A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING
SIGN CONDITIONAL USE PERMIT NO 24 FOR A 150 8 SQUARE FOOT WALL SIGN
ON THE EAST ELEVATION OF AN OFFICE BUILDING LOCATED AT 300 E STATE
STREET
WHEREAS, Quiel Signs, Inc has made an application for Sign Conditional Use Permit
No 24 for a 150 8 square foot wall sign on the east elevation of a six story professional office
building located at 300 E State Street in the General Commercial (C-3) District, and
WHEREAS, the City Council has the authority to review Sign Conditional Use Permit
No 24 in accordance with Redlands Municipal Code Chapter 18 192, and
WHEREAS, on September 11, 2018 the Planning Commission held a noticed public
hearing at which interested persons had an opportunity to testify in support of, or opposition to,
Sign Conditional Use Permit No 24 and at which the Planning Commission considered Sign
Conditional Use Permit No 24, and
WHEREAS, the proposed project is not subject to review pursuant to the California
Enviromnental Quality Act ("CEQA") because the State CEQA Guidelines, in Section 15311(a),
provides an exemption for accessory structures such as on-premises signs, and
WHEREAS, following the public hearing on September 11, 2018, the Planning
Cominission determined that the proposal would be m conformity with the Redlands Sign Code,
and
WHEREAS, on September 11, 2018, the Planning Cominission recoininended to the City
Council that the proposed Sign Conditional Use Permit be approved, and
WHEREAS, in accordance with Government Code section 65090, on October 5, 2018,
the City gave notice by publication in a newspaper of general circulation of the holding of a
public hearing at which Sign Conditional Use Permit No 24 would be considered by City
Council, and
WHEREAS, on October 16, 2018, the City Council held a noticed public hearing at
which interested persons had an opportunity to testify in support of, or opposition to, Sign
Conditional Use Permit No 24,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS
SECTION 1 CALIFORNIA ENVIRONMENTAL QUALITY ACT The proposal is
exempt from review under the California Environmental Quality Act in accordance with Section
15311 of the State CEQA Guidelines, and does not require environmental analysis
SECTION 2 APPROVAL The City Council hereby approves Sign Conditional Use
Permit No 24, subject to the conditions of approval provided in Exhibit "A," and as shown in

Exhibit `B," both of which are attached hereto and incorporated herein by this reference, and
based upon the following findings
1 The size of the sign should be compatible with the design, architecture, and scale of the
building(s) and/or project
The proposed Main Identification Upper Fascia Sign is 150 8 square feet in size, and is
approximately nine square feet smaller than the size permitted by the Redlands Municipal Code
The size of the sign is compatible with the design, architecture, and scale of the building since
the structure on which the sign is intended to serve has a building length of 100 feet and is six
stories high The wall sign is comprised of individual internally-illuminated channel letters in
white, brown, and black colors, and will be mounted on the building wall in a matter that is
nearly flush with the exterior surface The size and placement of the sign on the upper fascia is
appropriate in size and in proportion with the building, and is compatible with the building
architecture
2 The size of the sign should be aesthetically consistent with the project, adjacent areas,
and the City of Redlands

downtown Redlands The Redlands Municipal Code provides a ten percent (10%) increase in
size for each story of a building (in order to achieve the appropriate scale relative to the building
height) The wall sign will utilize individual channel letters that are internally-illuminated and
affixed to the building facade The proposed sign is suitable to the project's location, size, and
orientation, and will relate cohesively with nearby development within the Downtown Business
District
3 The size of the sign should be needed to provide necessary project identification for the
benefit of the general public
The size of the sign is needed to provide necessary identification and readability of the
sign As the sign is mounted on the upper fascia of a six-story building, a smaller sign could
appear out of scale and inconsistent with the massing of the building
SECTION 3. EFFECTIVE DATE This Resolution shall become effective upon
adoption

CONDITIONS OF APPROVAL AND DEVELOPMENT INFORMATION FOR
SIGN CONDITIONAL USE PERMIT NO 24
CONDITIONS OF APPROVAL
I This approval is for Sign Conditional Use Permit No 24 for a 150 S square foot wall sign
on the east elevation of a six story professional office building located at 300 E State
Street in the General Commercial (C-3) District (APN 0171-132-16-0000)
2 This Sign Conditional Use Permit shall automatically expire two (2) years from the date
of City Council approval unless Developer has diligently developed the proposed project,
as shown by the application for a building permit, or has obtained an extension of time in
accordance with the Redlands Municipal Code
3 The issuance of any permits shall comply with all provisions of the Redlands California
Municipal Code currently in effect
4 All plans submitted to the City shall be m substantial conformance to the Planning
Cominission/City Council approval and any other changes required by the
Conunission/Council and/or staff
5 A copy of the approved Conditions of Approval shall be included on the cover page of
the construction plans submitted to the Building Division
6 The applicant shall not snake any modifications or changes during construction that are in
conflict or contrary to the sign's approved design or location without first consulting with
the Development Services Director or designee
7 Pursuant to Government Code Section 66020(d), certain fees, dedications, reservations or
exactions unposed by the City as a condition of approval of this project are subject to a
statutory ninety(90) day protest period Please be advised that the nmety(90) day protest
period for those fees, dedications, reservations and exactions which are subject to
Government Code Section 66020(a) has commenced to run on the date this project was
approved by the City
S The property owner and applicant and their successors and assigns, shall defend, by
paying for the defense costs of the City of Redlands (for counsel retained by the City),
indemnify and hold harmless the City of Redlands, and its elected officials, officers,
employees, and agents, from and against any and all clanns, actions, and proceedings
(collectively "Claims") to attack, set aside, void or annul the approval of this Conditional
Use Permit by the City, or Clanns brought against the City due to acts or omissions in
any way connected to the applicant's project that is the subject of this permit This
indemnification shall include, but not be limited to, damages, fees, costs, liabilities, and

expenses incurred in such actions or proceedings, Including damages for the injury to
property or persons, including death of a person, and any award of costs or attorneys'
fees In the event any such action is cor mnenced to attack, set aside, void or annul all, or
any, provisions of this permit, or is commenced for any other reason against the City for
acts or omissions relating to the applicant's project, within fourteen (14) City business
days following notice of such action from the City, the applicant shall file with the City a
performance bond or irrevocable letter of credit, or other form of security satisfactory to
the City (the "Security") in a form satisfactory to the City, and m the amount of
$300,000, to ensure applicant's performance of its defense and indemnity obligations
under this condition The Security amount shall not limit the total indeirmity obligation
of the applicant pursuant to this condition The failure of the applicant to provide the
Security shall be deemed an express acknowledgement and agreement by the applicant
that the City shall have the authority and right, without objection by the applicant, to
revoke all entitlements granted for the project pursuant to this permit The City shall
have no liability to the applicant for the exercise of City's right to revoke this permit
