A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING A ONE-YEAR EXTENSION TO THE EXPIRATION DATE FOR
CONDITIONAL USE PERMIT NO. 1052, FOR THE CONSTRUCTION OF A
750,000 GALLON NON-POTABLE WATER RESERVOIR, A NEW BOOSTER
PUMP STATION, APPROXIMATELY FIVE HUNDRED LINEAR FEET OF
NON-POTABLE PIPELINE, AND A BLOCK WALL AND LANDSCAPING
IMPROVEMENTS LOCATED WITHIN A CITY WATER FACILITY,
ADJACENT TO TEXONIA PARK.
WHEREAS, the City of Redlands Municipal Utilities and Engineering Department has
submitted an application for a one-year extension of time for Conditional Use Permit No. 1052 for
the construction of a 750,000 gallon non-potable water reservoir, a new booster pump station,
approximately five hundred linear feet of non-potable pipeline, and a block wall and landscaping
improvements located within a City water facility adjacent to Texonia Park; and
WHEREAS, the Redlands Municipal Code provides for the extensions of expiration dates
of conditional use permits in accordance with Redlands Municipal Code Section 18.192.090; and
WHEREAS, the applicant intends to develop the project, and requests the extension to
continue to pursue funding for the project and to assess the demands of the City's non-potable
water system; and
WHEREAS, on September 13, 2016, the City of Redlands Planning Commission held a
public hearing determining the project is exempt from further environmental review under the
California Environmental Quality Act (CEQA) pursuant to Section 15303 of the State CEQA
Guidelines, and approved Conditional Use Permit No. 1052; and
WHEREAS, on September 4, 2018, the City Council held a hearing and considered the
staff report, oral report, the testimony and the written evidence submitted by and on behalf of the
applicant and by members of the public; and
WHEREAS, following the hearing for the extension of time for Conditional Use Permit
No. 1052 the City Council determined that approval of the requested one-year extension of time
is in the best interests of the public health, safety and general welfare;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. The proposed one-
year extension of time meets all criteria contained in Public Resources Code section 15162(a), and
the proposed extension of time does not require additional environmental analysis, based on the
following findings:

a) The proposed Extension of Time would not result in new significant environmental
effects or a substantial increase in the severity of potential effects because the project
has not changed and remains within the scope of the approved project;
b) No substantial changes have occurred with respect to the circumstances under which
the project will be undertaken because the project would be constructed in accordance
with the plans adopted for the project; and
c) There is no new information of substantial importance with respect to the project's
environmental consequences that was not known at the time the project was
determined to be exempt from the provisions of CEQA.
SECTION 2. CONDITIONAL USE PERMIT EXTENSION. The proposed one-year
extension of time for Conditional Use Permit No. 1052 is hereby approved in accordance with
Redlands Municipal Code Section 18.192.090 based on the following findings:
1. That the proposed development will not adversely affect the applicable land use plans of
the city;
The approval of CUP 1052 will not result in any changes to applicable land use plans. The
operation of public utility infrastructure is a principal permitted use within the 0 (Open Space)
District and meets the stated intent of the district. A Conditional Use Permit is required for the
construction of buildings or structures for all principle permitted uses.
2. That the proposed development will not be detrimental to the public health, safety and
welfare;
The project has been conditioned to comply with the City of Redlands Municipal Code.The facility
has been operating at this location for more than fifty (50) years. Under the current Municipal
Code standards, the proposed facility improvements require a new Conditional Use Permit and
consideration from the Planning Commission. The activities associated with the proposed use will
be conducted within the confines of the existing site and will not differ from the existing
operational characteristics. Visits to the facility by employees will remain infrequent. The site will
continue to be controlled electronically and will undergo periodic maintenance and monitoring by
employees. As shown in the photo simulations,the reservoir will be visible from Arlene Street and

Pennsylvania Avenue. While visible, the structure is consistent with the use of the parcel and
existing structures within the facility. Landscape screening will be provided between the reservoir
and the park, and front yard landscaping along Pennsylvania Avenue will be improved. The site
has been designed to limit the amount of noise produced and once constructed, noise levels will
be lower than existing noise levels with the construction of the booster pump enclosure for housing
the existing and proposed booster pumps. With the implementation of these design features and
the conditions placed the project, the project will be detrimental to the public health, safety, and
welfare.
3. That the proposed development will comply to the maximum extent feasible with the
regulations of the city's general plan, the applicable zoning district and the city's
development standards;

The proposed use that is the subject of CUP 1052 is consistent with the Parks/Golf Courses land
use designation of the General Plan and the 0 (Open Space) District. Installation of the project
will enable the provision of non-potable water and reduce demand for potable water for irrigation
uses in accordance with the City's 2005 Non-Potable Study. The site meets the development
standards of the 0 (Open Space) District with the exception of the front yard fence height which
requires a Minor Exception Permit. The subject site is adequate in size and shape to accommodate
the proposed use. The project will continue to comply with all applicable development standards.
4. That the proposed development is appropriate at the proposed location.
The subject site is developed with an existing potable water production and distribution facility on
a parcel that also developed with a municipal park. The proposed use is principal permitted use
and the construction of structures for principal permitted uses are subject to a conditional use
permit. The addition of non-potable water service is appropriate to this site. Conditions of approval
have been placed on this project to ensure that the proposed facility will operate in a manner that
is consistent with the vision of the City of Redlands General Plan and is in compliance with the
City of Redlands Municipal Code.
SECTION 3. EXPIRATION DATE. The new expiration date for Conditional Use Permit
No. 1052 shall be September 13, 2019. The project shall remain subject to all original conditions
of approval.
SECTION 4. EFFECTIVE DATE. This Resolution shall become effective upon adoption.
