Regular meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon

Mayor Pro Tempore Barich called the meeting to order and offered those present the opportunity to provide
public comment on any item on the agenda for the closed session

RECONVENE CITY COUNCIL MEETING
The meeting reconvened at 6 00 P M with an invocation by Council Member James followed by the pledge of
allegiance to the American flag
CLOSED SESSION REPORT
City Attorney McHugh announced that no reportable action was taken during the closed session
PRESENTATIONS
Redlands Animal Shelter— Animal Control Customer Service Representative,Lori Weber,introduced
"Rebel", an eight-year old male Akita mix who is available for adoption,with thirty-five other dogs and
forty-two cats, at the Redlands Animal Shelter Ms Weber informed the Council nineteen dogs,nineteen cats
and one tortoise have been adopted since the last regular City Council meeting

PUBLIC COMMENT
Oleo—Dennis Bell questioned the high cost of processing the community's recyclables and pointed
out CalRrecycle is not properly performing their oversight of non-hazardous waste handling and
recycling programs He expressed concerns with the following items, San Bernardino County
Museum's announcement of the ownership transfer of the Asistencia to the Redlands Conservancy,the
processing of ESRI's plans to construct a 3-story building near Benjarong Restaurant and their intent
to take over the New York Street post office Mr Bell reiterated his opposition of the fee waiver
granted to the Redlands Turkey Trot event organizers and would like to see it moved to another city
Common Vision Coalition—Mario Saucedo, Common Vision Coalition Chairman,listed some of the
group's past accomplishments aimed to improve the quality of life and safety of all the residents He
announced their new initiative is to bring about public awareness of the tobacco industry's efforts to
target our youth for such dangerous activities as vapmg, electronic cigarettes jeweling,and other
nicotine delivery systems Their hope is to improve the safety of the community and partner with the
City to examine the smoking ordinances and review environmental hazards as they relate to tree
trimming and street lighting

Minutes
On motion of Council Member Eddie Tejeda, seconded by Council Member John James,the City
Council approved the minutes of the regular meeting of November 6, 2018

Proclamation- Small Business Saturday
Mayor Pro Tempore Barich encouraged everyone to shop our local businesses, as this creates jobs,
boosts our local economy and preserves our neighborhoods
On motion of Council Member Tom Momberger, seconded by Council Member Eddie Tejeda,the
City Council approved a Proclamation declaring November 24, 2018 as Small Business Saturday
Vote 4-0 Passed
Settlement Agreement
On motion of Council Member Eddie Tejeda,seconded by Council Member Tom Momberger,the City
Council unanimously approved the public disclosure of details of an Agreement of Settlement and
General Release with Citizens for Equitable Redlands(CFER),A Community of Friends and Redlands
Supportive Housing,L P (Real Parties in Interest or RPIs), and the City of Redlands To settle and
dispose of disputes and controversies associated with dealings between the parties with respect to a
written ruling judging in favor of the City and RPIs in the San Bernardino County Superior Court,
entitled Citizens for Equitable Redlands v City of Redlands, Case No CIVDS 1720139,the terms of
the agreement include,CFER shall not file any appeal of the Court's judgment denying the Petition and
neither the City nor RPIs shall claim any costs as prevailing parties

Side Letter Agreements -RADD,RAME,RAMME,RCSEA, &Teamsters
On motion of Council Member Eddie Tejeda,seconded by Council Member John James,the City
Council unanimously approved the Side Letter Agreements to the Memorandums of Understanding
between the City of Redlands and the Redlands Association of Department Directors,the Redlands
Association of Management Employees,the Redlands Association of Mid-Management Employees,the
Redlands Civilian Safety Employees Association, and Teamsters Local #1932, amending the vesting
schedule and clarifying the language of the Medical bridge health insurance benefit,by modifying the
vesting schedule for all miscellaneous bargaining units to ten years

Resolution No 7921 -Destruction of Public Records
On motion of Council Member Eddie Tejeda,seconded by Council Member John James,the City
Council unanimously approved Resolution No 7921, approving the destruction of certain public records
in the Police Department

Water and Wastewater Operations Support Services
On motion of Council Member Eddie Tejeda,seconded by Council Member Tom Momberger,the City
Council unanimously approved the agreement between the City of Redlands and waterTALENT in an
amount not to exceed$100,000 00 for the provision of water and wastewater operations support services
Vote 4- 0 Passed
Consulting Agreement-Construction Inspection Services
On motion of Council Member Eddie Tejeda,seconded by Council Member John James,the City
Council unanimously determined that approval of the agreement is categorically exempt from
environmental review in accordance with Section 15061(b)(3) of the State's guidelines implementing the
California Environmental Quality Act, approved the agreement with Willdan Engineering for
construction inspection services in the amount not to exceed$150,000 00 for a period of three years, and
authorized an additional appropriation of the same amount

PUBLIC HEARINGS
Resolution No 7915 -Freeway Agreement
Mayor Pro Tempore Barich opened the public hearing and called upon Municipal Utilities and
Engineering Deputy Director Savat Kamphou for background of Resolution No 7915 and the Freeway
Agreement with the California Department of Transportation(Caltrans)for State Route 10 between
Mountain View Avenue and Wabash Avenue He explained Caltrans requested an updated freeway
agreement as a prerequisite to future maintenance agreements, construction cooperative agreements and
freeway alterations of improvements This new updated agreement outlines the roles and responsibilities
of Caltrans and the City With no public comment,Mayor Pro Tempore Banch closed the hearing

On motion of Council Member Eddie Tejeda,seconded by Council Member John James the City Council
approved Resolution No 7915, approving a Freeway Agreement with the California Department of
Transportation for State Route 10 between Mountain View Avenue and Wabash Avenue in accordance
with Streets and Highways Code section 100 22 and rescinding Resolution No 7788, and determined that
the approval of the agreement is not subject to the California Environmental Quality Act pursuant to
section 15061(b)(3)

NEW BUSINESS
Additional Appropriation
Management Services/Finance Director Garcia explained the need for an additional appropriation from
the General Fund Unassigned Fund Balance to offset the costs of unanticipated increases in personnel
expenses in the City Manager's Office, as a result of changes in the position of City Manager
On motion of Council Member Tom Momberger, seconded by Council Member Eddie Tejeda,the City
Council approved an additional appropriation from the General Fund Unassigned Fund Balance in the
amount of$430,000 00 for the costs of unanticipated increases in the position of City Manager
Vote 4- 0 Passed
Compliance Agreement- Outstanding Code Violations
This item was pulled from the agenda to be presented for Council's consideration at a future meeting
Resolution No 7922-Police Department Reward
Police Chief Catren introduced Resolution No 7922 authorizing the Redlands Police Department to
offer a$10,000 reward to anyone with information in connection with a fatal hit and run collision that
occurred on October 16,2018 He reviewed the ongoing investigation of the matter and stated that in
the past,the Police Department has been successful in apprehending wanted suspects in active cases by
offering a reward A private donation of$5,000 00 was earmarked towards the reward funds for this
case Council Member Tejeda suggested the City work with Redlands Unified School District(RUSD)
to collect donations and determine a location for a memorial honoring the crossing guard killed in
the hit and run collision
On motion of Council Member Eddie Tejeda,seconded by Council Member Tom Momberger,the City
Council approved Resolution No 7922 authorizing the Redlands Police Department to offer a$10,000
reward to anyone with information that leads to the arrest and conviction of the driver involved in the fatal
hit and run collision that occurred on October 16,2018, and authorized an additional appropriation of
$5,000 00 On motion of Council Member Tom Momberger, seconded by Council Member John James,
the City Council authorized Council Member TeJeda to pursue discussions with representatives from
RUSD to raise donated funds to establish a memorial for this particular crossing guard and for other
crossing guards in the future

Council Member Momberger attended the SBCTA meeting on November 7,the I Ith Annual
Homeless Summit in San Bernardino,the Redlands Area Interfaith Council meeting and rode in the
Veterans Day Parade She attended the Library Board Meeting, spoke at Music Changing Lives 20th
Anniversary celebration, enjoyed the Christmas Tree Lighting ceremony downtown and participated in
Coffee with the Council
Council Member James walked the parade route in the Veterans Day celebration, attended the Christmas
Tree Lighting ceremony downtown, and enjoyed the Halloween festivities He reminded the public that
the "Shop Small Saturday" event and other programs like it have great potential to bring economic
reward to the City
Councilmember Teleda attended the Airport Advisory Board meeting,rode in the Veterans Day event
and enjoyed the Christmas Tree Lighting ceremony downtown He also participated in Coffee with the
Council on November 17,2018
Mayor Pro Tern Barich participated in the Veterans Day Parade and enjoyed the Christmas Tree
Lighting ceremony downtown
ADJOURNMENT
There being no further business to address Mayor Pro Tempore Barich adjourned the meeting at 6 20
P M in memory of community activist Joe Gonzales Appreciation was expressed for all his efforts
towards improving the quality of life for all the City's residents,both north and south side The next
regular meeting of the City Council will be held on December 4, 2018
