4 COUNTY OF SAN BERNARDINO, of the State of California, herein 4
5 called "County", and CITY OF REDLANDS, a city within said County, herein 5
6 called "City", mutually agree as follows: 6

8 1. GENERAL 8

0 The Housing and Community Development Act of 1974 (Public Law 10
1 93-383, hereinafter called "Act") provides that Block Grant funds may be used 11
2 for essential community development and housing assistance activities. 12

14 County and City mutually desire to qualify County as an "Urban 14
15 County" under the Act; therefore, County and City hereby agree to cooperate 15
I in undertaking, or assisting in undertaking, essential community development 416
17 and housing assistance activities, specifically urban renewal and publicly 17
is assisted housing. 18

12 The term of this agreement shall be for not less than the period 22
?3 commencing on the effective date specified below and extending through the 23
?4 first program year covered by County's Fiscal Year 1980-81 application, unless 24
?5 an earlier date of termination is fixed by the Department of Housing and Urban 25
?6 Development (hereinafter called "HUD") pursuant to the Act; said -term shall be 26
?7 automatically extended for successive additional one-year periods unless written 27
�8 notice of withdrawal at the end of any such year shall be given in writing by 28
?9 either County or City to the other 6 months before the end of such year. 29

31 3. PREPARATION OF APPLICATION 31

33 County, by and through its Office of Community Development, subject 33
34 to approval of County's Board of Supervisors, shall be responsible for 34
35 preparing and st-13mitting to HUD all necessary applications, for a basic grant 35
36 under the Act. This duty shall include the preparation of a community 36
37 development pl-_ -ind program and a housing assistance plan which satisfy the 37

38 application requ. , -anents of the Act and its Regulations. 38

42 Both County and City shall comply in all respects with the final 42
43 community development plan and program and the housing assistance plan which 43
44 are developed pursuant to the application requirements of the Act and its 44

Regulations and approved by HUD. 45
47 5. COMPLIANCE WITH ACT AND REGULATIONS 47

49 Both County and City will comply with all applicable requirements of 49

the Act and its Regulations in utilizing basic grant funds under the Act. 50

6. DISPOSITION OF FUNDS 1

3 County's Board of Supervisors shall determine the final disposition 3
4 and distribution of all funds received by County under the Act and the 4
5 5
activities for which such funds shall be used, subject to the provisions of
6 6
Sections 4 and 5 of this agreement.

8 7. EFFECTIVE DATE 8

10 This agreement shall be effective for all purposes when this 10
11 agreement and like agreements have been executed by County and City and 11
12 properly submitted to HUD the grantor by the designated deadline. 12

14 8. OTHER AGREEMENTS 14

County and City shall enter into such further agreement or agree-
17
;8 meats as may be necessary to carry out the purposes of this agreement and of 18
19 the Act. This agreement revises and supersedes any prior agreement between 19
W County and City. 20
