County University of Redlands Transportation Authority (SBCTA) STAC CHARTER December 2018 s S�7 I OVERVIEW 1 . 1 BACKGROUND Transportation security is a concern for most transportation and rail providers and stakeholders Successful approaches to rail security leverage a layered approach that provides securitl staffing or police along with security technologies such as access control or cameras (CCIAO In 2016,the San Bernardino County Transportation Authority initiated a Stations Security Assessment of the Metrohnk stations in San Bernardino County to explore how security night be enhanced and what role SBCT-1 could play in that enhancement The study evaluated the overall security,security staffing,and CCTV for the following eight stations (collectively referred to as the Stations'') -- San Bernardino Transit Center — San Bernardino—Santa Fe Depot — Rialto — Fontana — Rancho Cucamonga — Upland ---- Montclair — East Ontario (Riverside Metrolink Line) At the time of the study the four Stations located in the City of Redlands were not included as they were still under development The Stations witlun San Bernardino County are primarily jointly owned by SBCTA and the municipal jurisdiction in which they reside with the exception of the New York Street Station in Redlands,which was primarily funded b) ESRI Security staffing services are primarily funded and provided by the cities in which the Stations are located 1%letrolink owns the Ticket Vending Devices (TVDs)and most of the communication infrastructure at each Station Station layout and features vary across each station depending on the owner/operator of a specific station and when it was constructed The Study made the following recommendation to support security — Enhance surveillance Add lighting and cameras,trim trees and bushes and/or increase random patrols — Enhance perception of security Ensure consistent level of lighting around Station areas,eluTunate shadows, include high-visibility jackets,shirts or vests as part of security staff uniforms — Enhance security presence Provide consistent security presence—guards should have similar training, oversight and common procedures,guard functions can extend beyond security and include customer service functions and training — Enhance security training and consistency Include Stations and staff as part of drills and exercises training, practice for an incident to allow participants to prepare and learn from each other — Enhance security awareness Promote security awareness by including signage and participating in awareness campaigns The SBCTA Board of Directors reviewed the Stations Security Assessment and discussed findings and next steps at the Ma} 3 2017 Board meeting The Board voted to coordinate security recommendations through development of a Stations Technical Advisory Committee(STAC) that would work toward development of consistent security services at all Stations and enhance coordination and information sharing among the host cities,SBCTA,SCRRA,and Omnitrans With the development of the Redlands Extension and future Arrow service underway,the City of Redlands,ESRI,and the University of Redlands have been added to the STAC 1 .2 PURPOSE The purpose of the STAC is to provide an opportunit) for SBCTA staff to meet regularly with representatives from member jurisdictions to develop,coordinate,and implement security-related recommendations and best practices for When complete the Redlands Extension will include the San Bernardino Transit Center,which has commenced STAC received the Stations Security Assessment,reviewed the assessment conclusions and recommendations,and actively engaged in the development of the practices and procedures that will ultimatelj improve security-it the Metrolink Stations Recommendations from the Stations Security.assessment are summarized as follows — Enhance survediance—add lighting and cameras,trim trees and bushes or consistent safety and security measures by coordinating and enhancing security presence at all Stations, including staffing coverage,duties,surveillance,reporting,and training 14 OBJECTIVES — To collaborate on security-related incidents and customer concerns/questions for incidents — To collaborate on addressing current vulnerabilities b) implementing mitigations — To facilitate CCTV sharing by further investigating cell or microwave connection options — To formulate solutions to new security threats or trends --- To provide a platform to facilitate discussion of security related issues 1 .5 AUTHORITY The SBCTA Board approved the creation of and funding for the STAC at the Board meeting on May 3 2017 The STAC is charged with — Coordinating consistent station security practices across jurisdictions — Developing action items to address identifed station vulnerabilities — Making recommendations to the SBCTA Board for improvements to station security,basic design standards (lighting,signage,visibihty,etc),and policies for universal implementation across San Bernardino County Stations ----- Implementing a comprehensive best practices guide — Setting customer service standards — Discussing activities at individual locations that could be relevant to other locations --- Coordinating response procedures for incidents and emergencies Discussing immediate accessibility issues to stations or platform boarding areas and developing solutions Providing a platform to discuss events happening beyond the stations that may significantly increase activity at or immediately surrounding the stations STAC CHARTER December 2018 @Cta 2 STRUCTURE 21 ORGANIZATION Memberslup San Bernardino County Metrohnk station stakeholders including but not hreuted to — SBCTA -- County Sheriff Department — ESRI — City Personnel ----- Omnitrans — University of Redlands — City Pohce Departments ---- SCRRA Approvals Each jurisdiction must designate representative(s) for STAG The duties of each committee member should include,as primary responsibilities,those general areas listed in the STAC goals and objectives Operations For operational purposes,the STAC shall be directed by a SBCTA staff lead who shall coordinate tasks as required to support the goal of the STAC 2.2 MEETINGS AND ACTIVITIES The STAC shall meet periodicaAy,approximately*quarterly in person at the SBCTA Offices 1170 W 3rd Street San Bernardino,CA 92410 1715 The STAC staff lead may convene additional meetings,as required,to prepare recommendations from the STAC to the SBCTA Board and to carry out other functions as needed 2.3 LOGISTICS All STAC meetings and other activities will be coordinated by the STAC staff lead who is responsible for scheduling meetings,distributing agendas and meeting minutes coordinating with committee representatives and stakeholder jurisdictions,and providing notices and logistical support Any expenses incurred by STAC members during their participation in committee activities shall be borne by the member's organization SBCTA may provide funding for specific efforts needed to achieve STAC objectives as deemed necessary and upon SBCTA approval 2 4 SUPPORT Representatives of each stakeholder shall name a member(s)of their organization to represent their respective agency or organization on the STAC Committee members are responsible for actively supporting and participating in STAC activities,consistent with their individual job responsibilities SBCTA will provide a staff advisor to the STAC and will provide necessary support 2.5 AMENDMENTS Recommendations for changes/amendments to the charter may be submitted to the SBCTA staff lead by any member of the STAC Proposed amendments shall be presented to the STAG for approval Depending on the nature of the amendment,SBCTA Board approval may be required,which will be deternuned on a case by case basis STAC CHARTER December 2018
