt from review under the California Environmental Quality Act ("CEQA") pursuant to
State CEQA Guidelines sections 15303 and 15319, as CEQA exempts the annexation of certain
areas and the new construction of small structures.
SECTION 2. The City Council of the City of Redlands hereby approves Pre-
Annexation No. 18-02 for the provision of water service to a single-family dwelling located at
2815 Mill Creek Road in the unincorporated community of Mentone.
