AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTERS 18 64, 18 92 AND
18 96 OF THE REDLANDS MUNICIPAL CODE RELATING TO USES WITHIN THE A-P,C-3
AND C-4 DISTRICTS AND ADDING ARTICLE IX ENTITLED AUTOMOBILE SALES
DEVELOPMENT STANDARDS TO CHAPTER 18 156
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS
Section 1. Sectionl 8 64 030 of the Redlands Municipal Code is hereby deleted in its entirety
and rewritten to read as follows
"18 64 030 Permitted Uses and Conditional Uses
In the A-P zone,no building, structure of land shall be used, and no building shall hereafter
be erected, structurally altered or enlarged, except for the following purposes
A Residential Uses Uses permitted in the R-3 Zone, subject to the regulations of the
R-3 Zone,
B Business and Professional Offices
I Accounting, auditing and bookkeeping services,
2 Administrative headquarters,
3 Architectural and engineering services,
4 Business associations,
5 Business and management consulting services,
6 Federal, State, County and Iocal government offices,
7 Insurance offices,
8 Law offices,
9 Professional membership associations,
10 Real estate offices,
11 Secretarial and clerical services,
C Medical and Health Services
I Chiropractors
2 Dentists and oral surgeons,
3 Medical, dental and biological laboratories and therapeutic clinics,
4 Optometrists,
5 Physicians and surgeons,
6 Medical massage therapy, provided
a That a minimum of eighty percent of the establishment's clients are
from referrals by State licensed health care providers,
b That the establishment's records are kept on the premise and made

accessible to the City upon request for compliance with Subsection
A of this section,
E Uses Permitted by Conditional Use Permit
1 Charitable organizations,
2 Places of worship,
3 Libraries,
4 Mortuaries,
5 Museums and art galleries,
6 Prescription and pharmacy services,
7 Social and fraternal organizations,
8 Mixed residential and nonresidential uses, provided the following items are
to be included in the submittal of•
a A statement or plan setting forth the maximum number of employees
The number of employees may not be increased unless the applicant
applies for a revised conditional use permit
b A parking plan or layout indicating that
1 Parking for the residential unit(s)shall be provided on-site in
addition to that required for the office use(s) or by evidence
of an agreement for off-site parking acceptable to the City,
11 On-site parking is prohibited in the front setback area,
c Proposed signage "
Section 2 Section 18 92 040 Permitted uses is hereby deleted in its entirety and rewritten
to read as follows
"18 92 040 Permitted uses
Permitted uses in the C-3 zone are
A Uses permitted in the C-1 and C-2 zones,
B Retail stores
1 Antique or curio shops,
2 Art shops,
3 Department,
4 Drapery,
5 Floor covering,

6 Furniture and appliances,
7 Furrier,
8 Garden and farm supplies,but not including open-air sales or storage,
9 Interior decorators' studios,
10 Locksmith shops,
11 Mail order,
12 Music and records,
13 Office equipment and stationery,

15 Sporting goods,
C Service establishments and offices, including
1 Blueprinting, duplicating, photocopying and addressing,
2 Business and professional offices, as listed to Section 18 64 030(C) and(D)
of the A-P Zone,
3 Catering,
4 Dry-cleaning establishments, using nonflammable fluids and not more than
two cleaning machines with a rated capacity not over forty pounds each,
5 Eating establishments, including those serving liquor,
6 Employment agencies,
7 Furniture upholstery,
8 Governmental agencies,
9 Libraries,
10 Photographers,
11 Tailors,
12 Tanning salons,
D Auto sales and service establishments, providing all operations, including sales,
display,storage and repair work are conducted within completely enclosed buildings,
including
1 New auto sales agencies,
2 Used auto sales agencies,
3 Auto parts and accessory stores,
E Service stations (no outdoor display of merchandise),
F Entertainment establishments, including
1 Social halls, the serving of alcoholic beverages subject to approval of a
conditional use permit if within three hundred feet of a residential zone,
2 Theaters,

G Clubs, schools and studios, including
1 Art schools or studios,
2 Business schools,
3 Beauty and barber colleges,
4 Clubs and lodges and similar organizations,
5 Dance and drama schools or studios,
6 Gymnasiums and health studios,
7 Language schools,
8 Music schools or studios,
9 Swimming schools,
10 Weight loss and diet centers, non-medical,
H Financial establishments, including
1 Banks,
2 Finance offices,
3 Savings and loan associations,
4 Stockbrokers,
5 Trust companies,
6 Hotels"
Section 3 Section 18 92 070 entitled"Similar uses permitted by Commission determination"
is hereby deleted in its entirety
Section 4 Section 18,92 080 entitled"Conditional Uses"is hereby deleted in its entirety and
rewritten to read as follows
"18 92 080 Conditional uses
In the C-3 zone,the following uses maybe permitted subject to approval of a conditional use
permit
A Auto repair establishments, no open service bays shall face a public street or they
shall be screened,
B Bus terminals and similar transit facilities,
C Commercial amusement establishments, such as skating rinks, bowling lanes,
amusement machine arcades,pool halls dance halls, cocktail lounges and beer bars,
D Drive-in stores, such as cleaner, liquor, milk and food,
E Drive-thru sales and/or service,
F Frozen food locker,
G Hospitals and sanitariums,

H Mechanical or self-service auto wash,
I Mortuaries or funeral homes,
J Motels,
K Open-air sales, display and storage, including
1 New or used auto, motorcycle and boat sales,
2 Tool and equipment sales or rental,
3 Swimming pools, commercial,
4 Miniature golf, and similar commercial amusement establishments,
L Audio and film production studios and schools,
M Automobile parking garages and lots, public or private "
Section 5 Section 18 96 040 entitled "Permuted uses" is hereby deleted in its entirety and
rewritten to read as follows
"18 96 040 Permuted uses
Principal permitted uses in C-4 zone are
A Uses permitted in the C-1, C-2 and C-3 zones,
B Retail stores,
1 Automobile sales and service establishments of new or used vehicles,where
sales, display, storage and repair work are conducted within completely
enclosed buildings,
2 Commercial greenhouses,
3 Drive-in stores, such as cleaner, liquor, milk and food,
4 Electrical apparatus and equipment,
5 Pest control,
6 Public scales,
7 Taxidermy,
8 Wedding chapels,
D Service stations, all merchandise must be displayed within the building of under
canopy cover,
E Motels,
F Personal services "
Section 6 Section 18 96 060 entitled"Similar uses permitted by Commission determination"
is hereby deleted in its entirety

Section 7. Section 18 96 070 entitled"Conditional uses" is hereby deleted in its entirety and
rewritten to read as follows
"18 96 070 Conditional uses
The following uses maybe permitted.in the C-4 zone subject to approval of a conditional use
permit
A Uses permitted with a conditional use permit in the C-3 zone,
B Ambulance service,
C Animal hospitals,
D Tire recapping on conjunction with sales (not more than three molds),"
Section 8 Chapter 18 156 entitled "Development Provisions for Specific Uses" is hereby
added to the Redlands Municipal Code to read as follows
"Chapter 18 156
DEVELOPMENT PROVISIONS FOR SPECIFIC USES
Sections
ARTICLE IX AUTOMOBILE SALES DEVELOPMENT STANDARDS
18 156 650 Purpose of provisions
The purpose of the provisions of this Article is to establish standards for the development of
new and used automobile sales facilities where sales are conducted outdoors
18 156 660 Property development standards
The following property development standards shall apply when they are more restrictive
than the development standards for the particular zone in which new or used automobile sales are
proposed to be conducted
A Site Area Each site shall have a minimum area of 50,000 square feet
B Site Dimensions The minimum lot width and depth dimensions shall be 200 feet
C Parking Off-street parking shall be provided in accordance with the provisions of
Chapter 18 164
D Landscaping A minimum of ten percent of the site shall be landscaped
Landscaping shall be placed along the entire street frontage, except for driveway
openings and walkways Landscaping shall be oriented to enhance public views and
accent on-site structures
E Architectural Treatment It is the policy of the City to require high quality

architectural treatment The design of the facilities shall be harmonious with the
character and quality of the neighborhood and community
F Service Areas and Facilities Service areas and facilities shall be completely
screened from view from the public right of way Screening shall be by use of walls,
earth berms, landscaping or a combination thereof"
Section 9 The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and cause it, or a summary of it, to be published once in the Redlands
Daily Facts,a newspaper of general circulation printed and published in the City,and thereafter,this
ordinance shall take effect in accordance with law
