FOR THE PROVISION OF
PROESSIONAL CONSULTING SERVICES
This second amendment("Second Amendment")to the agreement to provide professional
consulting services dated July 1, 2013, (the "Agreement"), by and between the City of Redlands,
a municipal corporation ("City"), and LDM Associates, Inc. ("Consultant"), is made and entered
into this 7th day of April, 2015,
RECITALS
WHEREAS, it is the desire of City and Consultant to amend their existing Agreement,
specifically Article 3 — Section 3.1 entitled "PAYMENT AND NOTICE," to include fees for
additional federal labor compliance monitoring and National Environmental Policy Act (NEPA)
environmental review services thereby increasing Consultant's total compensation by Fourteen
Thousand Seven Hundred and Seventy Dollars($14,770)for the performance of certain additional
Services;
NOW, THEREFORE, City and Consultant agree as follows:
AGREEMENT
Section 1. Section 3.1 of the Agreement, entitled "PAYMENT AND NOTICE" is
hereby amended to read as follows:
"The total compensation for Consultant's performance of the Services shall not exceed the amount
of Forty Three Thousand Six Hundred and Sixty Six Dollars ($43,666.00)."
Section 2. The Scope of Services of the Agreement are amended to include additional
federal labor compliance monitoring and NEPA environmental review services as described in
Exhibit"A" attached hereto.
Section 3. All other provisions of the Agreement shall remain unchanged by the
Second Amendment, and are in effect.
IN WITNESS WHEREOF, the parties have executed this Second Amendment, to be
effective as of April 7, 2015.

Dear Ms. Miller:
We would like to thank you for the opportunity to submit this proposal to provide Labor
Compliance services in conjunction with the implementation of the City's Community
Development Block Grant (CDBG) Program. LDM Associates, Inc. has been providing a
variety of community development, planning and redevelopment consulting services to
municipal agencies such as yours for almost thirty years. We believe this proposal conveys
our firm's ability to provide the City of Redlands with the professional services necessary to
ensure full compliance with the Federal Labor Standards Provisions.
We propose to provide Labor Compliance services for the A.K. Smiley Library Waterproof
and ADA Rehabilitation of the Civic Center Suite 220 for a not-to-exceed price of$4,340.00
and $6,430 respectively. This price is based on a fixed hourly rate for the approximate
number of hours required to accomplish the Scope of Work.
Our consulting team is comprised of highly qualified professional staff:with expertise in all
aspects of labor compliance implementation for HUD-funded projects, as well as those
funded with other housing, community development and redevelopment funding sources.
