RECONVENE CITY COUNCIL MEETING
The meeting reconvened at 6 17 P M with an invocation by Council Member Barich followed by the pledge of
allegiance to the American flag
CLOSED SESSION REPORT
City Attorney McHugh announced that no reportable action was taken during the closed session
PRESENTATIONS
Redlands Animal Shelter—Animal Control Supervisor Silvia Lemus introduced"Janet", a nine-year-old female
terrier mix who is available for adoption,with thirty-five other dogs,twenty-five cats, seven guinea pigs, eight
rabbits and thirty-four birds Ms Lemus informed the Council nineteen dogs and sixteen cats have been adopted
since the last regular City Council meeting
Child Abuse Prevention Month-Mayor Foster presented a Proclamation declaring the month of April 2019 as
Child Abuse Prevention Month to Mr Juan Solis,representing the San Bernardino County Children's Network
Donate Life Month-Mayor Foster presented a Proclamation declaring the month of April 2019 as Donate Life
Month to John VanCampen and his wife, Susan,representing One Legacy
PUBLIC COMMENT
Olio—Dennis Bell appreciated the well facilitated transit village informational walks hosted by SBCTA but did
question who would be paying for the infrastructure and safety improvements needed to make the areas
walkable and bike friendly He pointed out there were only about twenty people using the Redlands Skatepark
last Saturday, and questioned whether a permit was issued for the Hangar 24 Block Party Beer Bash and the
closure of Sessums Drive
Homelessness-Margaret Budnik asked for help with the number of homeless who are near the shooting park in
town
County Program Update -Heather Perry,of the office of Third District Supervisor Rowe,provided an update of
County programs, including the Countywide Vision4Safety accepting nominations for safety heroes,
Generation GO and Arrowhead Regional Medical Center partnering to provide work-based learning
opportunities to high school students,textmg 911 in case of an emergency, and the County is now offering
Spanish-speaking operators through the 211 information number

Council unanimously approved a proclamation declaring the month of April,2019 as DMV/Donate a Life

Proclamation Child Abuse Prevention Month

Appointment Human Relation Commission
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved to appoint Dc Lozano to serve a four-year term on the Human Relations
Commission ending April 2,2023

Grant Application
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the submittal of an application for the Walmart Foundation Community
Grant in the amount of$5,000 00 to enhance the CERT(Community Emergency Response Team)and
Affiliated CERT program with additional supplies

Grant Application
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the submittal of an application for the Earthquake Country Alliance 2019
Mini Award Grant in the amount of$500 00 to purchase short term emergency kits

First Amendment Computer Software Licensing
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the first amendment to an Agreement with Azteca Systems,LLC to provide
Cityworks licensing and support to remove products that the City does not use and add the use of the
Service Request API, allowing for unlimited third party integrations

Bid Rejection-Multi-Purpose Room Dance Floor Project
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously rejected all bids received for the Community Center Multi-Purpose Room Dance
Floor Project as the one responsive bid amount exceeded the project budget and staff will rebid the project
with a revised scope of work

AirFest License Agreement
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved an amended License Agreement with Hangar 24 Charities for use of the
Redlands Municipal Airport for the 2019 Hangar 24 Charities AirFest Event to reflect the approved amount
of$0 00

Ordinance No 2880-DIF for Accessory Dwelling Units
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously adopted Ordinance No 2880, amending Chapters 3 44, 3 48, 3 70 and 13 40 of the
Redlands Municipal Code establishing development impact fees for accessory dwelling units for Water,
Sewer, Solid Waste and the Acquisition of Water Stocks and Water Rights fees

Public Improvements -Release of Liens
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determmed that approval of the release of liens is exempt from environmental review
pursuant to Section 15061(b)(3)of the State's guidelines implementing the California Environmental
Quality Act, approved the public improvements at 1278 E Pioneer Avenue and 1300 E Pioneer Avenue as
complete and accepted those improvements as satisfaction of the obligation to construct public
improvements required by the lien agreements entered into with the City by the property owners, and
approved a Release of Lien for construction of improvements at those properties

Resolution No 7951 -DIF for Accessory Dwelling Units
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved Resolution No 7951,rescinding Resolution No 7907,to clarify
requirements for assessment of the Sewer Capital Improvement Fee,Water Capital Improvement Fee and
Water Stocks and Water Rights Fee associated with certain types of Accessory Dwelling Units and per
State of California regulations,these types of fees shall not be applicable to any accessory dwelling unit
created within the existing space of a single family residence

Proposed Ballot Measure
As public comment,Dennis Bell preferred the measure be put on the Presidential Primary election ballot
in March 2020, as this would be more cost effective than a special election held later this year Steve
Rogers questioned the timing of the proposed ballot measure,wondering why it was not moved forward
sooner, as the City has known about the Rail Project for quite a while and it is predicated on establishing
higher density housing near the tram stations He doubted the measure would pass and opposed making
the voters determine the outcome Mayor Foster provided background on the proposed ballot measure
and explained Measure U and Proposition R were originally approved by voters and in order to change
the laws,voters must be the ones to approve any amendments to the law Staff was continuing to refine
the proposed measure to include input from various community stakeholders and,the Mayor requested
Council table this item to be brought back for review in the near future in preparation of a possible ballot
measure for the Presidential Primary Election on March 3, 2020
On motion of Mayor Paul Foster, seconded by Council Member Eddie TeJeda,the City Council
unanimously tabled discussion on this matter and directed staff to bring the item back for the Council's
consideration in the near future in preparation of a possible ballot measure for the Presidential Primary
election in March 2020

NEW BUSINESS
Consulting Agreement
Municipal Utilities and Engineering Director Toor presented the need for design engineering services for
the 2019 Capital Improvement Program Water Pipeline Replacement Project
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determined that approval of the agreement is not subject to environmental review
under section 15061(b)(3) of the state's guidelines implementing the California Environmental Quality Act,
and approved an agreement with Engineering Resources of Southern California Inc in the amount not to
exceed$101,000 for design engineering services for the 2019 capital improvement program Water Pipeline
Replacement Project

Purchase and Sale Agreement Redlands Rail Project
Quality of Life Director Boatman reviewed a Purchase and Sale Agreement(PSA)for the sale of a 2,708
square portion of Assessor's Parcel No 0169-281-19-0000 with the San Bernardino County
Transportation Authority(SCBTA) The property acquisition by SBCTA is for the Redlands Passenger
Rail Project and is necessary to establish the proper right-of-way space between the Project and bordering
properties for safety The PSA identifies a proposed pedestrian crossing as part of future development
plans As public comment, Steve Rogers was concerned that this particular APN was discussed in two
separate closed session items tonight, and he urged for more transparency as the City negotiates behind
closed doors Director Boatman explained that one APN was referenced twice in the Closed Session but
the negotiations were for two separate portions of property, and they were not in conflict with one
another Council Member Tejeda asked whether any easements were secured during negotiations, and
Director Boatman clarified that the City incorporated language into the Deed and the Purchase and Sale
Agreement ensuring the public access will be maintained in perpetuity

On motion of Council Member Eddie Tejeda, seconded by Council Member Tom Momberger,the City
Council unanimously determined that approval of the agreement is not subject to further environmental
review because an Environmental Impact Report/Environmental Impact Statement(EIR/EIS) for the
Redlands Passenger Rail Project was adopted on March 4,2015, approved the agreement does not meet
any of the conditions set forth in Section 15162 of the State's guidelines implementing the California
Environmental Quality Act that would require a subsequent Environmental Impact Report or
environmental document, and approved the Purchase and Sale Agreement for the sale of a 2,708 square
portion of Assessor's Parcel No 0169-281-19-0000 with the San Bernardino County Transportation
Authority(SCBTA)for the Redlands Passenger Rail Project

COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES
Greenway Park&Zanla Trail Ribbon Cutting-On March 23,2019,Mayor Foster,Mayor Pro Tempore
Davis,and Council Members Banch and Momberger enjoyed the ribbon cutting event for the Greenway
Park and the Zanja Trail, located on Lincoln Street,between Sylvan Blvd and Laramie Avenue
Council Member Teleda attended the Confire Board meeting earlier today which included a tour of the
dispatch facility, and he met with a group of residents to discuss their concerns
Council Member Momberger, along with Mayor Foster,presented a City update to the Redlands
Women's Council of Realtors, attended the Redlands Conservancy's Annual Meeting and Kickoff for
Parties event on March 20,represented the City at a Kaiser Pennanente luncheon, and she enjoyed a
dinner at the fire house
Mayor Pro Tern Davis attended the closing reception and last showing of the Lincoln Head exhibit, and
thanked Garner Holt Productions,the Library and all who were associated with the great production at
the Lincoln Shrine She attended the Downtown Redlands Art Walk,the 8th Annual Cesar Chavez
breakfast,joined the SBCTA walking tour of the future downtown transit village, and Assembly Member
Jose Medina's Women of Distinction Luncheon in Riverside
Council Member Barich attended the Redlands Conservancy's Annual Meeting and Kickoff for Parties
event on March 20,the Civil War Symposium hosted by ESRI,the Airport Advisory Board Meeting,
sponsored a jazz concert in coordination with the Southern California Black Chamber of Commerce, and
enjoyed the Crafton Hills College Foundation Garden Part Gala on March 30

There being no further action required the meeting adjourned at 6 47 P M The next regular meeting of the
City of Redlands City Council will be held on April 16,2019

Board on any subject,not already on the agenda,within the jurisdiction of the Successor Agency

Justin Hall announced he was not opposed to the Redlands Rail Project but was against higher density
housing and four to five-story buildings
