A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RELATING TO THE PROVISION OF HEALTH AND WELFARE BENEFITS TO MEMBERS
OF THE CITY COUNCIL AND RESCINDING CITY OF REDLANDS RESOLUTION NO 7805
WHEREAS, pursuant to Governinent Code section 53201, the City Council of the City of
Redlands is authorized to establish health and welfare benefits for "its officers, employees, retired
employees and retired members of the legislative body," and
WHEREAS, with respect to members of the City Council, Governinent Code section 53201
further authorizes such members to participate in the City's health benefits program if such
members "elect to accept the benefits and [they] authorize a local agency to deduct the premiums,
dues, or other charges from their compensation, to the extent that the charges are not covered by
payments from funds under the jurisdiction from of the local agency as permitted by section
53205," and
WHEREAS, in September of 1989, the City Council of the City of Redlands adopted
Resolution No 4572, entitled "A Resolution of the City Council of the City of Redlands Electing to
be Subject to Public Employees Medical and Hospital Care Act [PEMHCA] with Respect to
Members of a Specific Employee Organization and Fixing the Employer's Contribution for
Employees and the Employer's Contribution for Annuitants at Different Amounts," which states in
relevant part, that "the City of Redlands desires to obtain for members of the City Council, who are
employees and annuitants of the Agency, the benefit of the Act within [PEMHCA] and to accept
the liabilities and obligations of an employer under the Act," and
WHEREAS, the Ca1PERS Board of Administration administers the PEMHCA health
benefit program and determines the benefit's design, including any co-pays, deductibles, providers,
and premiums, and
WHEREAS, on the 16th day of November, 2010, the City Council of the City of Redlands
adopted Resolution No 7007, entitled "A Resolution of the City Council of the City of Redlands
Relating to the Provision of Health and Welfare Benefits to Members of the City Council" to reduce
the costs the City incurs for the provision of health and welfare benefits to City Council members
by providing that the City shall only pay the contractual amount of three hundred ninety seven
dollars ($397) per month required by Ca1PERS for participation in PEMHCA, and
WHEREAS, by its adoption of Resolution No 7007, the City Council also resolved that for
newly elected, reelected, and appointed City Council members who take the oath of office after
December 1, 2010, the City shall not pay any vision benefit, or any premiums for life insurance or
dental insurance, and
WHEREAS, this City Council recognzed that the City of Redlands is blessed with an
abundance of motivated, civic-minded, residents who wish devote their time, skills, and unique
expertise to public service to enhance the well-being of the City's residents and the high quality of
life and experiences available to the Redlands community at large, and
WHEREAS, this City Council further recognized that there is a need to incentivize such
highly qualified persons to seek the office of City Council for the City of Redlands given the

individual time, financial, and family commitments necessary to be expended to effectively carry
out the obligations and duties of a City Council member, and
WHEREAS, this City Council previously adopted Resolution No 7805 to, among other
items, provide a post-service "bridge" health insurance benefit to City Council members, and
WHEREAS, upon subsequent review, based upon the recommendation of the City's legal
counsel, this City Council now desires to eliminate the post-service "bridge" health insurance
benefit to City Council members to ensure all benefits provided to City Council members remain in
compliance with law, by rescinding and restating the substance of Resolution No 7805,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS as follows
Section 1 For City Council members who elect to have medical coverage through
PEMHCA, the City of Redlands shall pay a medical insurance benefit to such City Council member
in an amount not to exceed nine hundred dollars ($900)
Section 2 The City shall continue to not pay any vision benefit, or any premiums for life
insurance or dental insurance, for City Council members or former City Council members
Section 3 This Resolution shall take effect upon the date of its adoption
