HomeMy WebLinkAbout2015_09_22 - Planning Commission Special Joint Planning & Historic and Scenic Preservation Commission Minutes of September 22, 2015 Page 1 MINUTES: of the Special Joint Planning & Historic and Scenic Preservation Commission of the City of Redlands held Tuesday, September 22, 2015, at 4:00 p.m. are as follows: PRESENT: Carol Dyer, Chairwoman Ken Jeske, Vice Chairman Steven Frasher, Commissioner Conrad Guzkowski, Commissioner Jan Hudson, Commissioner Julie Rock, Commissioner David Van Diest, Chairman Shan McNaughton, Vice Chairman Donn Grenda, Commissioner Kurt Heidelberg, Commissioner Alison Roedl, Commissioner ADVISORY STAFF Oscar W. Orci, Development Services Director PRESENT: Robert D. Dalquest, Assistant Development Services Director Loralee Farris, Senior Planner Chris Tracy, Senior Planner Sean P. Kelleher, Associate Planner Emily Elliott, Associate Planner Don Young, Engineering Manager A. Call Special Meeting to Order Chairwoman Dyer called the special meeting to order. B. Public Comments (At this time, the Planning Commission and Historic will provide an opportunity for the public to address them on the subject, which is scheduled on this special meeting agenda. Please limit your comments to three (3) minutes.) Chairwoman Dyer opened the Public Comment period. There were no comments forthcoming and the Public Comment period was closed. C. Discussion Items 1. Development process requiring Planning Commission and Historic and Scenic Preservation Commission review. Assistant Director Dalquest gave a brief overview and presentation of the Planning Commission (PC) and Historic and Scenic Preservation Commission (HSPC) review. Chairwoman Dyer opened the Hearing. There were no comments forthcoming and the Hearing was closed. There was clarification on the following:  The demolition process Planning Commission Minutes of September 22, 2015 Page 2  CEQA review development standards, and deficiencies  Streamlining the process  Commissions vision  Archeology and trees There was no motion needed. 2. Commission discussion on development projects adjacent to historic resources. Associate Planner Emily Elliott, gave a brief overview and presentation on the Historic Resources. Chairwoman Dyer opened up the Hearing. There were no comments forthcoming and the Hearing was closed. There was the following recommendation and inquiry:  Updating the Design Manual  Inquiry if standard Conditions of Approval had enough mandates relative to reconstruction. There was no motion needed. 3. Update on Conditional Use Permit (CUP) No. 341 (Revision 2) located at 625 E. Redlands Boulevard. Associate Planner Sean P. Kelleher, gave a brief overview relative to CUP No. 341 Revision No. 2. Chairwoman Dyer opened up the Hearing. There were no comments forthcoming and the Hearing was closed. The following was discussed:  Refacing the pole sign  Relocating the sign in order to preserve  ARG will analyze the sign There was no motion needed. 4. Adaptive reuse of Historic Properties. Senior Planner Loralee Farris, gave a brief overview and presentation. There were no comments forthcoming and the Hearing was closed. The following were suggestions from the Commission:  Adaptive reuse and encouraged staff not to be too restrictive  Adaptive reuse for the businesses downtown and to consider business downstairs and a residence upstairs  Parking in alleyways, provisions can accommodate There was no action needed. 5. Discussion on scenic preservation. Senior Planner Chris Tracy, gave a brief overview and presentation. Chairwoman Dyer opened the Hearing. There were no comments forthcoming and the Hearing was closed. Concerns and suggestions from the Commission:  Street Trees will suffer from the lack of water and its restrictions.  MUED has a completed inventory on cut stone curb and walls in the City and are a part of their review  GIS has a layer of the cut stone curb and walls but it needs updating  Pylons throughout the City should have some protection  Suggested public education on creative ways to use grey water 6. Updates: a. General Plan update; General Plan Administrator Troy Clark, updated the Commission on the General Plan Update. b. CLG Application; Associate Planner Kelleher confirmed that ARG consultant is preparing the CLG application with the intent to go to City Council in December. c. Architectural Guidelines; Associate Planner Kelleher stated he has information from Mr. Ron Running d. Legislative changes to Historic Ordinance. Commissioner Grenda stated the Historic and Scenic Preservation Commission has a Sub-Committee to review the Historic Ordinance. Planning Commission Minutes of September 22, 2015 Page 4 D. Public Comments (At this time, the Planning Commission will provide an opportunity for the public to address them on any subject, within the jurisdiction of the City of Redlands, which is not already scheduled on this agenda. However, any matter that requires action will be referred to staff for a report and action at a subsequent meeting. Please limit your comments to three (3) minutes.) Ms. Hargrave, resident, stated the Parklett is coming up for its one year renewal and recommended the City create standards to keep with the downtown image.
