HomeMy WebLinkAbout7927 RESOLUTION NO 7927 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS CONCURRING WITH A SECTION 4(F) DE MINIMIS DETERMINATION FOR THE SANTA ANA RIVER TRAIL PHASE IV, REACHES B and C WHEREAS, San Bernardino County ("County") is proposing to construct the Santa Ana River Trail ("SART") Phase IV, Reaches B and C project ("Project") to extend the SART in the City of Redlands ("City"), and WHEREAS, County is requesting concurrence with a Section 4(f) de minimis determination for the Project which is a federal process for compliance with the National Environmental Policy Act requirements to provide protection for publicly owned parks, recreation areas, historic sites, wildlife and/or waterfowl refuges from conversion to transportation uses, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1 The City Council concurs that the Project will not adversely affect the activities, features, or attributes that make Israel Beal Park, the Redlands Sports Park, and the Bluffs Trail eligible for Section 4(f) protection, and determines that the Project will have a de mminus impact on Israel Beal Park, the Redlands Sports Park, and the Bluffs Trail, and authorizes the Mayor to execute the Section 4(f) Concurrence Letter, a copy of which is attached to this Resolution as Exhibit "A" ADOPTED, SIGNED AND APPROVED this 18th day of December, 2018 1A1ayor, City of Redlands ATTEST J e Donaldson, City Clerk I \Resolutions\Res 7900-7999\7927 (4f) docx 1, Jeanne Donaldson, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at regular meeting thereof held on the 18th day of December, 2018, by the following vote AYES Councilmembers Barich, Tejeda, Momberger, Davis, Mayor Foster NOES None ABSENT None ABSTAIN None Je Donaldson, City Clerk dry of Redlands I \Resolutions\Res 7900-7999\7927 (4f) docx Exhibit"A" Section 4(F) Concurrence Letter December 18,2018 Aaron Burton, Senior Environmental Planner Local Assistance—Environmental Support Department of Transportation District 8 464 West Fourth Street,6`h Floor,MS 760 San Bernardino,CA 92401-1400 SUBJECT Santa Ana River Trail (SARI) Phase IV, Reaches B and C Section 4(f) Determinations for Cit}-Owned Park and Recreation Resources, Including Israel Beal Park, Redlands Sports Park and Bluffs Trail Dear Mr Burton The City of Redlands received a letter from the County of San Bernardino Department of Public Works dated October I7,2018,requesting written concurrence with a Section 4(f) determination for encroachment at three City recreation facilities during construction of the proposed Santa Ana River Trail Phase IV,Reaches B and C We understand that construction of the Santa Ana River Trail Phase IV,Reaches B and C would require temporary closures/restricted use of two City of Redlands Parks and one trail The affected City facilities include • Israel Beal Park—The project would realign a portion of an existing concrete trail at the easternmost limit of the park to connect to a pedestrian bridge that will span Orange Street and connect the park's existing trail to the SART Access to this area of the park would be restricted for approximately two months The park's playgrounds, picnic tables, restroom facilities and footpath improvements would not be impacted by the proposed construction. • Redlands Sports Park—The project proposes to utilize a portion of the park's paved parking lot for construction staging,it is anticipated that construction staging at this location may occur for as long as three months The sports fields,snack bar and restroom facilities would not be impacted by the proposed construction. • Bluffs Trail—The Bluffs trail is an existing partially improved pedestrian trail that extends from the east side of Orange Street to approximately River Bend Drive on the southern bluffs of the Santa Ana River The proposed project will improve the length of this trail to a Class I facility It is anticipated that this trail would be closed for approximately three months for protect construction As stated in the County's letter, prior to the start of construction,the County's contractor would develop a Trail and Pedestrian Facilities Temporary Closure Plan for the County and the City's review and approval,a sample plan was attached to the County's letter dated October 17,2018. The City has reviewed the Section 4(f)determination prepared by the County and we concur that the project will not adversely affect the activities features or attributes of Israel Beal Park,Redlands Sports Park or the Bluffs Trail that male the facilities eligible for 4(f) protection We agree that the project will have a De Mmimrs impact on these recreation resources If you have any questions,please feel free to contact the City at(909)798-7698 Thank you � i Foster Mayor City of Redlands L\ca\Reno\7927 (4f) docx
