ORDINANCE NO 2714
AN ORDINANCE OF THE CITY OF REDLANDS AMENDING
SPECIFIC PLAN NO 43 (AMENDMENT NO 4) TO ADD EXHIBIT NO. 9
TO THE SPECIFIC PLAN AND ESTABLISH A DEVELOPMENT PLAN FOR
NEIGHBORHOOD NO 2 OF THE SPECIFIC PLAN
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS
FOLLOWS
Section 1 Specific Plan No 43, as adopted by City of Redlands Ordinance No
2098, is hereby amended by the addition of Exhibit No 9 to the Specific Plan, which is
attached to this Ordinance as Exhibit "A" and incorporated herein by this reference, to
establish a Development Plan for Neighborhood No 2 of the Specific Plan
Section 2 The Mayor shall sign this ordinance and the City Clerk shall certify to
the adoption of this ordinance and shall cause it, or a summary of it, to be published once in
the Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter,
this ordinance shall take effect in accordance with law

This is a narrative description of the proposed Amendment No 4 to the Specific
Plan No 43, City of Redlands, California It will be entered as
EXHIBIT 9
Neighborhood 2 consists of approximately 49 gross acres and is located along

Alessandro Road, midway between Sunset Drive and the San Timoteo Creek
The neighborhood is characterized by two minor ridges and a substantial nearly
flat area The minor ridges will be maintained undisturbed and a third minor ridge
will be partially altered and restored with matching plant material In the recent
past, this land was a portion of the equestrian center training area and the
existing equestrian trails will be maintained and supplemented to gain access to
new major trails following both Alessandro Road and the new 80 feet wide Deer
Trail Drive Neighborhood 2 will be known as
"SUNSET PALISADES"
A slope analysis map was prepared for this neighborhood by ESRI of Redlands
consistent with the city's guidelines and is depicted in Exhibit 8 of the Specific
Plan The following table indicates the various categories of slope for
Neighborhood 2 and the resultant density calculation

From new topographic surveys made as part of the preparation for the Tentative
Tract Map for "SUNSET PALISADES" by Tri-Tech Associates, Inc of San
Gabriel, the following table likewise indicates density calculations as follows

Based on the quality and recent date of this survey, the above slopeldensity
calculation may be more accurate However, the permitted number of dwelling
units for Neighborhood 2 does not differ and the Tentative Tract Map submitted
with this EXHIBIT 9 therefore stays at 27 single family lots
As a condition to approval of Tentative pp th e Tract Map for Neighborhood 2, the
Developer shall dedicate the amount of land required to widen and improve
Alessandro Road east of the existing centerline These improvements shall be in
accordance with the Municipal Utilities & Engineering Department standards and
the standards set forth in the Specific Plan No 43 and as illustrated in the
attached exhibits
The Developer shall also dedicate the amount of land required to construct Deer
Trail Drive as shown on the Tentative Tract Map The improvement of Deer Trail
Drive shall be in accordance with the standards set forth in the Specific Plan No
43 and as illustrated in the attached exhibits
To facilitate future development of single family homes within Neighborhood 2,
the Developer shall dedicate Lot E. to a Community Facilities District This
.__ greater than one acre lot shall be developed with all the common area
recreational facilities shown on the attached exhibit, Sheet A 1 0
Additionally, the Development shall be conditioned to maintain the open space
Lot A, Lot B and Lot C together with the detention basin Lot D through a
Community Facilities District all in accordance with a Fuel Management Plan
approved by the Fire Department of Redlands

Lots F and G shall be developed with paths, bike trails, landscaping, water
course and equestrian trail as shown on exhibits to the Tentative Tract Map and
the areas required for the facilities shall be dedicated and the owner enter into
agreement with a City maintenance facility
Lots A and C shall be improved to contain common area recreational space as
listed below, including equestrian and hiking trails
To complete all the requirements for common area recreational space, the
Developer shall also make the following improvements and installations
1 Install not less than 45,000 square feet of 10-foot wide equestrian trails
on Lots A and C as shown on the Tract Map
2 Install not less than 13,000 square feet of developed watercourse with
rock lining along Alessandro Road
3 Install approximately 20,000 square feet of similarly developed
watercourse along the new Deer Trail Drive
4 Install approximately 20,000 square feet of equestrian trails along the
new Deer Trail Drive with D-G surface
5 Install not less than 13,000 square feet of new equestrian trails along
Alessandro Road with D G surface and split rail fencing
6 Install approximately 68,000 square feet of landscaping along
Alessandro Road including walking paths and bicycle paths
7 Install approximately 30,000 square feet of landscaped main entry to
Deer Trail Drive and landscaped Detention Basin
8 Install approximately 40,000 square feet of landscaped parkway and
walking path along Deer Trail Drive
9 Install 5`--0" high masonry walls at top of graded slopes along
Alessandro Road to protect Lots 3 through 7 from traffic noise with
appropriate landscaping on the slopes This installation shall comply
with the acoustical analysis made for the Tract Map approval and is
illustrated on exhibits to the Tentative Tract map

10 Install landscaping and irrigation on all slopes between Deer Trail Drive
and the 27 lots This approximately 97,000 square feet of area shall
be considered common area and be maintained by the Community
Facilities District in order to preserve the beauty and maintain
uniformity of the streetscape
The attached exhibit material consists of the Tentative Tract Map and
miscellaneous drawings to illustrate the attempt to minimize the grading in Lots A
and C both as photo exhibits and grading sections The detailed common area
facilities on Lot E are also attached together with street standards in compliance
with Specific Plan 43
