HomeMy WebLinkAbout7959 RESOLUTION NO 7959 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AUTHORIZING APPLICATION FOR SB2 PLANNING GRANTS PROGRAM FUNDS AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AGREEMENTS WITH THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR AN SB2 PLANNING GRANT WHEREAS, the City of Redlands ("City") is eligible to receive State funding for certain community development and planning related plans, through the State of California Department of Housing and Coininunity Development, and WHEREAS, the State of California, Department of Housing and Colmnunity Development ("Department") has issued a Notice of Funding Availability ("NOFA") dated March 28, 2019, for its Plamling Grants Program("PGP"), and WHEREAS, the City Council of the City of Redlands (thus "City Council") desires to submit a project application for the PGP program to accelerate the production of housing and will submit a 2019 PGP grant application as described in the Planning Grants Program NOFA and SB2 Planning Grants Program Guidelines released by the Department for the PGP Program, and WHEREAS, the City is eligible to receive a Year-I grant award up to $310,000 as described in the 2019 Planning Grants Program document, "2019 Year-1 SB 2 Planning Grants Maxunum Grant Amounts Based on Population," and WHEREAS, a standard agreement must be executed with the California Department of Housing and Community Development before such funds can be claimed through the PGP Planning Grants Program, and WHEREAS, this City Council wishes to delegate authorization to execute the grant agreement and any amendments thereto to the City Manager, and WHEREAS, creation of the Transit Villages Specific Plan and the related Environmental Impact Report will implement the coiminunity's vision for future development as contained in the 2035 Redlands Geezer al Plan adopted by this City Council on December 5, 2017, and WHEREAS, execution of grant agreements, and any amendments thereto, is not subject to environmental review m accordance with Section 15061(b)(3) of the California Environmental Quality Act Guidelines, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS -1- I 1Resolutions\Res 7900 7999/7959 to contract SB2 Grant doe SECTION 1 The City Council hereby authorizes, directs, and designates the City Manager, or his or her designee, to apply for and submit to the Department the 2019 Planning Grants Program application In the amount of three-hundred ten thousand dollars ($310,000) SECTION 2 In connection with the PGP Grant, if the application is approved by the Department, the City Manager of the City of Redlands, or designee, is authorized to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement) for the amount of $310,000, and any and all other documents required or deemed necessary or appropriate to evidence and secure the PGP Grant, the City's obligations related thereto, and all amendments thereto SECTION 3 The City of Redlands shall be subject to the terms and conditions as specified to the standard agreement, the SB2 Planning Grants Program Guidelines, and any applicable PGP guidelines published by the Department Funds are to be used for allowable expenditures as specifically identified in the standard agreement The application in full is incorporated as part of the standard agreement Any and all activities funded, information provided, and timelines represented in the application will be enforceable through the executed Standard Agreement The City Council hereby agrees to use the funds for eligible uses in the manner represented in the application as approved by the Department and in accordance with the Planning Grants NOFA, the Planning Grants Program Guidelines, and 2019 Planning Grants Program Application SECTION 4 The City Manager, or his or her designee, is authorized and directed to execute the City of Redlands Planning Grants Program application, the PGP Grant Documents, and any amendments thereto, on behalf of the City of Redlands as required by the Department for receipt of the PGP Grant ADOPTED, SIGNED AND APPROVED this 16'h day of April, 2019 Paul W Foster, Mayor ATTEST J6Wnlne Donaldson, City Clerk -2- I 1ResolutionslRes 7900-7999\7959 to contract SB2 Grant doc I, Jeanne Donaldson, City Clerk of the City of Redlands, do hereby certify that the foregoing Resolution was duly adopted by the City Council at a regular meeting thereof held on the 16"' day of April, 2019, by the following vote AYES Councilmembers Barich,Tejeda, Momberger, Davis, Mayor Foster NOES None ABSTAIN None ABSENT None —qlzl� L5�� Je e Donaldson, City Clerk -3- I 1Resolutions\Res 7900-7999\7959 to contract SB2 Grant.doc
